INTRODUCTION: Gerald and Wendy Boles are proposing to construct a single family residence on a 4.89 acre lot located at 150 E Stretch Island Road N in Grapeview. Approximately 2,300 sf of building and 2,400 sf of driveway are proposed on the property, along with associated well and septic drainfield. Permits required include forest practice permit,building permit and permit for the well and septic drainfield. Other permits may be required. The site is situated in the Northeast Quarter of Section 8, Township 21 North, Range 1 West, Willamette Meridian, Mason County, Washington. The tax parcel number of the parcel is 12108-75-00080. Adjacent residences include a single family residence with outbuilding to the northeast, and two residences with outbuildings to the east. No residence is to the immediate north or south and the residences to the northeast and east are 250 - 350 feet away. No adverse impact is expected to any adjacent residences. The USDA Soil Conservation Service (SCS) classifies the site's native soils as Harstine gravelly ashy sandy loam, 6%-30% slopes on the upland, and Lystair sandy loam with a small amount of Bellingham silt loam in the lower areas of the lot. The Harstine soils are considered moderately well drained, and are classified as a hydrologic Group C, the Lystair is considered well drained and is classified hydrologic group B, and the Bellingham is classified as hydrologic Group D per the 2005 Stormwater manual for Western Washington. Soil classification C is used for analysis, since the disturbed areas of the site are in the Harstine areas. The soil logs in the slope assessment performed by N. L. Olson and Associates in August, 2016 confirm that the soils nearest to the area where development is proposed (soil logs 1 and 2) show brown loose to medium dense silty sand with gravel, similar to what would be expected with Harstine soils, and the sieve analysis of the soil sample taken from test pit 1 shows approximately 19% fines. The depth to consolidated glacial till (hardpan) is low, only 2-3 feet below grade. Permeability for this soil is moderate to the hardpan, and very slow though the hardpan. Erodibility for these soils would be moderate and settleablity moderate to low for the silts. The site, in the pre-developed condition is currently forest in the area of improvements, with brush in the middle and eastern portions of the site. Slopes tend to be 10%-20% toward west on the east portion of the site, with the center low area sloped gently to the south. A wetland has been identified on the site and is delineated on site maps. Please see wetland report by Wetland Corps dated April, 2016 for more information. The disturbed area is proposed to be at least 200 If from the wetland. No other known critical areas are on or near the site. II. PROPOSED STORMWATER IMPROVEMENTS: The proposed improvements are less than 5000 sf of impervious area on the site, and total cleared area(which is to be a combination of grass and pasture)is approximately 3/4 of an acre, thus minimum requirements 1-5 apply. Stormwater improvements include rooftop and driveway conveyance of stormwater to a dispersion trench to disperse runoff away from the septic drainfield, and to allow stormwater to flow though native vegetation. Runoff will flow over pasture and forest for approximately 300 feet prior to entering the existing wetland area. 150 E.Stretch Island Rd N.-Boles Residence Storm Drainage Analysis Page 2 of 14 III. UPSTREAM ANALYSIS: Due to on-site topography, minimal upstream runoff affects the area of improvements. Small areas of upstream and runoff from Stretch Island Road N may affect the site, but most of the runoff will discharge to the south or east, around the area of improvements. IV. DOWNSTREAM ANALYSIS: Runoff from the improved portions of the site will sheet flow to the east through forested land to the low area on site designated as a wetland. Runoff will then flow southwest for approximately 8001f through a gently sloped forestedibrushed swale. Runoff will then cross though a culvert under E Eckert Rd and discharges into the ditch system for E Eckert and E Stretch Island Rd S. Runoff from the ditch system crosses though a culvert under E Stretch Island Rd S After approximately 100 If, thence discharges to a brushed/forested gently sloped swale which discharges to a fresh-water pond, thence to Case Inlet, Puget Sound approximately 1000 if after crossing E Stretch Island Rd S. V. EROSION AND SEDIMENTATION CONSTRUCTION IMPACTS MITIGATION: The potential erosion and sedimentation impacts during the construction of this project include transporting and depositing sediments off the site. During the required earthwork a portion of the site will be disturbed. The vegetative cover will be removed and the soil exposed. Efforts to mitigate these potential impacts may include the construction of silt fences and a stabilized entrance to keep sediment off the adjacent properties and roadways. A. CONSTRUCTION SEQUENCE AND PROCEDURE The Contractor will be responsible for implementing the following erosion control and stormwater management control measures. The Contractor may designate these tasks to certain subcontractors as he sees fit, but the ultimate responsibility for implementing these controls and ensuring their proper functioning remains with the general contractor. The order of activities will be as follows (refer to Site Plan Sheet for details): l. Construct Temporary Construction Entrance. 