Introduction. This reports evaluates a bank stabilization project on the Union River. 11. Applicant. Victor Seamans. M. Property Location. NE 2700 Old Belfair Highway; Ellis Bancroft Tracts, tracts 7 and 8; Range 1W, Township 23N, Section 16. IV. Project Description. Stabilization of 100 feet length of streambank along the Union River with the placement of large rock (6 feet high) along the toe and face of slope, four large trees and a maple rootwad anchored in front of the rock, some crushed rock backfill, and then revegetation of slope. V. Evaluations. A. Characteristics of the site. An existing mobile home and garage are located about 150 feet from the Union River and close to the county road (Old Belfair Highway). An existing septic system is located adjacent to the county road. The property immediately next to the river is mostly level, and the owner has maintained a road and bridge across the Union River (approved by a 1996 shoreline permit) to access property on the east side of the river. B. Characteristics of the area. The property 200 feet to the northeast has a residence near the river. The properties to the west have a residences and outbuildings well away from the river. The site is within an oxbow bend in the Union River and the January and March 1997 winter high flows severely eroded this site and many other riverbank properties along the Union River. At the Seamans' property, about 10 feet depth of bank was lost in the winter storms. C. Shoreline Designation. The shoreline designation of the site is Rural Environment. The Union River is a major watershed flowing directly into Hood Canal. D. Comprehensive Plan Desi ng ate. The Mason County Comprehensive Plan designation for the site is Rural. VI. SEPA Compliance. A Mitigated Determination of Nonsignificance was issued on June 17, 1997. Comments were received from Washington Dept. of Ecology which noted that a short-term water quality standards modification may be issued if the proponent agrees to specific construction practices and techniques designed to minimize water quality impacts in coordination with the Hydraulic Project Approval. VH. Other Permits. This proposal will require a Mason County building permit, a state Hydraulic Project Approval, and Corps of Engineers review as a permit or exemption. VIII. Analysis. This proposal requires a Shoreline Substantial Development Permit due to the value in excess of $2500 (fair market value). Mason County Shoreline Master Program Chapter 7.16.150 (Flood Protection and Shoreline Stabilization) provides the guidance for project review. Applicable Policies are: 1. Shoreline stabilization should be undertaken in a coordinated manner among affected property owners and public agencies. 2. Shoreline stabilization should protect the physical integrity of the shoreline (bank and river), water quality, fish and wildlife, and recreational values. 3. Non-structural flood control solutions are encouraged, but if non-structural solutions are demonstrated as not able to reduce damage, structural solutions should be allowed. Substantial stream channel modification or realignment should be discouraged. Applicable Use Regulations are: 1. The County shall require and utilize certain information during shoreline protection projects: a) river channel hydraulics and floodway characteristics; b) existing shoreline protection in the area; c) physical, geological and soil characteristics; and d) predicted impacts on the shore, adjacent properties, and recreational uses. 2. Conditions of the State Hydraulic Permit Application may be integrated into the permit for bank protection. 3. The County shall require professional design of the shoreline stabilization works when the proposal may interfere with normal river processes, may cause erosion of upstream or downstream shoreline properties, or may adversely affect shoreline resources or uses. Bank Protection Analysis: Based upon these policies and regulations, the proposed rock bank protection has been presented as the minimum work needed to protect the adjacent road and bridge over the river (approved as a Conditional Use-Substantial Development Permit in 2 I 1996) from further bank erosion by high flows of the Union River. The rock wall bank protection follows the current river bankline that eroded in the winter 1997 storms. The proposed secured logs act as groins and aid in keeping the river flows towards the center of the river, but will not realign the normal river flows or cause further erosion upstream or downstream of the proposal. The logs and rootwad secured in the rock protection also provide in-stream woody material to serve as fish habitat in the river. IX. Conclusions. The proposal does require a Shoreline Substantial Development Permit. As designed, the proposed bank stabilization is consistent with the Mason County Shoreline Master Program policies and standards of Chapter 7.16.150 (Flood Protection and Shoreline Stabilization), subject to the following conditions: 1. The applicant shall secure a Washington Department of Fish and Wildlife Hydraulic Project Approval and follow all construction specifications authorized in that permit. 2. The applicant shall implement temporary erosion control measures (silt fencing, matting, and straw bales) during site preparation and rock placement. 3. The applicant or designated contractor shall operate all equipment for the project from the banks above the river and outside of the channel itself. X. Choices of Action. 1. Approve the SDP request. 2. Deny the SDP request. 3. Conditionally approve the SDP request. 4. Postpone decision for further information. 3 V O 0 W aS (Y J.
