1.0 PROJE(T DESCAIPTION
F*Ie details of a Habitat Management Plan for the completed installation of an access road N,-i thin
a type F stream buffer arc addressed in this report. 'Me property is located off ol' East State
Route '02. Rellair, Mason County. ashing I - 'K _,Ion. The property is found in Section 16 of
To,wnship 2' North, Range I West (Sec Figure 1. Site VicinitN Map). The parcel occupies 4.9
avers and has r"-ently boen logged under a Department of Natural Resources Forest Practice
Permit.
The type F stream runs from northeast to southwest through the property. Type F streams in
Mason County require a butTeT of I 50-feet with an additional 15-foot building setback; this
buffer occupies the only portion of the property that would have been suitable for the completed
access road. The road has been constructed 15-feet from the stream at the nearest point. This is
the farthest distance from the stream that is feasible given the steep topography adjacent to SR
302. Mitigation has been wmplcted in the form to reforestation of the- property. which vans
necessary to satisf},the DNR permit requirements.
The objectives of this IIM.P art as follows:
• To evaluate the potential adverse effects to critical area functions as well as fish and 'Aildlile
habitat resulting from the completed project.. I'mphasis is placed on the possible loss of
habitat'for any limed species found to be residing in the vicinity of the parcel.
• To vefifv that the completed mitigation measure-, we sufficient to restore and maintain the
remaining portion of the 150' buffer.
2.0 PROPERTNDESCRIPTION
The p=el is located to the east side of State Route 30-1 in Belfair, is bordered to the north by a
residential parcel and to the south and cast by a larger forested ownerships. 'Fhe completed road
accesses an elevated flat portion of the property outside the stream buffer. The tx-pe F stream
originates to the northeast of the property and meanders through a forested ravine xvithin the
central portion of the site. According to \%,*AC 16.222.01331. the stream contains fishbcaring
habitat bemuse the average Aidth of the channel is greater than '-feet. and the suvarn is ltx;ated
along a gradient of less than 16 percent. The strearn is also mapped as a fishbearing stream b..\
the DN. R Water Resources Map(See Figure 5. 'A'A DNR Water Resource Map). 1111C Stream is a
tributary to Case Inlet.

2.01 Review of Existina Information
Preliminary, information was gathered on the project site prior to the field review. General
information sources included: 1974 United States Fish and Wildlife Senice (I''SlAVS) National
Wetland Inventory (NWI) maps (See Figure 3. NWI Map), the Soil Surve), (W Mason (7ounty
,-I rea. 14"ashirkizion (USDA, 195 1) (See Figure 4. Mason County Soil Sun,ey Map). and Mason
County*s critical areas regulations.
3.0 APPLICABLE SETBACKS
The parcel is within the jurisdiction of Mason County. Ordinance 17.01.010 identifies Fish and
Wildlife lial-,,itat Conser\ation Areas adopted by Masan Count.

4.0 DESCRIPTION OF HABITAT AND SPECIES
4.1 Puget.Sound Chinook (Oncorkywchus tshastytsha)-Threatened
Listed as threatened since March 24, 1999 adult Puget Sound Chiwiok spawn in several rivers
and streams flowing into Puget Sound- Suitable habitat is not present within this stream due to
the limited site and lack of sufficient flow during the spawning rwHcxl. Therefore.no impacts to
Pugo Sound Chinook or associated habitat are likely. \o impacts to aquatic habitat arc cxpccted
to have occurred with the completed project-
4.2 DitH Trout(Salvdinus nwhwa)- Threatened
Bull trout typicalIN inhabit very cold. clear headwater strvarns at high elevations that are
supported by snowmelt. For spawning and early rearing, bull trout require loose. clear graNcl.
relatively free of fine sediments,
No bull trout have bc-n documented within the type F stream. No impacts to bull trout are
expected to have resulted fwm this project.
44 Puget Sound Stet1head (Oneorhyxrkus nU*iss)-Threatened
listed as Threatened -since May _2007, Puget Sound Stealhead spaw-n in several streams
throughout Puget Sound. Spawning usualIN occurs in moderate to steep gradient sections of
streams, usually in heads of riffles or the tails of pools. where hydraulic conditions -are conducive
to intragruvel flow. Side channels and the anterior portions of islands are also used. Spawn
timing forsurnmer steel head runs typically ranges from mid May through October while winter
run sicelhead are present from December through May. Adequate cover from predation, water

