Purpose of excavation is to clear and grade 100'x150' area (15,000 sqft) for new pole
barn. We intend to cut into the existing slop and move approximately 3,000 CY
creating new landing for the new structure. The fill quantity will be existing soil on site
from the cut.

Yes, in general, there is a possibility of erosion. Due to the cut and fill of the slope. We
will minimize the impact per Mason County requirements.
g. About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)? 1%; The site will be accessible from a
gravel driveway. The building will be the only impervious area.

diesel during the clearing process. We do not know the quantities.

generally describe. SR-302 runs North to South at the West side of the property. Traffic
may have minimal impacts.

machines have tier 4 engines which produce less emissions that other motors.

are no known bodies of water on the property. The North Bay Inlet is on the other
West side of SR302. Project located on the East side.

Small Parcel Storm Water Site Plan
Robert and Cheryl Davis
Mason County Tax Parcel No. 12221-43-00040
Tax Parcel No. 12221-43-00040 is a 5+acre lot segmented by State Route 302 in Victor, Washington.
The lower,western portion of the property(100 x 200 feet) has a home on it built in 2015. This small
parcel storm water site plan is for the 5-acre eastern segment of the property.
The eastern part of the property in question is a long lot (100 x 2300+feet)we are looking to develop
the western most section (100 x 150 feet) for the construction of a pole barn. The lot is forested with
alder and a few small fir trees. Most of the vegetation is salal and huckleberry bushes.
There is very limited timber on the property due to it being logged in 1988 and the seedlings did not
take hold well. For this project,the footprint would not have the 5000 linear board feet of timber
requiring a forest practice permit. The goal of this project is to limit the clearing and movement of dirt
so that the pole barn is as non-obtrusive as possible.
The site rises from State Route 302 approximately 5 feet then gently rises to 15 feet over the first 50
linear feet. From this point the land flattens out. At the 125-foot area it begins to slowly rise again. Dirt
will be moved to flatten a 70' (Wide)x 80' (Deep) segment to put in the pole barn and parking area. The
driveway will have a flattened area close to State Route 302 as per requirements by WSDOT. The gravel
driveway will rise from State Route 302 to the flattened pole barn and parking area.
The driveway will be 80' long and 20'wide (1600 sq.ft.). The parking area will be 50' long and 20'wide
(1000 sq. ft.) in front of the pole barn. The pole barn will be 50' long and 40'deep(2000 sq. ft.) and the
floor will be made of concrete. The total proposed impervious surface is 4600 sq.ft..which falls within
the limits for Small Parcel Drainage Review.
All storm water flows will be either gathered by rain gutters on the pole barn to be discharged at a
gravel basin in the present mature foliage area away from the impervious soil or driven to the culvert at
the end of the driveway by way of a berm in the blacktop end cap required by WSDOT. A culvert pipe
under the driveway will connect to an existing culvert run off area at the north end of the property. Any
sheet flow on the driveway will have areas on the sides that will be used for dispersal and seeded and
mulched.
To prevent erosion and trap sediment within the project site,the following Best Management Practices
will be used approximately as shown on the Erosion and Sediment Control plan.
• Clearing limits will be marked by fencing or other means on the ground.
Driveway will be constructed and graveled immediately. Areas on the sides that will be used
for dispersal and seeded and mulched.
• Silt fencing will be placed at the lower edge of the clearing to stop any run off on the slope.
• Mulch will be placed on slopped areas that have been disturbed to minimize run off
• A blacktopped entrance will be constructed at the end of the driveway and provide a berm for
run off as per requirements from WSDOT as soon as possible.
• Upon completion of the pole barn gutters will be placed on the building and downspouts will
run to a dispersal area constructed in a mature vegetation area away from both the pole barn
and driveway.

Residence Project(SEP2017-00032) located at 4280 East SR 302 in Belfair as proposed by
Robert and Cheryl Davis. The Department of Ecology(Ecology)reviewed the environmental
checklist and has the following comment(s):

The following construction activities require coverage under the Construction Stormwater
General Permit:
1. Clearing, grading and/or excavation that results in the disturbance of one or more
acres and discharges stormwater to surface waters of the State; and
2. Clearing, grading and/or excavation on sites smaller than one acre that are part of a
larger common plan of development or sale, if the common plan of development or
sale will ultimately disturb one acre or more and discharge stormwater to surface
waters of the State.
a) This includes forest practices(including,but not limited to, class IV conversions)
that are part of a construction activity that will result in the disturbance of one or
more acres, and discharge to surface waters of the State; and
3. Any size construction activity discharging stormwater to waters of the State that
Ecology:
a) Determines to be a significant contributor of pollutants to waters of the State of
Washington.
b) Reasonably expects to cause a violation of any water quality standard.

If there are known soil/ground water contaminants present on-site, additional information
(including, but not limited to:temporary erosion and sediment control plans; stormwater
pollution prevention plan; list of known contaminants with concentrations and depths found;

contaminant(s))will be required to be submitted.
