The foundation and slab is currently in place.A site visit was conducted by Envirotech on April 17,2024. The minimum distance from the concrete foundation/slab was about 6.5 feet from the top of fill slope.The slope grade of the fill was generally inclined at 2:1. Some of the surface soils of the fill were measured to be loose. However, Envirotech measured the foundation supporting soils beneath the surface soils to be dense to very dense. We conclude that the fill slope is stable with relation to foundation support. All exposed soils should be permanently stabilized with vegetation in order to prevent surface erosion. The purpose of the site reconnaissance was to investigate the compaction and side slopes and foundation subgrade within a fill pad already constructed on site to support a new shop with a footprint approximately 30' x 40'. It is our understanding that the original slightly sloping native ground was filled in to level the area where the shop is located. The fill varies in height from little to no fill where it meets the existing grade up to as much as 10 to 12 feet at the southeast corner. The southeast corner coincides with where there was a natural dip locally in the topography making it higher then the rest of the fill pad area. The more typical maximum fill height elsewhere in the fill pad is in the range of approximately 6 to 8 feet. At the time of the site visit the fill pad had already been placed to final height, and the forms and rebar were in place for constructing the shop foundation and slab. The fill material generally consists of moist, light brown, well-graded sand with gravel (SW). While on site we did not observe any signs of groundwater or any drainage concerns that would compromise the stability of the fill pad and side slopes. The top of the fill to the east of the structure contains approximately 6 feet of level ground before transitioning to a side slope, with as little as 4 feet from the top of slope at the nearest point. The top of slope to the south of the structure is as close as 6 feet from the footprint(near the SE corner) and widens to approximately 20 moving west toward the existing parking area. As part of the site investigation, we probed the entire subgrade at evenly spaced intervals using a Humboldt Manufacturing model H-4188 12 inch 2 4 3 4 - M A S 160 E Shady Valley Lane , Allyn WA 98524 inspection probe by putting the entire upper body weight onto the probe and measuring the depth of penetration. The level bench area between the edge of the structure and the top of fill pad side slope was found to be firm and unyielding at all locations. GEOTECHNICAL RECOMMENDATIONS Foundation Subgrade Based on our observations and the results from the probe inspection, the fill has been placed and compacted in a manner resulting in firm conditions throughout the fill pad. The foundation and slab subgrade is suitable to support the typical loading from a single story shop structure. Due to the wetter fall months coming in the near future, we recommend placing concrete as soon as possible to reduce the potential for softening of the subgrade and pooling of water within the foundation area. Slope Stability The side slopes of the embankment fill pad are currently greater than a 2H:1 V, and are approaching 1 H:1 V in many locations. On a long term basis, the slopes will be stable at a slope angle of 2HA V and additional fill will need to be placed on the outside to flatten the current slopes. However, given the lack of indications of existing slope instability and erosion during this dry time of the year, in our opinion the fill pad is stable at this time and we recommend proceeding with construction of the shop foundations and slab, provided that temporary erosion control measures are implemented as recommended below. Prior to November 1, 2023 when the wet season begins, we recommend that all side slopes be flattened with new fill to 2H:1V on the outside to ensure a long term stable slope configuration. Since the sloped portion of a fill is the most critical for achieving proper compaction, we recommend that Mud Bay Geotechnical Services, LLC be retained to ensure that the fill is placed and compacted properly for long term stability. The fill should consist of a well-graded material (USCS soil classifications SW and GW) placed and compacted in 6-inch lifts toercent of the maximum dry density of the material. The soil material used for the current fill pad is a considered to be a suitable material. Prior to construction of the fill, we recommend lab testing a sample of the material to determine the maximum dry density and optimum moisture content to consider when verifying the condition of the placement and compaction during construction. 2 1 P a g e 2434 - MAS : 160 E Shady Valley Lane , Allyn WA 98524 Temporary Erosion Control Vegetation should be maintained where it currently exists on slopes where disturbance is not necessary as part of construction. The fill side slopes and other disturbed slope areas should receive jute placement as a temporary erosion protection measure. and be hydroseeded to help reduce erosion potential. The jute should be anchored into the fill slope using 9-inch landscaping staples at a 16-inch spacing. Permanent Erosion Control After the final fill wedge is placed, permanent erosion control measures should be implemented using a combination of grass or mulch in combination with erosion resistant plantings. If mulch is used, we recommend that a permanent plastic mesh netting be placed atop the mulch. The netting can be anchored into the hillside using 8-inch landscaping staples placed at a 18-inch spacing. In addition to the netting atop the mulch, straw wattles should be installed horizontally across the slope face. The addition of straw wattles will work to slow the surface velocity of any water sheeting along the slope while simultaneously providing an additional erosion control measure and further mitigating the erosion of the permanent ground cover. The straw wattles should be a minimum 8-inch diameter secured with 24-inch wooden stakes installed at a maximum 2- foot spacing. The ends of the straw wattles should overlap each other by a minimum of 12- inches and be securely tied together. The performance of the straw wattles should be checked periodically and any sloughed sediment on the upslope side of the wattle should be removed when accumulation reaches half of the height of the wattle. To ensure long-term erosion protection, vegetation should be planted along the slope face. The slope should be planted with a mixture of deep-rooting, native Pacific northwest vegetation at an appropriate spacing based on the specific growth requirements of the plants. A good approximation for shrubs is in the range of 5-to 10-foot spacing, and 4-foot spacing for groundcover vegetation. The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance with the international codes as amended and adopted by Mason County.
