Trish and Jeromy,
I am providing the following responses to the comments provided.
1.The occupancy is an E rather than an A-3.
Response: Agreed the proposed occupancy and related codes analysis has been updated.
2.This is a change in occupancy from a B to an E.Therefore Chapter 10 of the IEBC applies.
Response:Agreed,the code analysis of the existing building for exiting and accessibility have been
revised. Requirements for egress hardware are indicated on Sheet A2.00 door schedule.
3.Chapter 10 of the IEBC dictates that compliance to accessibility be addressed. Please show details
in accordance with the section 1012 of the IEBC.
Response: Floor plan has been revise indicated direct ADA compliant exiting directly to the exterior.
EMA has field verified that the existing water closets and lavatories meet current ADA height and reach
requirements. The 2-existing drinking fountain require a change in that handles to meet ADA,the
height and depth for a forward approach meets current ADA criteria.
4. Provide details for the exit sign locations.
Response: Existing (field verified)and new exit signs are indicated on sheet A0.02.
5.The Plumbing counts must be addressed as an E occupancy.The update will require two water fountains.
\ One may be a bottle filling station, a min of one must be ADA compliant.
Response: Please refer to the response to item 3.
\ 6. Update the occupant load in accordance with an E occupancy.
Response: Occupant load has been updated.Please see sheet A0.02.
\� 7. Provide details on all new or replace lighting per the WSEC Section C503.6.
Response: Due to budget constraints, it is the intent to keep all existing lighting in place.

8. Fire separation.The separation between and E and S-1 Needs to be a 2
hour fire wall assembly.If sprinklered it would require a 1-hour fire wall assembly. Provide clarity and detail.

as required by 2015 IBC Table 508.4.
Fire Marshal Comments:
9.All exit doors must swing in the direction of travel to exit(outwards) if calculated occupant load is over 49.
Response: Please see sheet A2.00.All exit doors swing in the path of egress.
10. Post illuminated exit signs on all exits.
Response: Existing (field verified) and new exit signs are indicated on sheet A0.02.
\ 11. Provide emergency lighting per IFC 1006
Response: Existing emergency exit lighting has been field verified and shown on sheet A0.02.
12.Fire extinguishers (minimum rating of 2A:10BC) shall be mounted not more than 5' above the
ground. Travel distance cannot exceed 75'.
Response: Locations of existing fire extinguishers have field verified and located on sheet A0.02.
13.Fire access provided as required Mason County Title 14 (Attached). Fire lanes required to be painted red
with white letters "FIRE LANE NO PARKING". This shall be approved by the Mason County Fire Marshal prior
to final.
Response: See sheet A1.00 for proposed fire lane striping.If additional striping is required, it shall be
provided prior to final.
14. All electrical must be L&I approved and be approved prior to final inspection.
Response:Agreed.
15. Fire Alarm System NFPA 72 shall be installed. If current system is installed provide annual fire alarm test
records.
Response: EMA has requested copies of the annual fire alarm tests.They will be provided once
received.Any required alterations needed to the existing fire alarm system will be a deferred
submittal.
16. Knox box key access provided to local Fire District. Contact Chief Mike Patti at 360-275-2889 x 502 for
ordering information.
Response:We have included a note for the knox box on sheet A0.02.
17. MSDS sheets to be posted in notebook for use/review.
Response; MSDS sheet for materials used in construction will maintained at the building upon
completion of the project.
18. Fire exit access must be provided to the exterior of each room hosing an occupant load over 49.
Additionally, if rooms containing children do not exit into a rated corridor then exit access must be provided
directly to the exterior of the building from each room containing children.

Response: See sheet A0.02,A1.00 and A2.00 for direct exterior exiting and accessible routing for all
activity spaces to be used by children.
19. A fire wall must meet the rating separating the Storage facility from the Educational Facility per IBC 508.4.
Response: Please see sheets A0.02 and A2.00 for the location and assembly of the two-hour separation
as required by 2015 IBC Table 508.4.
20. Kitchen hood system may be required at time of approval. Separate permit required for Hood
Suppression System.
Response: The future kitchen is not part of this project and will permitted separately.
21. Locking hardware on doors must be single action with exception of main entrance for store fronts.
Response:Agreed.
22. Posted signs above doors "THIS DOOR TO REMAIN UNLOCKED WHILE THE BUILDING IS OCCUPIED".

