RE: Stop Work

Dear Mr. DeKoeyer,
On 7-30-92, this office investigated a violation of Mason
County Regulation. This investigation resulted in a Stop Work
Order being placed on 2 structures (Park Model' s) .
Park Model units are required by the Mason County Building
Department to have the appropriate permits prior to placement
within Mason County boundaries . The units that were posted have no
valid placement permits. It will be necessary for you to obtain
these permits. Also of concern, is an addition that was added to
one of the units without being permitted.
The Dept. of Labor and Industries, Factory Assembled
Structures division was notified of this violation and requested to
perform a site investigation. Results of that investigation have
not yet been received by this department.
Enclosed are the permit applications. It will be necessary
for you to submit one permit for each unit. The unit that has the
addition will need to have included with it two sets of structural
drawings for that addition. These drawings must include foundation
detail, cross sectional information, floor plan and WSEC compliance
method form. Both permits will be required to have included the
following information: approved septic system records, water
adequacy compliance form, address or address request form.
Please submit the application and required information prior
to November 16, 1992 .
The failure to stop work, the resuming of work without
permission from the Building Official, or the removal, mutilation,
destruction or concealment of the Stop Work Notice is punishable by
fine and imprisonment.

RE: Placement of park models. Mobile Home and Recreational Vehicle Parks,
Ordinance No. 118-91. PN# 322325092001. Orre Nobles Road, Union.
Dear Mr. DeKoeyer:
The Mason County Department of Community Development has recently received your building
permit for review: The building permits are for the placement of two additional park models
to the above noted parcel. The plan shows that there are currently mobile home/park models
on this parcel, bringing the subtotal of the mobile home/park models up to five.
Section 1.01.030 of the Mobile Home and RV Parks Ordinance states, " A. The
requirements of this ordinance shall apply to any tract of land developed under the
ownership or management of any person, firm or corporation for the purpose of locating
two or more mobile homes or RV's. This includes establishing new parks or expanding
existing parks. Mobile home and RV parks shall be separate parks, needing separate
permits."
The current development is in violation of the above mentioned ordinance. To sustain the
current development as well as future development of the site you will need a Mobile Home
Park Permit. I have enclosed a copy of the Ordinance. Please read it carefully and become
familiar with its provisions. In the Ordinance you will find a list of the information that must
accompany the Mobile Home Park Permit Application. As part of the review process the
proposal will be heard before the Planning Commission. The fee for the processing of the
permit is $350.00, plus $10.00 per lot created, which would equate to an $50.00 or $70.00
depending whether or not you have the capability and intend to place two more PMs or mobiles
on the site in addition to what is existing. A SEPA or Environmental Checklist is also required,
at $100.00. Since this is considered an After-the-Fact Mobile Home Park Permit, pursuant
Section 1.10.030 of the Mason County Department of Community Development Fee Ordinance
the proposal is subject to triple the normal fee. Said section states, " All After-the Fact permit
application, when allowed, shall be charged triple the original amount. Allowance to pursue an
After-the Fact permit shall be determined by the Director of Community Development based on
applicable County rules and regulations." A total amount of $1500.00 to 1570.00 must be
submitted with a complete application.

RE. Continuing Violation of Uniform Building Code

As you are aware, our office investigated a complaint of an illegal addition without the proper
permits on property which is owned by you and as a result, an after the fact permit was applied
for in an effort to bring the site into compliance.
The permit has been ready since May 16, 1995. The violation fill has been referred back to me
for further action since it was never issued and therefore the violation has not been resolved.
Mason County Ordinance 138-92 states that for each separate day or any portion thereof during
which any violation of the code occurs or continues shall be deeded to constitute a separate
offense. Certainly, it would not benefit Mason County to pursue this matter at this point in time
since the violation is so close to being resolved without giving you a reasonable amount of time
to comply. Compliance has been attempted by applying for the after the fact permit however,
until the permit is actually issued, the violation status remains.
Please make the necessary arrangements to secure this permit prior to June 2, 1995.

fact permits administered by the Mason County Department of Community Development.
