Ryann Grady, Appellant, was not present at the hearing. IdaMae Jensen, Assessor's Representative, was present. The Appellant stated on the taxpayer's petition that the subject parcel has no utilities, is distant from such utilities, and has an extremely steep, barely usable access road. The Assessor testified that the subject parcel has already been reduced at 25% for poor access and steep slope and an additional 25% for no utilities. She further stated that there is an outbuilding on the property that is assessed at$2,500. Designated forest land and/or current use classifications may be applied for by the taxpayer for this property to possibly reduce the assessed value in the future. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $53,820 and improvements at$2,500 for a total of $56,320 for the subject parcel. Robert Curtis, Appellant, was not present at the hearing. Assessor Patti McLean was present. The Appellant stated that he believes the value should be $45,000 based on the range of various sales. He also states that no improvements have been made to the subject property. The Appellant provided three comparable sales, ranging in value from $30,000 to $60,000 dated from 2021 through 2023. The Assessor provided two comparable sales of similarly sized properties supporting the current value under appeal. Comparable#1 was sold in November 2021 and the assessed value as adjusted is $68,532. Comparable#2 was sold in March 2023 for$60,000 with no time adjustments. The value of the subject parcel falls below this range. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $53,395 and improvements at $0 for a total of $53,395 for the subject parcel.
