The subject property (Mason County parcel No. 122322100150) is located at 6501 E Grapeview Loop (Figure 1). The site is within Section 32 Township 22N, and Range 01 W, W.M. The purpose of this assessment and report is to document all wetlands, streams, and buffers that are on or within 300 feet of the subject property. Figure 1. Vicinity map a k r_ ® Parcel No. 122322100150 FEATURE SUMMARY A Peterman Consulting wetland specialist visited the assessment area on July 7th, 2021 to conduct an assessment to identify any wetlands or streams that are within 300 feet of the subject property(Figure 2). Peterman Consulting collected wetland delineation data and delineated three wetland features (WA, WB, and WC) on the subject property that contained all three wetland criteria defined in the U.S. Army Corps of Engineers' (USACE) Federal Wetland Delineation Manual (1987), and the USACE's Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys, and Coast Region (Version 2.0) (2010). The wetlands were rated according to Mason County Code (MCC) 8.52.110 and the Washington State Department of Ecology's (Ecology) Washington State Wetland Rating System for Western WA — 2014 Update (Hruby 2014). A wetland t delineation summary, field datasheets and wetland rating forms are presented in Appendices B, C and D, respectively. A summary of the wetlands is provided in Table 1. Table 1. Figure 2.Site map Parcel No. 122322100150 R JW BACKGROUND Existing Conditions The subject property is approximately 8.0 acres in size and is undeveloped. A mobile home trailer and a shed were observed near the center of the property. The north and south borders of the property abuts private properties with single family residences. The easter border of the subject property is abutting E Grapeview Loop Rd. The surrounding neighborhood is mostly residential housing. The topography of the subject property is 2 generally flat with a gentle slope towards a wetland (WA) situated on the west border of the property. Two other wetlands (WB and WC) were observed near the access road off of E Grapeview Loop Rd. The general vegetation on the property includes a mix of native and nonnative species. Some of the more predominant species observed included sword fern (polystichum munitum), salmonberry (Rubus spectabilis), Himalayan blackberry (Rubus armeniacus), Doug fir (Pseudotsuga menziesii) and red alder (Alnus rubra). Local Critical Areas Inventory A review of the Mason County WA GIS Web Map website was conducted to identify any known critical areas with the vicinity of the subject property (Web Map 2021). According to Web Map, there is a wetland on the subject property near the western property border that extends into the adjacent properties to the east (Appendix E). There is also a fish bearing stream associated with this wetland. The abutting property to the north also has a small wetland mapped. No additional critical areas are mapped within 300 feet. National Wetlands Inventory The U.S. Fish and Wildlife Service's National Wetlands Inventory(NWI)was queried to determine if previously-identified wetlands are present on or near the subject property (USFWS 2021). According to the NWI Interactive Online Mapper, there is a freshwater forested/shrub wetland on the subject property near the western property border that extends into the adjacent properties to the east (Appendix E). There is also a riverine wetland associated with the freshwater forested/shrub wetland. The abutting property to the north also has a small freshwater pond wetland mapped. No additional critical areas are mapped within 300 feet. Sensitive Wildlife and Plants The Washington Department of Fish and Wildlife's (WDFW) Priority Habitats and Species (PHS) database on-line mapper was queried to determine if state or federally listed fish or wildlife species occur on or near the subject property (WDFW 2021a). According to the PHS database, there is a freshwater forested/shrub wetland on the subject property near the western property border that extends into the adjacent properties to the east (Appendix E). The abutting property to the north also has a small freshwater pond wetland mapped. There is also a habitat area associated with the freshwater forested/shrub wetland that has documented occurrences for Residential Coastal Cutthroat Trout (Oncorhynchus clarki). No additional critical areas are mapped within 300 feet. Additionally, WDFW's SalmonScape on-line mapper was queried to determine if salmonids are known to use the subject property or surrounding area (WDFW 2021b). According to SalmonScape, there is a stream associated with the freshwater forested/shrub wetland that has presumed presence for Residential Coastal Cutthroat Trout(Oncorhynchus clarki). The Washington Department of Natural Resources' (WDNR) Natural Heritage Information System was queried to determine if the subject property occurs in a location reported to contain high quality natural heritage wetland occurrences or occurrences of 3 natural heritage features commonly associated with wetlands. According to WDNR data dated July 16, 2021, there are no records of rare plants or high quality native ecosystems occurring on or in the vicinity of the subject property. Forest Practice Rules The Washington Department of Natural Resources' (WDNR) Forest Practice Application Mapping Tool on-line mapper was queried to identify the water typing of any streams mapped by WDNR (WDNR 2021). According to WDNR, there is a wetland on the subject