Dear Applicant: Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Charles Mead McCov III Land Use Planner Mason County Planning Department 1/27/2005 1 of 3 SP12004-00356 S } Site Inspection 1/27/2005 Case No.: SP12004-00356 Comments: Site pre-inspection (SPI) for Terry Gregg: The purpose of the SPI was to evaluate development options at 425 Morgan Road. The parcel is estimated to be 7.6 acres. The issues discussed were the placement of a home and small barn on the property. Other matters included access through the property utilizing an existing, unimproved, logging road that passes over a culvert placed in a Type III steam. Several critical areas issues affect the parcel: 1) a Type III stream passes through the property, 2) the property borders the shoreline of Hammersley Inlet and 3) steep slopes in excess of 40% gradient are found along portions of the stream and the shoreline. The shoreline buffer for new construction requires a setback of 100 feet from the ordinary high water mark. The conservation buffer requirement for Type III streams is 150 feet with an additional 15-foot building setback. Due to slopes in excess of 40% adjacent to, or within 300 feet of the proposed project/site a Geotechnical Report is needed to address slope stability and the other requirements of the enclosed landslide hazard chapter, 17.01.100 section E. 5. The report must state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and must also assure the project will cause no significant environmental impact. A copy of the Landslide Hazard Areas chapter is enclosed for your review. Please review your Geotechnical Report prior to submission to ensure that it contains the information required in section E. 5.of the enclosed ordinance. Missing information will likely result in delays in the application review process. If any grading/excavation is proposed in or near slopes a grading plan will be needed to show any proposed topographical changes, cuts, retaining walls etc. A proposed expansion of the stream crossing was discussed on site to allow for access to both sides of the property from Morgan Road. Per the Mason County Resource Ordinance 17.01.110 (Fish and Wildlife Habitat Conservation Areas (FWHCA)) under Section G. 2.a., titled: Stream Crossings, it states that "All stream crossings should be discouraged and alternatives should be explored." However, because there is an existing stream crossing on the property it is likely that pursuant to the application for and issuance of a Mason Environmental Permit the County would 1/27/2005 2 of 3 SP12004-00356 t Site Inspection 1/27/2005 Case No.: SP12004-00356 allow for the removal and replacement of the existing culvert with a bridge or arch/bottomless culvert structural design. See Section 17.01.110.G.2.a.i. of the FWHCA chapter for details. It will also be necessary to obtain a Hydraulic Project Approval (HPA) from Washington Department of Fish and Wildlife (WDFW) before working within the stream channel. The contact for WDFW is Gloria Rogers at 360/495.3068 for information concerning the HPA process. A copy of the FWCA chapter is enclosed for your review. The zoning is Rural Residential 5 and the shoreline is designated as Urban. Standard building setbacks for this zoning are a 25-foot front yard setback, and 20-foot side and rear yard setback. These setbacks are measured from portions of structures above grade, such as roof overhangs, and other appurtenances/structures, including heat pumps etc. If you have any questions please contact me.
