The grading permit was initially issued on 5/15/03. On 11/12/03, a revision to relocate an existing storm retention pond from the east side of the highway to the project parcel was received. I spoke with you by phone on January 21 , 2005, and at that time you stated that Hal Parks had been inspecting the project and that you would submit reports prior to the expiration date of 7/21/05. 1 have not received any reports for this project and the permit is expired. We also discussed that the revision was never approved and additional information for submittal would be required. On April 15, 2005, 1 spoke with you about the revised plans that were received on March 17, 2005 and faxed a copy of Mason County Public Works review comments dated April 7, 2005 stating more information was noted as being necessary to complete and approve the revised plans. That information was provided and the most recent comments by Mason County Public Works, dated May 6, 2005 are attached showing two additional items needed to close the permit along with the engineered inspection reports As noted, "until the legal aspects of the proposal (stormwater easements and O & M Covenants) are satisfied, the proposed property permitting and development should not be allowed to proceed." This should be addressed immediately as any work that may have occurred which is inconsistent with the approved plans issued on 5/15/03 could be subject to enforcement action. I would encourage you to make contact with Alan Tahja of Mason County Public Works to resolve the easement and O & M Covenants issues at your earliest convenience. Alan will be leaving County employment effective August 31, 2005 and I would like to see this matter resolved prior to that if possible. SUBJ: SSP & Grading Review Comments NAME: Krueger(a,Belfair Laundromat GRD2003-00002 Tami, A drainage report(dated 3/8/05) and concrete block gravity retaining wall calculations have been received by Public Works for the Krueger commercial property identified as Mason County Tax Parcel No. 12332-50-00008. The gravity retaining wall calculations appear to be appropriate and acceptable. I've done my own stormwater runoff simulation, which closely matches the project engineer's results. My analysis indicates that the 6 month storm, and the 2 year 24 hour event storms are both completely infiltrated, assuming the engineer's claimed percolation rate is realized. My calculations indicate that during a 100 year storm event,the peak discharge will be 2.904 cfs compared to the engineer's rate of 2.957 cfs. When I split this discharge rate between the wide crested weir and infiltration through the pond bottom, it indicated that 0.3746 cfs was being infiltrated through the pond bottom, and that 2.5295 cfs was being discharged over the weir. My analysis also indicates that the pre-developed discharge rate is about 1.40 cfs for the combined basins. The project engineer has made an unsubstantiated claim that becatRe the receiving wetland for the runoff from this property drains to Lynch Cove, that"no runoff ug_ antitX controls are necessary for the project development." I do not feel this should be accepted as justification for relieving the engineer from analyzing the potential impact to the receiving wetland that the project's elevated stormwater runoff delivery rates might produce. A second troubling issue is the infiltration rate claimed for the subject property, and the design of the pond floor with only 1' of separation provided between the pond floor to the underlying seasonal water table. The engineer has identified the site soils as being mainly gravelly sandy loams, but he has used a"sand"texture class with no modifiers for modeling purposes. The table the engineer used as a reference for claiming his infiltration rate lists Loamy Sands as having an infiltration rate of 2.41 inches per hour, and the same table lists Sandy Loams as having an infiltration rate of 1.02 inches per hour. Having only a 1' vadose zone means that once this 1' File: H:\WP\Stratwtr\Reviews\Krueger-W-Sr3-2.doc zone is filled with water,the only direction the groundwater will be able to flow in will be horizontally through a much smaller area than the pond floor. To summarize,the ecology block wall designs appear to be acceptable, but I am of the opinion that the stormwater pond will fall short of meeting the design expectations, that the engineer should revisit the issues I've raised, and that the project should not be allowed to proceed until satisfactory answers to these issues have been received and found acceptable to the County. The new drainage report addresses the issues raised in my review dated April 7 h,2005,and at this time I feel the proposed stormwater management features may be considered adequate,but another issue has come to my attention that still needs to be completed. In my review responses of earlier drainage plans prepared for the"Old Laundrymat Site",an Operation and Maintenance(O&M)Covenant was requested to be prepared,recorded,and a copy of the recorded covenant delivered to Public Works for monitoring and administration. A search of my records finds a view easement(Mason County Auditor's File No. 1730408)that was created and recorded, but no recorded O&M Covenant for any stormwater features can be found.An unrecorded O&M Covenant (unsigned and un-recorded)was found in my files along with an un-recorded Storm Drainage Easement. The Storm Drainage Easement includes a clause that reserves to the underlying owners the right to relocate or reconfigure the infiltration system(s)which the drainage plan currently under review accomplishes. Since the stormwater retention pond being reviewed replaces the retention pond already in use, it seems like an appropriate time to complete the establishment of an easement and operation and maintenance documents to replace the ones which don't appear to have ever been created or recorded. To summarize,the ecology block wall designs appear to be acceptable, and the proposed"Drainage Report"appears adequate,but an easement needs to be created which establishes the County's right to a portion of the stormwater retention pond's capacity,and an Operation and Maintenance Covenant needs to be created to perpetuate the agreed on maintenance obligation(s).Until the legal aspects of the proposal (stormwater easements and O&M Covenants)are satisfied,the proposed property permitting and development should not be allowed to proceed. Work Order: PLG-03 SUBJ: Stormwater Plan Review NAME: Krueger k Belfair-Old Laundromat GRD2003-00002 Rick, In February of this year, grading for the Krueger West SR-3 Commercial Parcel in Belfair was reviewed, and stormwater management was conceptually reviewed. The current designs submitted for consideration appear to represent a probable final level of development. The original Drainage Report(Preliminary No.3 stamped 3/30/98) reviewed for the plat was consulted,and the claimed runoff from the original Basin#5 was verified. An attempt to locate the soil log location referred to in the current submittal was unsuccessful. The soil log holes may all have been on the original plat parcel, so there exists a possibility that a soil log of the subject property does not exist. Infiltration rates used in arriving at the claimed retention volumes used a vertical separation between the bottom of the infiltration pond and the underlying restrictive layer (water table or hardpan) of 10 feet. In the pond's original location, 10' may have been available, but the new pond location is several feet lower than the original pond, and it appears that ten feet below the proposed pond is close to the water table elevation that can be expected in the area of the wetland immediately west of the proposed pond. In my February IDC, I indicated that additional stormwater review would be needed when plans for delivering offsite stormwater runoff to the property became more formal. With project planning progressing toward serving offsite properties' stormwater requirements, it seems appropriate to request that the stormwater design assumptions and analysis be requested. With the development of the Hood Canal Heights Roads and plat properties spanning several years, the information pertaining to the current proposed property development is becoming very fragmented. A complete Stormwater Site Plan for this proposal should be requested of the applicant. Referring to history files and other projects makes it difficult to analyze the proposed stormwater control facilities, and will make it difficult in the future to verify that the stormwater retention pond is performing as predicted. An Operation and Maintenance (O&M) Covenant will be required to be created, signed by the facility's owner, recorded with the County Auditor's office, and a copy delivered to Public Works for monitoring and administration. The grading plan sheet with temporary E&S features appears acceptable, and I would estimate the grading volume to be between 500 and 1000 cubic yards 9f material. The more highly developed plan for the site raises a couple issues. They do not appear to be of great significance, but should be addressed in the final design. (1) The catch basin(s) in each of the three proposed parking areas should be equipped with emergency spill control oil water separators. (2) A safety curb or barrier will be needed between the back upper and lower parking areas (separated by the 6' high rock wall).
