SUPPORTING DOCUMENTATION i SECTION 1: EXECUTIVE SUMMARY The Washington State Department of Fish and Wildlife (WDFW) proposes to expand an existing overcrowded gravel parking lot to better accommodate the volume of traffic accessing the beach at North Bay for recreational activities. Additional work items for the project will include the construction a new precast flush restroom and installation of support utilities for a new restroom. Support utilities include a well and associated water piping, a sanitary sewer lift, and a new electrical service. The project will include clearing approximately 0.17 acres of vegetated land to accommodate the new parking, and restoring approximately 0.12 acres of grass lawn to natural vegetation. The existing gravel parking lot, which is within the setback from a wetland on the south as proscribed by the Critical Areas Report (see Appendix A), is to remain. WE UXAMM Figure A: Vicinity Map 1 SECTION 2: INTRODUCTION AND PROJECT DESCRIPTION WDFW proposes to expand the existing gravel parking lot to accommodate the increase in activity on the site. The project is located at the North Bay Access Site north of Victor in Mason County. The project consists of work on three adjacent parcels owned by WDFW. The parcel number of the property to the north is Parcel #12216-75-90041 (1.13 acres), the central property is Parcel #11216-75-90042 (1.24 acres), and the property to the south is Parcel #11216-75-90043 (1.42 acres). The three parcels include approximately 0.23 acres of impervious area and approximately 0.12 acres of developed pervious area (see Figure 1 in Appendix C). The total project construction area is approximately 0.69 acres. The project consists of clearing and grubbing, asphalt demolition, construction of a new well and sanitary sewer lift station, utility trenching, grading, and laying of new gravel and concrete pavement. Improvements include 410 square feet of new cement concrete pavement and 7,490 square feet of new gravel pavement. SECTION 3: EXISTING CONDITIONS The North Bay Access Site sits on three parcels totaling 3.79 acres. Each parcel is owned and operated by WDFW. The access site is located on the east shore of North Bay (Puget Sound), one mile north of Victor off SR 302, and approximately six miles South of Belfair (see Figure A: Vicinity Map). The site is bordered by North Bay to the west, a single-family residence to the north, SR 302 to the east, and a City of Tacoma transmission line easement corridor to the south. The eastern, or upland, portion of the properties is sloped and vegetated, draining west to a ditch lining the east side of SR 302, and does not contribute to the storm drainage on the site. The construction site includes 0.69 acres of land west of SR 302. This area includes an existing parking area constructed in 2003 to include gravel parking, an asphalt pad for ADA parking, two portable toilets, and a maintained grass area near SR 302. The construction site also includes approximately 0.12 acres of maintained grass lawn, which is a pollution- generating pervious surface that is to be restored to natural vegetation. The remainder of the site is thick vegetation to be cleared and grubbed as part of the work. A formal geotechnical investigation of the soil has not been completed for this project. Boring logs from nearby wells show that the soil consists of wet brown sand fora approximately the first 10 feet, with brown sand clay below. PP Y Y Y Critical areas/erosion problem areas on the site include the North Bay to the east and a wetland to the south. The North Bay is classified as a Category 1 water body under the States Clean Water Act Section 303(d) list. The wetland to the 2 south is classified as a Category III wetland per a critical areas report completed in November of 2012 (see Appendix A). The Department of Ecology has imposed no total maximum daily loads (TMDLs) on these water body reaches at this time. The topography of the construction site slopes east to west to sheet flow and discharges exclusively to the North Bay or infiltrates into the vegetation prior to discharge. The construction site is not located in the FEMA 100-year flood plain. SECTION 4: DEVELOPED CONDITIONS Table 1 identifies the disturbed areas within the project limits. The developed site will add 0.19 acres of new impervious surface, 0.17 acres of which will be pollution-generating impervious surface. Approximate total parcel areas are 3.79 acres; however, the project area encompasses only 0.69 total acres. The approximate total existing impervious area on the