Thank you for the opportunity to comment on the mitigated determination of non-significance for the
proposed timber removal, located off State Route 3,turn west onto Sheerwood Creek Road, as proposed
by Rylan Broughton. We reviewed the environmental checklist and have the following comments:
Water Quality:
The owner of a construction site which disturbs five acres or more of total land area, and which has or
will have a discharge of storm water to a surface water or to a storm sewer,must apply for coverage under
Ecology's Baseline General Permit for Storm Water Discharges Associated Construction Activities.
Owners of sites where less than five acres of total land area will be disturbed must also apply if the
construction activity is part of a larger contiguous plan of development or sale in which more than five
acres will eventually be disturbed. Discharge of storm water from such sites without a permit is a
violation of federal and state law and you will be subject to enforcement action by the Department of
Ecology or through third party lawsuits.
A storm water permit application form,referred to as a Notice of Intent, can be obtained by calling
Ecology's Stormwater Request Line(360)407-7156 or Linda Matlock at(360)407-6437. Applicants are
encouraged to submit completed forms and publish public notice more than 38 days prior to the planned
start of construction to avoid delays to the project.
Erosion control measures must be in place prior to any clearing, grading, or construction. These control
measures must be effective to prevent soil from being carried into surface water by stormwater runoff.
Sand, silt, and soil will damage aquatic habitat and are considered pollutants.
SEPA:
Ecology appreciates the County and the applicant addressing the total proposal(timber harvest and future
development)in a single environmental document. This helps everyone(the applicant,public and
permitters) identify potential impacts, any necessary mitigation, and permit requirements.

Description of Proposal:
Rylan Broughton: Class IV G FPA: DISCUSSION -- The site to be logged is approx. 15 acres and contains three tax
parcels and two logging units. Lot 1 will eventually be a home site and the lot will be cleared of about 40% of timber.
Lots 2 & 3 will become pasture and cleared of about 95% of timber. The site its self is mostly flat, although it sits on a
topographic table with a steep drop off to the south (between 35 and 90%). Activity on or near these slopes will
require a geo-technical assessment/report (see conditions). A new access road is to be created which cuts across,
and up, slopes in the 30-39% range. There is also a ravine that begins on Lot 2 and carries a Type V seasonal
stream. The applicant would like to do some selective cutting and place a driveway within the 75-foot buffer of this
stream. This action will require a Mason Environmental Permit and a Habitat Management Plan. The Habitat
Management Plan should also address the wetland and/or Lakeland Village stormwater feature at the north end of Lot
2 (above the Type V stream).

CONDITIONS OF THIS DFTFRMINATION
1) A Stormwater Site Plan (SSP) shall be created and implemented prior to logging or development of any
portion of this conversion. Contact Mason County Engineer(Alan Tahja) with any questions The Engineer will
charge a fee of$36.50 per hour to review such plans.

2) Portions of this harvest, including a new access road, will occur on or within 300 feet of slopes 15% or greater.
Any work done within 300 feet of slopes in the range of 15 to 40% will require a Geo-Technical Assessment;
work done within 300 feet of slopes greater than 40% require a Geo-Technical Report. Both types of slopes
can be found on or near the site. Per Mason County Ordinance 17.01.100.

3) This parcel is crossed by a Type V seasonal stream. Per Mason County Ordinance 17.01.110 (Table 3), there
is a 75 foot buffer on all sides of this stream. Any cutting or road construction within this buffer will require a
Mason Environmental Permit (MEP) and a Habitat Management Plan (HMP). The MEP is described in
17.010.120 I. - K., the HMP is described in 17.01.110.G.1.i (roads) and 17. 01.110.G.2.e (logging).