property near the western property border that extends into the adjacent properties to the east (Appendix E). There is also a fish bearing stream associated with this wetland. No other streams or aquatic features are mapped on or within 300 feet of the subject property. Soil Information According to the Natural Resources Conservation Service's (MRCS) Web Soil Survey (MRCS 2020), there are two distinct map units of soils within the subject property. One map unit is listed as being 85 percent Alderwood gravelly sandy loam and 15 percent minor components. Alderwood gravelly sandy loam is not designated as a hydric soil. The minor component soils that are designated as hydric soils include 3 percent of Shalcar and 2 percent of Norma soils. The other mapped unit is Mukilteo peat which is designated as a hydric soil (Appendix E). ANALYSIS PRECIPITATIONI SS During the site assessment, the Shelton National Weather Station (NWS Station 457584) recorded 0.00 inches of rainfall (NOAA 2021 a). In the 14 days preceding the site assessment, 0.00 inches of rainfall was recorded at the station(NOAA 2021 a). The total precipitation recorded at the Shelton station from July 1, 2020 through June 30, 2021 (65.01 inches) was approximately 96 percent of the normal rainfall (67.91 inches) that occurs during a typical water year (NOAA 2021b and NRCS 2021a). Table 4 below presents an analysis of the appropriate NRCS WETS table for the three months preceding the field investigation. Table 4. 'Dry equals a value of 1,normal equals a value of 2,wet equals a value of 3 4 Bins were established to evaluate the overall rainfall period during the field investigation; drier (sum in 6-9), normal (sum is 10-14), wet(sum is 15-18). A sum of 18 indicates that hydrologic conditions are wetter than normal. METHODS The assessment area was traversed and data were collected to confirm the wetland boundary. Wetland WA, WB, and WC were delineated according to the procedures described in the U.S. Army Corps of Engineers (USACE) Federal Wetland Delineation Manual (1987), and the Corps' Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys, and Coast Region (Version 2.0) (2010). Paired data plots and soil test pits were excavated to evaluate wetland and upland conditions. Guidance from the Corps' Regional Supplement was used to evaluate the data at each data point. Plants were determined to be more or less associated with wetlands based on their wetland indicator (FAC) status. The percent dominance for each plant strata was determined using the 50-20 Rule, which is the recommended method for selecting dominant species from a plant community in instances where quantitative data are available (USACE 2010). In utilizing this rule, dominants are the most abundant species that individually or collectively accounts for more than 50 percent of the total coverage of vegetation in the stratum plus any other species that, by itself accounts for at least 20 percent of the total. Additionally, the area within 300 ft of the parcel boundary was inspected either visually or through aerial photograph interpretation to determine if other critical areas are within the assessment area. Hydrophytic Vegetation The U.S. Fish and Wildlife Service (USFWS) and the NWI have established a rating system that has been applied to commonly occurring plant species on the basis of their frequency of occurrence in wetlands (Table 3). Species indicator status expresses the range in which plants may occur in wetlands and non-wetlands (uplands). Under this system, vegetation is considered hydrophytic when there is an indicator status of facultative (FAC), facultative wetland (FACW) or obligate wetland(OBL) (Table 3). The hydrophytic vegetation criterion for wetland determination is met when more than 50 percent of the dominant species in the plant community are FAC or wetter. The Corps' National Wetland Plant List (Lichvar 2016) was used to determine vegetation indicator status. Table 3. Not Listed 1 NL ;Not listed due to insufficient information to determine status Wetland Hydrology Evidence of permanent or periodic inundation (water marks, drift lines, drainage patterns), or soil saturation to the surface for 12 consecutive days or more during the growing season meets the hydrology criterion. Oxidized root channels in the top 12 inches and hydrogen sulfide are primary indicators and water-stained leaves and geomorphic position are secondary indicators of wetland hydrology. Hydric Soils Soils that are saturated, flooded, or ponded long enough during the growing season to develop anaerobic conditions in the upper soil horizons are considered hydric soils. Field indicators include histosols, the presence of a histic epipedon, a sulfidic odor, low soil chroma, and gleying. Soil conditions were compared to the Field Indicators of Hydric Soils detailed in the Corps' Regional Supplement. RESULTS The site assessment resulted in the delineation of three wetlands (WA, WB, and WC) that met all three wetland criteria defined by USACE's Regional Supplement (2010). Paired data plots were sampled to determine the location of the boundary between uplands and wetlands. A map of the wetland boundary flagging and location of soil pits can be found in Appendix A. Wetland WA Wetland WA is a Palustrine Forested/Scrub Shrub wetland that is approximately 245,000 square feet in size (Figure 3). The wetland is located near the western border of the subject property and extends offsite onto the neighboring properties. Vegetation