RE: Permit No. BLD95-1195; Mobile Home - set-up in floodplain of
the Union River.
Dear Mr. Seamans :
This letter is to notify you that Mason County has still not
received the flood elevation certificate for the siting of the
mobile home on your property at NE 2700 Old Belfair Highway. A
copy of the December 12 , 1994 letter requesting the completion of
this form and a blank form are attached.
Submitting the flood elevation certificate will bring you into
compliance with the Mason County Flood Damage Prevention
Ordinance. This form must be received by this department in
order for your building permit to be further evaluated.

Re: Building permit BLD94-0342; Mobile Home; Floodplain
Determination.
Mr. Seamans:
This site has been identified as being located within a designated
floodplain. , . Compliance with the Mason County Flood Damage
Prevention Ordinance is required.
The mobile home must be elevated a minimum of one (1) foot above
the 100-year flood elevation. I have enclosed an elevation
certificate which must be completed by a surveyor and returned to
the county.
The flood elevation on the site must be determined by having the
surveyor shoot an elevation line using a bench mark located on the
Old Belfair Highway (RM 104; see enclosed map) . The mapped flood
elevation on your site is 100 feet NGVD (mean sea level) . The
surveyor must drive rebar near your building site marking the
elevation of 100 feet and 101 feet NGVD. This must be done prior
to our issuance of your building permit. (If the marker at RM 104
cannot be located, contact this office) .
After the mobile has been elevated to the correct height the
surveyor must certify on the certificate that the first habitable
floor of the mobile is at or above 101 feet NGVD. The certificate
should then be returned to the Planning Department.
If you or the surveyor have any questions feel free to give me a
call . Your permit will be placed on hold. Thank you.

RE: Victor Seamans residence at NE 2700 Old Belfair Hwy, Belfair
Dear Mr. Norris :
You were contacted in mid-October 1995 by Victor Seamans to
assist him in the completion of a floodplain certificate for the
set-up of a mobile home to be sited on his property at NE 2700
Old Belfair Highway. You came to this office, inquired about the
National Floodplain Insurance Map for the area of Mr. Seamans'
planned residence, and were given a copy of the appropriate area
of this map and the description of the reference markers in the
vicinity. You returned to this office in the last full week of
October and said that the reference markers (pk nails in the
road) could not be found by your detector; past paving of the
road has buried or removed these markers .
Victor Seamans came into this office on October 3.0, 1995 and
asked what could be done in this situation. Don Brush and I
discussed the issue of developing in the floodplain when the
reference markers for flood elevations could not be located. We
thought that in the situation where the property is in a
"numbered All flood zone and these reference markers could not be
located, the owner would be treated as if the property is in an
"un-numbered All flood zone. A proposed structure would have to
be sited two feet above surrounding grade, and this height around
the structure would be verified and monumented by a surveyor and
recorded on the flood elevation certificate. This process would
be the best available method of siting the structure, as long as
the foundation has venting that is no more than one foot above
grade and will allow entry and exit by floodwaters .
In this instance, the owner, Mr. Seamans, must send a letter to
the Department of Community Development stating that a surveyor
has been retained to certify the flood elevation. The surveyor
must set a monument or rebar stake noting the two feet above

surrounding grade before the building permit is issued and must
complete the flood elevation certificate indicating the first
habitable floor is at or above this two foot height, within 30
days of foundation inspection or prior to occupancy.