parcels, including gravel and asphalt surfaces, is 0.23 acres for a total percentage of existing impervious surfaces of 6.1% (see Figure 1 in Appendix C). The proposed condition will add 0.19 acres (see Figure 2 in Appendix C) of new impervious surface, resulting in a total percentage of impervious surfaces of 11.1% for the parcels. The western portion of the north parcel includes 0.12 acres of maintained grass lawn that is to be converted to a non-pollution-generating surface. Table 9: Proposed and Existing Area Summary I I' I I 4 i I i I SECTION 5: MINIMUM REQUIREMENTS Mason County requires all permitted new developments and redevelopments to comply with the Department of Ecology's Stormwater Management Manual for Western Washington 2005 (SMMWW 2005). Mason County Code and the SMMWW 2005 were utilized to determine the minimum requirements that the project will have to meet. See Figure B for applicable Minimum Requirements. Therefore Minimum Requirements #1 through #5 apply. Question #2 — Does the project add 5,000 square feet or more of new impervious surface OR convert 3/4 acres or more of native vegetation to lawn or landscaped areas OR convert 2.5 acres or more of native vegetation to pasture? • YES — the project adds more than 5,000 square feet of new impervious surface. Therefore Minimum Requirements #1 through #10 apply to new impervious surfaces and converted pervious surfaces. Question #3 — Is this a road-related project? • NO - The project is not a road-related project. Question #4 — Is the total of the new-plus-replaced impervious surfaces 5,000 square feet or more, AND does the value of the improvements, including interior improvements, exceed 50% of the assessed value (or replacement value) of the existing improvements? • YES —The total of the new-plus-replaced impervious surface is greater than the 5,000 square foot threshold, and the value of the improvements as described exceed 50% of the replacement value of the existing improvements. Therefore, Minimum Requirements #1 through #10 apply to the new and replaced impervious surfaces. MINIMUM REQUIREMENT# 1: PREPARATION OF STORMWATER SITE PLANS All projects meeting the thresholds in Section 2.4 shall prepare a Stormwater Site Plan for local government review. Stormwater Site Plans shall be prepared in accordance with Chapter 3 of this volume. (SMMWW 2005 page 2-15) This report will address the required stormwater site plan. Additional reports and information are attached as an appendix to this report. MINIMUM REQUIREMENT# 2: CONSTRUCTION STORMWA TER POLLUTION PREVENTION (SWPPP) All new development and redevelopment shall comply with Construction SWPP Plan Elements #1 through #12. (SMMWW 2005 page 2-15) The construction SWPP plan elements are all addressed in the CSWPPP, Appendix A, which is a stand-alone report that accompanies this report. 6 MINIMUM REQUIREMENT# 3: SOURCE CONTROL OF POLLUTION All known, available and reasonable source control BMPs shall be applied to all projects. Source control BMPs shall be selected, designed, and maintained according to this manual. (SMMWW 2005 page 2-24) The CSWPPP, (see Appendix A) provides source control BMPs for the construction phase of the project; there are no available and reasonable source control BMPs for this project upon completion of construction. Upon completion North Bay Access Site will not be performing tasks such as vehicle maintenance or storing any harmful chemicals on site which would require source control BMPs. MINIMUM REQUIREMENT#4: PRESERVATION OF NATURAL DRAINAGE SYSTEMS AND OUTFALLS Natural drainage patterns shall be maintained, and discharges from the project site shall occur at the natural location, to the maximum extent practicable. The manner by which runoff is discharged from the project site must not cause a significant adverse impact to downstream receiving waters and downgradient properties. All outfalls require energy dissipation. (SMMWW 2005 page 2-25) Natural drainage patterns and outfalls will be maintained to the maximum extent possible. The project site and surrounding area currently drains via sheet flow to the North Bay and this drainage condition will be maintained. MINIMUM REQUIREMENT# 5: ON-SITE STORMWA TER MANAGEMENT Projects shall employ On-site Stormwater Management BMPs to infiltrate, disperse, and retain stormwater runoff onsite to the maximum extent feasible without causing flooding or erosion impacts. Roof Downspout Control BMPs,functionally equivalent to those described in Chapter 3 of Volume III, and Dispersion and Soil Quality BMPs, functionally