temperature, and spawning gravel are important factors for instrearn habitat, while little is
currently known about specific marine habitat requirements.
The Type F -.strewn does support suitable steelhead habitat. The completed mitigation is intended
to protect water qualit-% and maintain the riparian corridor, thus protecting the overall health of
the stream and wildlife utilization of the site. The completed project will not adverscl,, impact the

type F stream. \o impacts it) Puget Sound Steelhead are likely to have resulted from thi,,project.
4.4 Marbled Murrelet JBrackyrunrAius nwrmoratus}-Threatened
Iviarbled Murrelets are typically associated with coastal habitats and nest in old-growth forests.
MurreleLs mav flv as far as 50 miles inland to nest, however the average distance is roughly 5-
miles from nest to sea. It is only during the summer breeding months that they are commonly
found inland. During non-nesting seasons the live at sea. Murrelets require tall mossy tress in
coniferous old growth forests with cavities on thick branches where they can construct a cup new
20-40 meters above the forest tl(x)r.
Murreletts have been documented laying eggs on rocky ground habitats oniv when a sufficient
fares i is unavailable. 'Fhere are no documented nesting site-, surrounding the pr(>gect site. No
potential nesting trees are the pr(�ject area. This project will have no adverse impact on
Marbled Murrelet given there are no documented nesting sites or nesting trees in the vicinity of
the protect area.
4.6 Northern Spotted Owl(Shix orridenta&courina)- Threatened
Spotted owls require a large amount of land for their nesting and hunting grounds. pairs may
occupy up to -58 sq. krn. They are territorial and do not migrate. but they may shift their ranges
slightly in response to seasonal changes
Suitable spotted owl habitat includes trees relativek lark: In diameter. multi-la\ered forest
canopy with a moderate to high canopy closure in overstory. midstory.and understory, large.tall,
live trees with cavities, broom tops. mistletoe. or platforms of branches capable of holding
accumulated organic matter suitable for use as a nest. Dead standing trees and fallen decayed-
trces supportinU abundant populations, of prey species are critical to spotted owl populations.
Currently there are no spotted owl nesting sites documented in proximity to the project site.
As spotted owls are currently not present. and the projevi does not require further removal of any
forested components, no impact-, to spotted owl or their habitat are expected to have resulted
from the proposed prX1jCCL Completed mitigation is expectcd it) maintain vegetative abundance
and diversity within the stream, buffer, which could eventually he utilized by Northern -S',Ix-)tted

5.0 ANALYSIS OF EFFECTS
The project entailed constructing the toad within the swceam buffer IS f,.N-1 from the stream at the
near" point. This is the only suitable location given the size and topogra,Phy constraints of the

prorily, The remaining stream corridor within the property consists of a 58 foot foresed %trip
on each side ol'the stream. With the exception of the road location the entire 150 foot buffer has
been replanted with Douglas fir.
5.1
.1 Designated Critical Habitat for Salmouids
According to NNOAA Fisheries Northwest Region Critical Habitat Designations for West Coast
Salmon and Steelhead in Washington - August 2005, De-i SaIrn ni, genated Critical Habitat for o ds
is not within the vicinity of the parcel. `i herelbre. none of the completed actions are likely to
have destroyed or adversely modified designated critical habitat. Actions described in this plan
are not expected io jeopardize the continued existence of any listed species.
5.3 Noise Pollution
A slight increase in noise from construction activities likely occurred during construction hours.
-Io nesting sites are located %ithin the radii of concern that would have been imp,acted bN noise
associated with the establishment of the road.
5.4 Temporary Increase in Se4liment and Turbidim-during Construction
The props sA�,d rkork had the potential to iemporard, Increase turbidity and suspended sediment
within the project area. [lest Management Practices were implemented to minimize the adverse
effects to sediment supply and I UrbiditV during construction of the road.
5.5 Light and Clare
The project did not result in an increase in light Luid glare.

