Dear Applicant: Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Site Inspection 4/22/2008 Case No.: SP12007-00037 Comments: Pre-inspection for Vernon & Sharon Nelson on Feb. 27, 2007: The purpose of the pre-inspection was to review development standards for a parcel along Cronquist Rd. and Case Inlet. The parcel is mostly landscaped; has a driveway from the northwest to the existing main residence, cabin, and garage structures; and has a 5-foot high full length concrete bulkhead with pier-ramp-float on south side. Neighboring parcels to the north and south have home less than 50 to 60 feet from bulkhead near the tidelands. These findings state regulations in effect at the time of inspection, unless noted otherwise. The site is in the Rural Residential 5 zone. Standard building setbacks are a 25-foot front yard setback, and 20-foot side and rear yard lot line setbacks. These setbacks are measured from any structures or projections above grade, such as roof overhangs or gutters, balconies, stairs, decks, fuel tanks, storage buildings, or heat pumps. Existing building structure areas that do not meet these property line standards may be replaced as part of a proposed development. Resource Ordinance - Slope or Landslide hazards: With the proposed location that is less than 100 feet of a slope undercut by wave action (refer to Sec. 17.01.100.E.1.cat. c), a Geologic Assessment would be needed to address slope stability and the other requirements of the enclosed landslide hazard chapter 17.01.100 section E. 4. as required by the Mason County Resource Ordinance. The study must state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, must assure the project will cause no significant environmental impact, and a geotechnical report is not needed due to site conditions. The applicant shall have a qualified geologist or engineer visit the subject parcel and prepare a site analysis and Geologic Assessment specific to proposed site development, based upon the ordinance criteria, addressing clearing, grading in the area, building construction, and stormwater control. This assessment / analysis would be submitted and evaluated at the time of the building permit submittal. Resource Ordinance - Streams or Wetlands: Wetland or stream critical areas were not observed during the inspection. Resource Ordinance - Shoreline setbacks: The shoreline designation for the area is Urban Environment per the Mason County Shoreline Master Program and setbacks would be Pri 412912008fror­"'. The shoreline setback is determined by measuring the average distance from the saltwater ordinary high water mark (OHWM) of the roofline of adjacent neighboring residences to the north and south of the subject property, measuring the roof projection closest to the shoreline. Any portion of the new structure, including decks, balconies, and rooflines, must be behind this common line. Landward of this line for 15 feet toward the shoreline is an area that may be used for lawns, patios or landscaping (development at grade level). From that point toward the shoreline is considered to be a required vegetated buffer and is regulated by the Mason County Resource Ordinance Fish and Wildlife Habitat Conservation Areas Chapter. Within this chapter are those activities listed that can be done both with and without a Mason Environmental Permit. The applicant is seeking to replace the existing residence and deck, so staff determined whether the structure is conforming to these regulations. Two shore setbacks were estimated from the enclosed aerial photo: a) the roofline of this residence is 60 to 65 feet from the OHWM at the north end of the parcel; and b) the roofline of the cabin is 65 to 70 feet from the OHWM at the location of the pier-ramp-float structure. This setback for a new structure on the subject parcel is composed of at least 45 feet vegetation buffer along the shoreline (now mostly grass lawn) and a 15-foot building setback on the upland side of the vegetation buffer. The proposal is to replace the residence within its footprint without getting closer to the bulkhead. The dimensions of these existing structures (footprint / roof eave areas) were not measured at the site inspection; these dimensions shall be shown on the submitted site plans for the building permits for proposed structures. You should note in the enclosed aerial photo with parcel lines and parcel numbers that the residences in this area of Case Inlet vary in alignment to property lines. A setback determination may change if the adjacent property owners to the north or south submit applications and are granted permits for new or replacement residences established at proper shoreline setbacks. The order of submitted building permits can also affect the setbacks for your proposed development(s). General process: Future site development must include a site plan, showing all setbacks from property lines, existing structures, and other improvements; this information will be needed for building permit application submittal.