2. Install perimeter silt fences in the locations shown on the T.E.S.C. plan. 3. Begin clearing and grubbing operations. 4. Commence site grading. 5. Disturbed areas of the site where construction activity has ceased for more than 2 days in the wet season and 7 days in the dry season shall be temporarily seeded and watered or covered with straw or plastic. 7. Install protective silt fences or sediment barriers at the ends of all exposed storm pipes. 8. Finalize subgrade preparation. 9. Install base material as required 10. Carry out final grading and seeding and planting 11. Remove temporary diversion during sediment pond permanent berm construction 12. Remove silt fencingonly after placement of all ravel i y p g s complete and exposed surfaces are stabilized. 13. Remove sediment from conveyance system as necessary, including conveyance ditches. B. SOIL STABALIZATION AND SEDIMENT TRAPPING Soil stabilization and sediment trapping procedures for this site include: 1. Silt fences shall be installed and maintained as per T.E.S.C. Notes and Details for Silt Fences on the plan sheet. 2. Permanent seeding and planting of all un-paved or landscaped areas using the hydromulching grass seeding technique. The paved access adjacent to the site entrance will be inspected daily and swept as necessary to remove any excess mud, dirt, or rock tracked from the site. The job site superintendent will be responsible for seeing that these procedures are followed. C. PERMANENT EROSION CONTROL AND SITE RESTORATION All ditches, swales, and exposed soils are to be covered with grass. The contractor shall ensure all grass has taken root and is healthy before project completion. The maximum slope allowed on the site at the completion of final grading is to be 2:1. 150 E.Stretch Island Rd N.-Boles Residence Storm Drainage Analysis Page 4 of 14 D. INSPECTION SEQUENCE OF TESC The following inspection and maintenance practices will be used to maintain erosion and sediment controls. 1. All control measures will be inspected at least every 7 days and within 24 hours after any storm event greater than 0.5 inches of rain per 24 hour period. 2. All measures will be maintained in good working order, if repairs are found to be necessary, they will be initiated within 24 hours of report. 3. Built up sediment will be removed from silt fence when it has reached one-third the height of the fence. 4. Silt fences will be inspected for output of sediment, tears, etc., to see if the fabric is securely attached to the fence posts, and to see that the fence posts are securely in the ground. 5. Temporary and permanent seeding will be inspected for bare spots, washouts, and healthy growth. 6. The job site superintendent will be responsible for selecting and training the individuals who will be responsible for these inspections. 7. Personnel selected for the inspection and maintenance responsibilities will receive training from the job site superintendent. They will be trained in all the inspection and maintenance practices necessary for keeping the erosion and sediment controls that are used onsite in good working order. E. CONTROL OF POLLUTANTS OTHER THAN SEDIMENTS 1. Waste Disposal All waste materials will be collected and stored in a securely lidded metal dumpster rented from a local waste management company which must be a solid waste management company licensed to do business in the State of Washington and Mason County. The dumpster will comply with all local and state solid waste management regulations. All trash and construction debris from the site will be deposited in the dumpster. The dumpster will be emptied a minimum of once per week or more often if necessary, and the trash will be hauled to a landfill approved by Washington State and Mason County. No construction waste materials will be buried on site. All personnel will be instructed regarding the correct procedures for waste disposal. Notices stating these practices will be posted in the job site construction office 150 E.Stretch Island Rd N.-Boles Residence Storm Drainage Analysis Page 5 of 14 trailer, and the job site superintendent will be responsible for seeing that these procedures are followed. 2. Sanitary Waste All sanitary waste will be collected from the portable units a minimum of once per week by a licensed portable facility provider in complete compliance with local and state regulations. 