The vegetation consisted of shrub species such as FAC designated salmonberry (Rubus s ectabilis and FACW hardhack S iraea dou lasii . The tree species were largely P ) ( P g ) p g Y dominated by FACW Pacific willow (Salix lasiandra). Hydrology Hydrologic support for Wetland WA is primarily provided by shallow groundwater. Wetland WA is situated overall in a slight depression where groundwater is closer to the surface then the surrounding landscape. Wetland hydrology indicators observed within Wetland WA included saturation at 8 inches below the surface. There is a permanently ponded area offsite to the north as well as an associated stream that flows through the wetland and ultimately drains to Puget Sound. Hydric Soils Soils observed within the wetland consisted of an upper layer(0-6 inches) of dark brown (10YR3/1) loam with subsoils (6-16 inches) consisting of a gray (10YR 511) loam clay with yellowish brown (10YR5/6) redox features at 15 percent. The soils meet the F3 6 indicator for a depleted matrix. Additionally, the smell of Hydrogen Sulfide was detected from the pit. Wetland WB Wetland WB is a Palustrine Forested wetland that is approximately 7,700 square feet in size and is situated in a depression near the access road in the northeast of the property. Vegetation There was no herbaceous layer in much of the wetland. The shrub layer vegetation consisted of FACW hardhack (Spiraea douglasii). The tree species were dominated by FACW pacific crab apple (Males fusca). Hydrology Hydrologic support for Wetland WB is primarily provided by surface water runoff from precipitation and shallow groundwater. Wetland WB is situated in a concave depression where groundwater is closer to the surface than the surrounding landscape. Wetland hydrology indicators observed within Wetland WB included lack of vegetation in a concave depression and soil cracking. It would be presumed that the wetland would demonstrate saturation at wetter times of the year based on the presence of hydrophytic vegetation and hydric soil indicators. Hydric Soils Soils observed within the wetland consisted of an upper layer (0-5 inches) of brown (10YR3/1) loam with subsoils (5-16 inches) consisting of a dark brownish gray (10YR 6/2) sand loam. Redox indicators consisting of yellowish brown (10YR5/6) concentrations were observed in the matrix at 20 percent. Wetland WC Wetland WC is a Palustrine Forested wetland that is approximately 8,300 square feet in size (Figure 3). The wetland is located near the eastern border of the subject property south of the access road and wetland WB. Vegetation The vegetation consisted of obligate herbaceous species like slough sedge (Carex obnupta) and shrub species dominated by FACW hardhack (Spiraea douglasii). The tree species were largely dominated by FACW Pacific willow(Salix lasiandra). Hydrology Hydrologic support for Wetland WC is mostly provided by surface water runoff and shallow groundwater. Wetland WC is situated overall in a slight depression where groundwater is closer to the surface then the surrounding landscape. Wetland hydrology indicators observed within Wetland WC included soil cracking and nearby ponding up to an inch. Hydric Soils Soils observed within the wetland consisted of an upper layer(0-3 inches) of dark brown (10YR3/1) loam with subsoils (3-16 inches) consisting of a gray (10YR 511) clay with yellowish brown (1 OYR5/6) redox features at 25 percent. The soils meet the F3 indicator for a depleted matrix. Figure 3.Wetland Map Wetland WA Wetland WB �sr l Wetland Parcel No. 122322100150 WC m Wetland * + � " Buffer Wetland Categorization To determine the categorization of the wetland within the assessment area based on function, the wetland classification guidelines in Ecology's wetland rating system (Hruby 2014) were used (MCC 8.52.110). Based on this guidance, the wetlands were given a score for each of three functions: Water Quality, Hydrology, and Habitat(Table 4). Table 4. It is considered a Category III wetland. Category III wetlands with a moderate level of function for habitat have a I I0-foot buffer. WB and WC provide moderate water quality functions, low hydrology functions, and moderate habitat functions, due to their geomorphic position within the landscape. As a result, both wetlands are classified as Category IV wetlands and are subject to a 40-foot buffer according to MCC 8.52.110. 8 Functions and Values Each wetland likely provides some level of water quality enhancement, hydrology, and habitat functions. These wetlands likely filter out sediments and toxins from shallow groundwater, preventing them from entering any nearby streams. Wetland WA differs from wetland WB and WC by providing more ideal habitat functions because of its situation within the landscape and accessibility to other habitat areas. However, even wetland WB and WC likely provide some foraging and refuge for small mammals as well as passerine foraging and refuge. DISCUSSION In summary,the site assessment performed on July 7th, 2021 resulted in the identification of three wetlands on the subject property and another wetland located entirely offsite but within 300 feet of the subject property (Appendix A). Wetland WA is classified as Category III and both wetlands WB and WC are Category IV. According to MCC 8.52.110, wetland WA is subject to a 110-foot buffer while wetlands WB and WC would each have a 40-Foot buffer. All critical area buffers include a 15-foot setback from the buffer boundary(Appendix A).
