CEDAR ST. FINDINGS OF FACT: l. The proposed campus renovation is located on the existing school site in the unincorporated area of Mason County. The project site is approximately 80 acres. The current high school is located on the southwest corner of the site and will he modernized for a middle school, a new replacement high school and central kitchen will be constructed. The existing middle school and central kitchen will be demolished and a new stadium and fields will be constructed. Site access will remain the same and on-site circulation will be improved. In general the site terrain is rolling; area's of construction are previously developed and are relatively flat. The surrounding area is rural residential. 2. The site is located within the Mason County Comprehensive Plan. The site is zoned rural residential 10 (RR-10). 3. The proposed project will need to secure a Special Use Permit,pursuant to Mason County Development Regulations, Chapter 17. 4. Mason County Development Regulations, Chapter 17 is applicable to this proposal. 5. An environmental review is required for the proposal in accordance with the State Environmental Policy Act(SEPA),Chapter 43.21 C,RCW,and Section 18D20.010,Mason County Development Regulations. An Environmental Checklist was issued on November 21,2013 for review and comment. 6. No significant cultural/historical resources have been identified on the site. If archaeological materials(e.g. bones, shell, stone tools, beads, ceramics, old bottles, hearths, etc.) or human remains are observed during project construction,all work in the immediate area should stop. The project proponent will immediately contact the State Department of Archaeology and Historic Preservation,the County planning office,the affected Tribe(s) and the county coroner(if applicable) in order to help assess the situation and determine how to reserve the resource(s). Compliance with all applicable laws pertaining to archaeological resources (RCW 27.53, 27.44 and WAC 25-48) is required. If federal funds or permits are involved in the project,notification to the appropriate federal agency and the Advisory Council should occur in addition to the above- listed parties,per 36 CFR Sec 800.12. 7. The proposal will have no significant adverse environmental impacts on wetlands, fish and wildlife, water, noise,transportation, air quality,environmental health,public services and utilities or land and shoreline uses. 8. The grading and placement of fill material increase the likelihood of erosion and sedimentation. Pursuant to Department of Ecology 2005 Stormwater Manual,a temporary erosion and sedimentation control plan is required to be approved and implemented on the project site prior to and during site development. Potential significant adverse impacts associated with erosion and sedimentation are adequately mitigated through compliance with this regulation. t. 9. No regulated streams or buffers have been identified on the project site pursuant to Chapter 17.01.110—Fish and Wildlife Conservation Areas, Mason County Development Regulations. 10. No regulated wetlands have been identified on the project site pursuant to Chapter 17.01.070 - Wetlands,Mason County Development Regulations. 11. Pursuant to Department of Ecology 2005 Stormwater Manual, a storm drainage plan as part of the site development plan submittal and subsequent installation of an approved stormwater management system on the project site is required. Potential significant adverse environmental impacts associated with increased stormwater runoff from this development are adequately mitigated through compliance with this regulation. 12. The proposal does not increase existing volumes of traffic. No traffic impacts have been identified. CONCLUSION: The Responsible Official has determined that the proposal does not have a probable significant impact on the environment,and an Environmental Impact Statement(EIS) is not required under RCW 43.21 C.030(2). This decision was made after review of the completed environmental checklist, other information on file with the Mason County School District#403, and existing regulations. This information is available to the public on request. NOTE: The issuance of this Determination of Nonsignificance does not constitute project approval. The North Mason School District#403 will comply with all other applicable requirements of Mason County issuance of a special use and building permit. NOTE: Pursuant to RCW 43.21C.075,the final decisions of the Responsible Official may be appealed. Description of Modification to Original Proposal: The modified proposal includes tree removal in excess of 5,000 lineal board feet. An environmental impact statement(EIS)must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal(and to reduce or avoid impacts from the proposal,if it can be done)and to help the agency decide whether an EIS is required. Instructions for Applicants: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant,requiring preparation of an EIS. Answer the questions briefly,with the most precise information known,or give the best description you can. You must answer each question accurately and carefully,to the best of your knowledge. North Mason High School/Middle School Campus Renovation North Mason School District Evaluation for Expanded Environmental Checklist Agency Use Only 4.Date checklist prepared: November 1, 2013. 