3. Hazardous Substances and Hazardous Waste a. All hazardous waste materials will be disposed in the manner specified by local, state, and/or federal regulations and by the manufacturer of such products. The job site superintendent, who will also be responsible for seeing that these practices are followed, will instruct site personnel in these practices. Material Safety Data Sheets (MSDS's) for each substance with hazardous properties that is used on the job site will be obtained and used for the proper management of potential wastes that may result from these products. An MSDS will be posted in the immediate area where such product is stored and/or used and another copy of each MSDS will be maintained at the job site construction trailer office. Each employee who must handle a substance with hazardous properties will be instructed on the use of MSDS sheets and the specific information in the applicable MSDS for the product he/she is using, particularly regarding spill control techniques. b. The contractor will train all personnel in the proper cleanup and handling of spilled materials. No spilled hazardous materials or hazardous wastes will be allowed to come in contact with stormwater discharges. If such contact occurs, the stormwater discharge will be contained on site until appropriate measures in compliance with state and federal regulations are taken to dispose of such contaminated stormwater. It shall be the responsibility of the job site superintendent to train all personnel in the proper cleanup and handling of spilled materials. C. Any spills of hazardous materials that are in quantities in excess of Reportable Quantities as defined by EPA regulations shall be immediately reported to the EPA National Response Center 1-800-424-8802. d. In order to minimize the potential for a spill of hazardous materials to come into contact with stormwater,the following steps will be implemented: 1) All materials with hazardous properties(such as pesticides, petroleum products, fertilizers, detergents, construction chemicals, acids, paints, paint solvents, cleaning solvents, additives for soil stabilization, concrete 150 E.Stretch Island Rd N.-Boles Residence Storm Drainage Analysis Page 6 of 14 curing compounds and additives,etc.) will be stored in a secure location, under cover, when not in use. 2) The minimum practical quantity of all such materials will be kept on the job site. 3) A spill control and containment kit(containing, for example, an absorbent such as kitty litter or sawdust, acid neutralizing power, brooms, dust pans, mops, rags, gloves, goggles, plastic and metal trash containers, etc.)will be provided at the storage site. 4) All of the product in a container will be used before the container is disposed of. All such containers will be triple-rinsed with water prior to disposal. The rinse water used in these containers will be disposed of in a manner in compliance with state and federal regulations and will not be allowed to mix with stormwater discharges. 5) All products will be stored in and used from the original container with the original product label. 6) All products will be used in strict compliance with instructions on the product label. 7) The disposal of excess or used products will be in strict compliance with instructions on the product label. 4. Contaminated Soils a. Any contaminated soils (resulting from spills of materials with hazardous properties)that may result from construction activities will be contained and cleaned up immediately in accordance with applicable state and federal regulations. b. The job site superintendent will be responsible for seeing that these procedures are followed. F. UTILITIES Underground Utilities are to be constructed using the following procedures: 1. The construction of underground utilities shall be limited, where feasible, to no more than 500 feet of open trench at any one time. 2. Where consistent with safety and space considerations, excavated material shall be placed on the uphill side of the trench. 150 E.Stretch Island Rd N.-Boles Residence Storm Drainage Analysis Page 7 of 14 3. Dewatering devices shall discharge to an appropriate sediment trap or pond, preceded by adequate energy dissipation,prior to runoff leaving the site. If a sediment trap is not used on the site, discharge shall be upstream of a properly installed silt fence. Storm Water Pollution Prevention Narrative Per 2005 Stormwater Manual for Western Washington Vol. 2 Section 3.3.1, the following Stormwater Pollution Prevention Plan narrative is provided below: Section 1: Elements 1-12 of the Construction Stormwater Pollution Prevention minimum requirements: Element 1. Preservation of Vegetation/Marking of Clearing Limits: The site, storm, and TESC plans of the civil plan set clearly delineates proposed clearing limits, and which areas are to be converted to lawn or pasture. Thinning operations only (no stump removal or grubbing) is to be allowed outside clearing limits. Element 2. Construction Access: Proposed