equivalent to those in Chapter 5 of Volume V, shall be required to reduce the hydrologic disruption of developed sites. (SMMWW 2005 page 2-26) Stormwater runoff will be retained onsite to the maximum extent feasible. Stormwater will be managed using a filter strip to increase infiltration. Roof downspouts will not be connected to the street drainage system; rather, flow from roof downspouts will be managed onsite. Natural vegetation will be preserved to the maximum extent feasible, and portions that have been converted to lawn will be restored to natural vegetation. MINIMUM REQUIREMENT# 6: RUNOFF TREATMENT The following require construction of stormwater treatment facilities (see Table 2.1): •Projects in which the total of effective,pollution-generating impervious surface (PGIS) is 5,000 square feet or more in a threshold discharge area of the project. (SMMWW 2005 page 2-27) 7 The project requires runoff treatment per minimum requirement#6. Using the process identified in Chapter 4 of Volume 1 and Table 2.1 of SMMWW 2005, a filter strip has been selected and designed. The design follows Chapter 9 of Volume 5 of SMMWW 2005 with the exception of the soil preparation for the new plantings. Rather the plantings shall be installed within the filter strip by auguring holes at the location of the plants. This method will be used to decrease potential erosion and sedimentation on the site and is implemented based upon conversations with the Department of Ecology and Mason County record of which is in Appendix F. See Appendix C for detailed stormwater calculations and filter strip sizing. MINIMUM REQUIREMENT# 7: FLOW CONTROL Projects must provide flow control to reduce the impacts of stormwater runoff from impervious surfaces and land cover conversions. The requirement below applies to projects that discharge stormwater directly or indirectly through a conveyance system, into afresh water- except for projects that discharge to a water in Appendix I-E- Flow Control-Exempt Receiving Waters. (SMMWW 2005 page 2-30) This project discharges directly to North Bay, which is part of the Puget Sound, which is a Flow Control-Exempt Receiving Water per Appendix I-E per SMMWW 2005. MINIMUM REQUIREMENT#8: WETLANDS PROTECTION Applicability: The requirements below apply only to projects whose stormwater discharges into a wetland, either directly or indirectly through a conveyance system. These requirements must be met in addition to meeting Minimum Requirement #6, Runoff Treatment. Thresholds the thresholds identified in Minimum Requirement #6—Runoff Treatment, and Minimum Requirement #7—Flow Control shall also be applied for discharges to wetlands. Standard Requirement Discharges to wetlands shall maintain the hydrologic conditions, hydrophytic vegetation, and substrate characteristics necessary to support existing and designated uses. The hydrologic analysis shall use the existing land cover condition to determine the existing hydrologic conditions unless directed otherwise by a regulatory agency with jurisdiction. A wetland can be considered for hydrologic modification and/or stormwater treatment in accordance with Guide Sheet 1B in Appendix I-D. (SMMWW 2005 page 2-36) Wetland protection does not apply to the proposed project. The existing site does contain a Category III wetland, but the proposed impervious surfaces will not discharge to a wetland. MINIMUM REQUIREMENT#9: BASIN/WATERSHED PLANNING Projects may be subject to equivalent or more stringent minimum requirements for erosion control, source control, treatment, and operation and maintenance, and alternative requirements for flow control and wetlands hydrologic control as identified in Basin/Watershed Plans. Basin/Watershed plans shall evaluate and include, as necessary, 8 retrofitting urban stormwater BMPs into existing development and/or redevelopment in order to achieve watershed-wide pollutant reduction and flow control goals that are consistent with requirements of the federal Clean Water Act. Standards developed from basin plans shall not modify any of the above minimum requirements until the basin plan is formally adopted and implemented by the local governments within the basin, and approved or concurred with by Ecology. (SMMWW 2005 page 2-37) The proposed project complies with the Mason County Shoreline Master Program (SMP). MINIMUM REQUIREMENT#10: OPERATION AND MAINTENANCE An operation and maintenance manual that is consistent with the provisions in Volume V of this manual shall be provided for all proposed stormwater facilities and BMPs, and the party (or