5.Agency requesting checklist: Mason County and North Mason School District. 6.Proposed timing or schedule(including phasing,if applicable): The project schedules with estimated construction start and completion dates are as follows: • Begin construction of the new high school, new play field, service loop and northern parking lot July 2014. The high school, parking lot and service loop are to be completed by December 2015. New play field to be completed by October 2015. • Move students from the existing high school to the new high school in December 2015. • Place new portables for PACE Academy (Alternative HS) in August 2015. Students are to occupy the new PACE Academy in September 2015. • Begin the modernization of the existing high school (to become Hawkins MS) in January 2016. The modernization is to be completed by August 2016. Move all existing staff and students from the existing Hawkins Middle School to the modernized school in August 2016. Full occupancy and school to begin September 2016. • The demolition of the existing Hawkins MS will occur June 2016 and be totally removed by mid-July 2016. Following the demolition, the main parking area and bus drive loop are to be replaced. The parking and bus drive loop replacement is to be completed by September 2016. • Move District Administration office staff from the existing building to the existing Annex Building (currently the existing high school main office building and 6 classrooms) February 2016. Concurrently with this move, the Boys and Girls Club will move from their existing portables to the existing Administrative Building. • Upon completion of the Boys and Girls Club move into the existing Administrative Building, the Boys and Girls Club portables, PACE portables and central kitchen will be demolished. • Immediately after the portables are demolished, the stadium project is to begin construction in approximately March 2016. The stadium project consists of the stadium covered seating, track and field, football field, and concessions, restroom and locker building. The completion of the stadium will be August 2016. If bids are reasonable and if funding permits, North Mason 50 North Mason High School/Middle School Campus Renovation North Mason School District Evaluation for Expanded Environmental Checklist Agency Use Only will evaluate if the stadium can be constructed between March 2015 and August 2015. 7.Do you have any plans for future additions,expansion,or further activity related to or connected with this proposal? If yes,explain. Yes, there will be a future softball field and concessions stand to the east, adjacent to the existing baseball field. As part of this project, utilities will be stubbed out on the east side of the new high school to accommodate three portables to be added as student population increases. 8.List any environmental information you know about that has been prepared,or will be prepared, directly related to this proposal. A Geotech Report and 5tormwater Drainage Report have been prepared for the proposed project 9.Do you know whether applications are pending for governmental approvals of other proposals directly affecting the property covered by your proposal? If yes,explain. No, the District is unaware of any governmental applications pending regarding the proposed project or site. 10.List any government approvals or permits that will be needed for your proposal,if known. The proposal will need approval on various phases of the project from the North Mason School Board of Directors and the State Superintendent of Public Instruction. Mason County permits for Special Use, building height variance, building, plumbing, mechanical, electrical, and site development are required. Mason County Health Department approval is required for the kitchens. 11.Give brief,complete description of your proposal,including the proposed uses and the size of the project and site. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page.(Lead agencies may modify this form to include additional specific information on project description.) The proposal includes the construction of a new replacement high school and central kitchen on the east-central part of the site, which is currently occupied by an athletic field. The existing middle school will be removed, and the existing high school will be converted into a new middle school. Additionally, the existing central kitchen will be demolished and a new stadium/athletic field will be built in its current location on the northwest corner of the site; a new athletic field will be built on the northeast corner of the site; and new pavements will be constructed to accommodate the planned improvements. While you should submit any plans required by the agency,you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The site is located at 200 East Campus Drive, Belfair WA. See Exhibit II, Vicinity Map. B. ENVIRONMENTAL ELEMENTS 1. EARTH a. General description of the site(circle one): lat, lling,hilly,steep slopes,mountainous,other The majority of the on-site work will be completed in areas varying in slope from 2%-8%. There will be a small amount of work (less than 101/0) conducted on portions of the site where slopes are 33%- 50%. b.What is the steepest slope on the site(approximate percent slope)? The steepest slope on site is approximately 50%. c. What general types of soils are found on the site(for example,clay,sand,gravel,peat,muck)?If you know the