BEFORE A PERMIT CAN BE ISSUED: The registered Design Professional in responsible charge shall fill out the Agreement
and include the name and address of the company or inspector. Two (2) copies of this form are to be submitted to the
County prior to the issuance of a building permit. If changes are made as to who will perform the special inspections a new
form shall be submitted and turned into the Building Permits&Inspections Division for approval.
STATEMENT OF SPECIAL INSPECTIONS: In addition to this Agreement, a "Statement of Special Inspections" shall be
provided per IBC 1704.3. This Statement shall be made as part of the approved plans, and be placed in a conspicuous
location,such as the first page of the construction plans or the first page of the structural sheets.
SPECIAL INSPECTORS: All special inspectors shall be approved by the Building Division prior to performing any duties. The
special inspector shall provide proof of certification as a special inspector for each inspection item and be licensed by the
State of Washington.
SPECIAL INSPECTION REPORTS: Special inspection reports are to meet the requirements of IBC 1704.2.4. Copies of each
report are to be sent to the address listed in the letterhead noting the Project Address and Permit Number. A final report
shall be submitted stating that all special inspection and structural testing items were completed and are in conformance
with the approved design drawings and specifications. Items not in conformance, unresolved items,or any discrepancies in
inspection coverage (i.e. missing inspections, periodic inspections when continuous was required, etc.) shall be specifically

PROJECT NARRATIVE:
This is a Two-Way Private Radio Alarm System Communicator, manufactured by AES Intellinet,
utilizing a network owned by Guardian Security for the purpose of fire alarm monitoring.
FUNCTION:
Activation of an alarm, supervisory (if applicable), or trouble condition from the main fire alarm
control panel shall cause the following actions:
A. Transmit activated condition to the Central Station.
B. Initiate specific condition response, per protocols.
These actions are a one-time action, until the fire alarm control panel initiates a separate
additional condition.
SUPERVISION:
The system is electrically supervised. Trouble conditions shall illicit a trouble condition,
sounding a distinct audible signal and an English display of the specific trouble on the main fire
alarm control panel, or via local piezo alarm, including but not limited to: a single open or
ground in a supervised circuit, shorted signal circuit, antenna or signal loss, low or shorted
battery or loss of AC power.
These signals will continue until the trouble is corrected.
SECONDARY POWER SUPPLY:
The system includes a supervised, automatically recharged sealed battery to provide 24 hours
of standby and 5 minutes of alarm during a primary power outage, per NFPA.
GUARANTEE:
The AES System will be warranted for a period of one year (minimum, dependent on contract
requirements) from the date of installation being completed and the system being successfully
tested by all authorities having jurisdiction. At the end of the guarantee period, we will offer to
the customer either extended warranty contracts or provide on-going non-recurring service
calls as needed. It is the customers' responsibility to ensure system maintenance and required
testing is performed.

SYSTEM DEFINITIONS:
AHJ: Authority Having Jurisdiction: An organization, office, or individual
responsible for enforcing the requirements of a code or standard, or for
approving equipment, materials, an installation or procedure. (NFPA72—
3.2.2)
GSS: Guardian Security Systems
RAT: Radio Alarm Transmitter (NFPA72 —26.6.3.3.2.1)
RARSR: Radio Alarm Repeater Station Receiver (NFPA72—26.6.3.3.2.1)
RASSR: Radio Alarm Supervising Station Receiver (NFPA72 —26.6.3.3.2.1)
Supervising Station: (aka Central Station) A facility that receives signals from protected
premises fire alarm systems and at which personnel are in attendance at
all times to respond to these signals. (NFPA72 —3.3.194)
System Unit: The active subassemblies at the supervising station used for signal
receiving, processing, display, or recording of status change signals: a
failure of one of these assemblies causes the loss of a number of alarm
signals by that unit. (NFPA72 —3.3.201)

NFPA72 (2013ed) 26.6.3.3.2 COMPLIANCE:
26.6.3.3.2.1—Independent Receivers
The requirements of 26.6.3.3.2(a-c)for a radio alarm repeater station receiver(RARSR)shall be satisfied
if the signals from each radio alarm transmitter(RAT)are received and supervised, in accordance with
Chapter 26, by at least two independently powered, independently operating, and separately located
RARSRs or radio alarm supervising station receivers(RASSRs), or by one of each.At least two separate
paths shall be provided from a RAT to the ultimate RASAR.
26.6.3.3.2.1—GSS Satisfaction: Guardian utilizes RARSR's in the Bellingham office, located at 1501
Kentucky St, Bellingham, WA. Guardian Security is not required to provide staffing (per 8.5.3.5) because
the following criteria is met:
• There are 2 RASAR units; both in secure locations within a UL listed area of the building.
• The RARSR's are powered from different power supplies within the building.
• The RARSR's both have independent antennas permanently affixed to the roof.
• The RARSR's are independently operating, and each have a unique subscriber ID.
• The RASAR to RARSR connection is via fixed IP link.
• Back up dedicated phone lines should the IP link fail
• Supervision at Central Station (1743 15t Ave S, Seattle,WA)for communication failure,via
proprietary UL listed (as part of AES listing)software.
26.6.3.3.2.2— Maximum Operating Time
The end-to-end operating time parameters allowed for a two-way alarm system shall be as follows:

26.6.3.3.2.2—GSS Satisfaction: As part of UL listing on the RAT's,these criteria are met through the
manufacturer.
26.6.3.3.2.3—Supervision:
Equipment shall be provided at the supervising station for the supervisory and control functions of the
supervision or subsidiary station for the repeater station radio transmitting and receiving equipment.
This shall be accomplished via a supervised circuit where the radio equipment is remotely located from
the system unit.
26.6.3.3.2.3—GSS Satisfaction:As part of the UL listing of both the manufacturer, and Guardian
Security's Central Station,this requirement has been tested and is in compliance.This compliance covers
26.6.3.3.2.3 A-D.