6.0 BUFFER ENHANCEMENT
This project entails reducing the required 15(v-f(x)t stream buffer to accommodate the proposed
construction. The eXisting home and all debris associated with the structure Aill he removed and
taken off site. Following the building removal. a 250-foot long. I 0-fwt wide. strip of the stream
buffer currently occupied by laAm area will be planted with native tves and shrubs. This area
will be identified as the Restoration Zone. The stream buffer will then he monitored for presence
of invasive species,and the success or failure of the new vegetation-
6.1 Planting
In addition to the adrrad,, planted trees, it is recommended that native shrubs tk- installed to
provide a div ce, multi-laver vegetative community within the portion of the 150 stream buffer
that is outside of the road location. The restoration of a moderately dense forest and shrub
community within this portion of the streani buffet will improve %kildlife utilization and riparian
function of the site.
The follwAing is a list of suggested species to be used for replanting within the buffer. The
species have been chosen based on their presence xvithin surrounding undisturbed forested areas,
tolerance to moist conditions—and ligh
t requirements, It is recommended that rx)ttt�d plants be
used as opposed to bare root sevdlings, Comments associated with each species from the
Species Selection Guide from the Sound Native Plants website

6.2 Native Phwting Guidelines

A minimum of five shrub species from the above list are recommended.

This density will provide a moderately dense, structurally diverse plant cotritnunity within the
buffer. It is recommended that installation be done as clusters of three shrubs, on approximate
I 0-foot centers.
Any volunteer or existing native vegetation can be counted towards target densities. To fulfill the
abt;ve mentioned planting density recommendation.
Typically. planting should occur during winter dormancy. The optimum time for planting is
during February and March. however, the need to complete the prqject in a timely manner may
call for planting to occur outside optimum time periods. No machinery earthwork %ill be
necessary to implement this portion Of Lhe mitigation: planting holes for specified vegetation
installation will be hand dug. No additlomil clearing or grading should he necessary for site
enhancement. All installed vegetation shall he marked with colored flagging to facifitalc
monitoring inspections, The monitoring program is outlined in Section 7.0 to insure prqjoci
efrecti-,elless.
6.3 Best Management Practices
Given the location cif the stream and existing topography RecommendedlicestManagement
Practices for any future development or construction on this property are as follows:
• Perform any aexcavation and site preparation work during dry weather.
• Install silt fencing between the work area and the strewn to prevent erosion and siltation of
waters(See diagram below).
• Minimize amount oferodiblc soils at any given time to the maximum cx-tent feasible.
• Check all equipment daily I-Or leak.s. Refueling and lubrication of equipment should Occur off
site. Co not store any fuel. lubricants.chemicals.or hazardous substances outside overnight
within the project area.
• Do not apply any chemicals wben there is a possibility of rain.
• Compiv with all permits and requirements of governing authority.

7.0 MONITORING
Monitoring of the site will begin the first fall following planting and maintained on a seasonal

This report addresses the completed access driveway within a type F wram buffer.. The existing
rwd is located I$-feet from the: stream at the nearest point. The stream meets criteria for a Typr
F stream requiring a 150-foot buffer with additional l 5-ftx)t building setback. This buffer l
been replanted with overstorN species while a plan has been established to restore a diverse
understory. This will maintain the function and value of the MC'RO required 1 0-fc of stream
buffer while maintaining the necessary access road.