parties) responsible for maintenance and operation shall be identified. At private facilities, a copy of the manual shall be retained onsite or within reasonable access to the site, and shall be transferred with the property to the new owner. For public facilities, a copy of the manual shall be retained in the appropriate department. A log of maintenance activity that indicates what actions were taken shall be kept and be available for inspection by the local government. (SMMWW 2005 page 2-39) See Appendix E for the operations manual for the filter strip. SECTION 6: EROSION AND SEDIMENT CONTROL To determine the appropriate level of Construction Stormwater Pollution Prevention Plan (CSWPPP), an assessment of the potential erosion impacts was performed. This assessment involved evaluating the site for risk factors to determine the appropriate risk category and ultimately the CSWPPP level. The following summarizes the risk factors considered: • There will be approximately 0.69 acres of land disturbing activities. • Excavation depth ranges from 0 to 6 feet and averages 1 to 2 feet. • The erosion hazard to the soils present is low. • The permeability of the soils present is believed to be average to high. • The site has not been investigated for soil properties. Boring logs from nearby wells show that the soil consists of wet brown sand for approximately the first 10 feet, with brown sandy clay below. Each of the 12 elements of Erosion and Sediment Control identified in Chapter 1 of Volume 2 of the SMMWW 2005 is discussed in detail in the attached CSWPPP, and all are shown for reference below (see Appendix A). Runoff from the existing gravel parking, vegetated slope, and paved area sheet flows west and enters the North Bay. Stormwater flow onsite includes offsite flow from the crown of SR 302 westward. The proposed project will alter the existing drainage condition in creating new impervious surface. This is to be mitigated through infiltration by means of a vegetated filter strip to be planted between the North Bay and the new portion of the parking lot. The vegetated area will provide more than 40 lineal feet of infiltration potential before discharge into the North Bay. Infiltration The existing site below the proposed and existing parking is all pervious areas that will likely provide for infiltration into existing soils. Existing soils consist of brown sand on top of sandy clay. Groundwater Levels No data has been recorded to determine the elevation of the seasonal high groundwater. A number of wells have been drilled in the area, and water has been found to be ranging from 40 feet to 120 feet deep. Outfalls There is no existing outfall pipe for storm drainage or drainage collection for the existing drainage basin. All runoff in the project site surface flows west toward the North Bay and either infiltrates or enters via dispersed surface flow. FEMA (Federal Emergency Management Agency) Flood Map The site is not within the 100-year flood plain. SECTION 8: PERMANENT STORMWATER CONTROL 8.1 Flow Control System 10 This project discharges directly to North Bay, which is part of the Puget Sound and is a Flow Control-Exempt Receiving Water per Appendix I-E per SMMWW 2005. 8.2 Water Quality System The existing project site contains 0.23 acres of PGIS. The proposed condition will contain 0.40 acres of PGIS for an increase in PGIS of 0.17 acres (see Table 1). The new plus replaced impervious surfaces totals to 0.20 acres these impervious surfaces will be mitigated with a vegetated filter strip designed to treat 0.28 acres of land; see Appendix C for details and calculations for the water quality system. SECTION 9: STORMWA TER POLLUTION PREVENTION PLAN Refer to the Construction Storm Water Pollution Prevention Plan (CSWPPP) and Temporary Erosion and Sedimentation Control (TESC) Plan Narrative dated January 11, 2013 in Appendix A (stand-alone report). SECTION 10: OTHER REPORTS Geotechnical Engineering Services Report — Critical Areas Report dated November 9 2012 (Appendix A . ( PP A) SECTION 11: OTHER PERMITS There are no other applicable permits for this project. SECTION 12: OPERATION AND MAINTENANCE MANUAL The Filter Strip shall be maintained per SMMWW 2005 standards; see Appendix E for operations and maintenance manual. This change would be a positive technique to reduce potential erosion and sedimentation on the site during the proposed construction work on the added parking area. This aspect should be included in the project description during review and the scope of work at once the project shoreline permit is approved.