26.6.3.3.2.4—Transmission Channels:
26.6.3.3.2.4(a)
The two-way RF transmission channel shall originate with a RAT at the protected premises and shall
terminate at the RF receiving system of an RARSR or RASSR capable of receiving transmissions from such
transmitting devices.
26.6.3.3.2.4(a)—GSS Satisfaction:This is accomplished within the proprietary software of the
manufacturer. RAT's for the network GSS owns are only programmed to communicate with GSS owned
RARSR, RASSR or other RAT's.These units ignore or do not acknowledge other RARSR, RASSR, RAT's of
networks not by GSS.
26.6.3.3.2.4—Transmission Channels:

A receiving network transmission channel shall terminate at an RARSR at one end and with either
another RARSR or an RASSR at the other end.

Operation of receiving network transmission channels shall conform to the requirements of this code
whether channels are private facilities, such as microwave, or leased facilities furnished by a
communications utility company.
26.6.3.3.2.4(c)—GSS Satisfaction:This requirement is met through UL testing of Guardian Security's
Central Station.

if private signal transmission facilities are used, the equipment necessary to transmit signals shall also
comply with the requirements for duplicate equipment or replacement of critical components as
described in 26.6.4.2

Central Station. In addition,Guardian employs locally trained technicians, and has inventoried spare
critical components on site.
26.6.3.3.2.4—Transmission Channels:

The system shall provide information that indicates the quality of the received signal for each RARSR
supervising each RAT in accordance with 26.6.3.3.2 and shall provide information at the supervising
station when such signal quality falls below the minimum signal quality levels set forth in 26.6.3.3.2
26.6.3.3.2.4(e)—GSS Satisfaction:As set forth in UL Listed proprietary software by the manufacturer,
RARSR's are supervised for quality. If the RARSR's fall below UL approved levels (via proprietary
software),Central Station is notified via the proprietary software.
26.6.3.3.2.4 —Transmission Channels:

Each RAT shall be installed in such a manner so as to provide a signal quality over at least two
independent two-way RF transmission channels, of the minimum quality level specified, that satisfies the
performance requirements in 26.6.2.4 and 26.6.4.
26.6.3.3.2.4(f)—GSS Satisfaction:The requirements of referenced code 26.6.2.4 and 26.6.4are met via:
• Units demonstrate FCC compliance labeling
• All units in Seattle and Bellingham are installed to NFPA70 compliance.
• All antennas in Seattle and Bellingham utilize single point grounding for protection of the
possibility of damage by lightning or static discharging.
• The requirements of referenced code 26.6.4 are met through UL testing of Guardian Security's
Central Station.

26.6.3.3.2.4 —Transmission Channels:

26.6.3.3.2.4(f)—GSS Satisfaction(Con't): The requirements of 26.6.3.3.2.4(f) additionally are met via
pre-testing of RAT's are the future protected premises by GSS technicians to determine suitable
locations of RAT and its respective antenna. GSS technicians before and after installation, as well as
acceptance testing shall verify compliance by communicating with central station and obtaining the
proper information. It should be noted that proprietary information is utilized to demonstrate
compliance. Proprietary information is acceptable per manufacturers UL compliance.
26.6.3.3.2.5—System Categories:
Two-way radio alarm systems shall be divided into two categories on the basis of the following number
of RASSRs present in the system. (1)A Type 6 System shall have one RASSR and at least two RARSRs. (2)A
Type 7 system shall have more than one RASSR and at least two RARSRs. (3) In a type 7 system, when
more than one RARASR is out of service and, as a result, any RATS are no longer being supervised, the
affected supervising station shall be notified. (4)In a Type 6 system, when any RARSR is out of service, a
trouble signal shall be annunciated at the supervising station.
26.6.3.3.2.5—GSS Satisfaction: Guardian Security network is a Type 7 system.As such,the compliance
of line item (3) notification is automatic, as part of the proprietary software of the manufacturer.
Furthermore, procedures are initiated to troubleshoot and rectify any unexpected outages.

26.6.3.3.2.6(a)—GSS Satisfaction: Compliance shall be checked prior to installation.As with other
reporting formats(IE DACR Hunt Groups), Guardian Security Systems maintains own compliance. At
request of AHJ, Guardian Security Systems can provide documentation of compliance.

If the signal receiving, processing, display and recording equipment is duplicated at the supervising
station and a switchover is able to be accomplished in not more than 30 seconds with no loss of signals
during this period, the capacity of a system unit shall be permitted to be unlimited.
26.6.3.3.2.6(b)—GSS Satisfaction: Guardian Security's Central Station operates with redundant systems,
primary and back up functions that record and allow for processing of all signals in real time or queued.
Should a failure of any system unit (any subassembly), the redundant unit switchover can be
accomplished in less than 30 seconds, where any queued signals are recorded and/or acknowledged.
