This decision is based on our finding that:
The hearing was held on Thursday, July 30, 2024.
Hoang &Rosa Nguyen, Appellants, were present at the hearing. IdaMae Jensen, Assessor's
Representative, and Assessor Patti McLean were present.
The Appellants stated on their petition that there are no services to the property and no road access. They
also stated that this property is next to their septic drain field and therefore not buildable.
The Assessor agreed that this property is unbuildable and therefore recommended that it be reduced to a
recreational lot (50% decrement) for 2024 in the amount of$31,170.
Therefore, the Board overrules the assessed value and sets the value for the land at $31,170 and
improvements at $0 for a total of$31,170 for the subject parcel.

Hoang &Rosa Nguyen, Appellants, were present at the hearing. IdaMae Jensen, Assessor's
Representative, and Assessor Patti McLean were present.
The Appellants stated on their petition that there are no services to the property and no road access. This
undeveloped lot includes three parcels (lots 20, 21, and 22). The septic drain field for their homesite
property is located in the middle of these parcels. Due to the setbacks none of these parcels can be built
upon.
The Assessor recommended that these three lots be combined into one lot of.54 acres. The Assessor agreed
that this property is unbuildable due to the septic drain field and therefore recommended that it be reduced
to a recreational lot(50% decrement) for 2024 in the amount of$61,350.
Therefore, the Board overrules the assessed value and sets the value for the land at $61,350 and
improvements at $0 for a total of$61,350 for the subject parcel.

Hoang &Rosa Nguyen, Appellants, were present at the hearing. IdaMae Jensen, Assessor's
Representative, and Assessor Patti McLean were present.
The Appellants disagreed with the waterfront footage that the Assessor stated was 157ft. The documents
that they provided showed the waterfront acreage should be 13Oft.
The Assessor stated that the actual value of the property is $1,038,460 due to a corrected notice of value.
The Assessor agreed that a correction was justified using the 130ft waterfront acreage, resulting in a land
value correction.
Therefore, the Board overrules the assessed value and sets the value for the land at $198,295 and
improvements remain unchanged at $823,215 for a total of$1,021,510 for the subject parcel.

Thomas & Shawna Shearer, Appellants, were not present at the hearing. IdaMae Jensen, Assessor's
Representative, and Assessor Patti McLean were present.
The Appellants stated on their petition that they believed the land is valued much too high and they do not
have a view. They compared the subject parcel's value to the parcel across the street at 300 NE Timberline
Drive.
The Assessor presented an assessment roll correction with a recommended reduced value of$1,605,645,
which was not signed by the Shearers. The Assessor testified that the view amenity was removed, and an
added obsolescence was added to the home value, according to area non-waterfront home sales.
The Board found a preponderance of evidence that the original assessed value was in error.
Therefore, the Board overrules the assessed value and sets the value for the land at $173,795 and
improvements at $1,431,850 for a total of$1,605,645 for the subject parcel.