access will have quarry spalls during construction to make a stabilized construction entrance. Element 3. Controlling Flow Rates: Area tributary to the site is minimal. Thus the proposed silt fence will also provide flow rate control. Element 4. Installing Sediment Controls: Sediment controls include the installation of silt fence located between disturbed areas and the edge of the disturbed area. Flow is to remain dispersed, and is not to be concentrated. Element 5. Stabilizing Soils: Instruction for grading and stabilization of soils is provided on sheets C3.0 and C3.1 of the civil plan set. Element 6. Protecting Slopes: Slopes are protected by limited disturbance. Covering of slopes will provide temporary erosion control, landscape and mulching will provide permanent erosion control. Stabilizing Channels and Outlets: No existing outlets or channels are on site. Rooftop downspout discharge is to be dispersed using splash blocks. Element 9. Controlling Pollutants: Instructions for control of pollutants are provided within the drainage report; see TESC section V.E. Element 10. Controlling De-Watering: Instructions for de-watering are provided within the drainage report; see TESC section V.F. Element 11. Maintaining Best Management Practices: All erosion control BMPs are to be maintained as necessary, and remain in place until the site is stabilized. Element 12. Management of the Project: Limitations and instructions are provided on sheets C3.0 and C3.1 of the civil plan set and within the erosion control section of the storm report. Sections 2 through 6. Project description, existing conditions, areas, and soil: See body of the storm report(pages 1-2). This section includes the project description, existing conditions of the upstream and downstream, critical areas and soil types and locations. Grading is expected to balance, at approximately 1,100 cy of cut, and 1,100 cy of fill. Any excess or borrow is to be from an approved site. Section 7. Potential erosion problem areas: Given the nature of the soil (less than 20% fines), erosion problems are expected to be minimal. There is no area of particular concern. However, it is important that the silt fence be in place prior to construction, and loose soils be covered during heavy rains. If construction is to take place during the rainy season, exposed or unstabilized slopes will have to be covered when not currently being graded. Section 8. Construction phasing: No phasing is proposed. Section 9. Construction schedule: Construction is expected to begin upon permit approval. If grading is delayed to the rainy season, the contractor must take extra precautions to prevent runoff from loose or unstabilized soil. Soils to be compacted must be protected from excessive moisture, and unstabilized slopes must be covered with plastic or jute matting, and unworked soils must not be left uncovered more than 2 days. Straw may be used for temporary covering of relatively flat (0%5% slopes) areas. The contractor is ultimately responsible for preventing silt-laden runoff from leaving the site and to 150 E.Stretch Island Rd N.-Boles Residence Storm Drainage Analysis Page 9 of 14 ensure water quality standards are met, and environmentally sensate areas (wetlands) are protected. Section 10. Financial/Ownership Responsibilities: Property owner will be Gerald and Wendy Boles. Bonds or covenants will be as required by Mason County. Section 11. Engineering Calculations: No engineering calculations are required, since only silt fence is used. VI. DESIGN CALCULATIONS: A. PARAMETERS: 1. Stormwater Runoff: In accordance with the 2005 Stormwater Management Manual for Western Washington by Washington State Department as Ecology is adopted by Mason County runoff for design shall be computed using a continuous flow model. 2. Water Ouality Miti!ation: In accordance with 2005 Stormwater Management Manual for Western Washington, water quality is not required since the impervious area is less than 5000 sf. A dispersion trench is proposed, with will allow runoff to filter though pasture and native woods. 3. Technical requirements: In accordance with the 2005 Stormwater Management Manual for Western Washington by Washington State Department of Ecology is adopted by Mason County. 4. Computer Software Used: Western Washington Hydrology Model, version 3 (WWHM3)by Clear Creek Solutions. 5. Rainfall Precipitation: Olympia rain gauge, precipitation factor of 1.111 6. Area delineation for Basins: Aex =Existing Area Adev=Developed Area B. STORMWATER EVALUATION: 1. Pre-developed Conditions The predeveloped area is the area of improvements that will be converted to rooftop, driveway, lawn/landscaping, or pasture. For the disturbed existing area, a value of 0.75 ac (AeX= 0.75 ac,) 150 E. Stretch Island Rd N.-Boles Residence Storm Drainage Analysis Page 10 of 14 is analyzed. Per Stormwater Manual requirements (and per existing conditions), forest is used as the existing conditions.