classification of agricultural soils,specify them and note any prime farmland. The Soils Conservation Survey(SCS)for Mason County maps soils on the site predominately as Shelton-Astoria Complex and Sinclair shotty loam. d.Are there surface indications or history of unstable soils in the immediate vicinity? If so,describe. There are no indications or history of unstable soils. e.Describe the purpose,type,and approximate quantities of any filling or grading proposed. Indicate source of fill. Filling and grading of the existing site will be completed for the proposed improvements. The amount of material to be cut and/or filled on-site will be approximately 50,000 cubic yards, of which approximately 5,000 cubic yards may need to be delivered to the site from a local gravel mine. f.Could erosion occur as a result of clearing,construction,or use?If so,generally describe. Yes, some customary erosion consistent with site development could occur during clearing and construction of the site. Approximately 29% of the site will be covered with impervious surfaces at project completion. h.Proposed measures to reduce or control erosion,or other impacts to the earth,if any: Best Management Practices as set forth in the current Mason County Stormwater Management and Site Development Manual will be utilized during construction. These practices may include but are not limited to: stabilized construction entrance, temporary interceptor ditches and swales, temporary sediment traps/ponds, and silt fencing as needed. Seasonal limitations of construction activities will be considered and erosion and sedimentation control will be provided accordingly to allow construction to continue as needed during the wet season. All County and State requirements for wet season work will be adhered to. 2.AIR a.What types of emissions to the air would result from the proposal(i.e.,dust,automobile,odors, industrial wood smoke)during construction and when the project is completed? If any,generally describe and give approximate quantities if known. Temporary increase of construction vehicle emissions and dust during construction. Upon completion of the project, minimal amounts of auto and bus exhaust will occur during operational hours of the facility. There are no significant adverse impacts to air quality as a result of the proposed project. b.Are there any off-site sources of emissions or odor that may affect your proposal? If so,generally describe. There are no known off-site emissions or odors that would affect the project. c.Proposed measures to reduce or control emissions or other impacts to air,if any: No significant adverse impacts have been identified. Devereaux Lake is located to the west, southwest of the site. 2.Will the project require any work over,in,or adjacent to(within 200 feet)the described waters? No work will occur over, in, or adjacent to Devereaux Lake. 3.Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. No fill or dredge is proposed. 4.Will the proposal require surface water withdrawals or diversions? Give general description, purpose,and approximate quantities if known. No surface water withdrawals or diversions are proposed. 5.Does the proposal lie within a 100-year floodplain? If so,note location on the site plan. No, the site is not within a 100 year floodplain. 6.Does the proposal involve any discharges of waste materials to surface waters? If so,describe the type of waste and anticipated volume of discharge. No, the proposal will not discharge waste materials to surface waters. b.Ground: 1.Will ground water be withdrawn,or will water be discharged to ground water? Storm water runoff will be discharged to the storm water quality/quantity systems in accordance with Mason County Storm Water requirements. 2.Describe waste material that will be discharged into the ground from septic tanks or other sources,if any(for example:Domestic sewage;industrial,containing the following chemicals...;agricultural; etc.)Describe the general size of the system,the number of such systems,the number of houses to be served(if applicable),or the number of animals or humans the system(s)are expected to serve. An on-site sewerage system is proposed for the project. The system will be designed to comply with Washington State Health Department standards. c.Water Runoff(including storm water): 1.Describe the source of runoff(including storm water)and method of collection and disposal,if any (include quantities,if known). Where will this water flow? Will this water flow into other waters? If so,describe. Treatment facilities for this project will consist of various rain gardens throughout the site. Stormwater will be infiltrated on-site via an existing infiltration pond and supplemental underground infiltration facilities in accordance with the 2005 Edition of Ecology's Stormwater Management Manual for the Puget Sound Basin. Storm water runoff from rooftops and other non-pollution generating surfaces will be collected by conventional storm water conveyance systems consisting of catch basins and underground gravity flow piping and routed directly to the aforementioned infiltration facilities. 2.Could waste materials enter ground or surface waters? If so,generally describe. No waste materials will enter ground or surface waters. d.Proposed measures to reduce or control surface,ground,and runoff water impacts,if any: The project will employ Best Management Practices and will comply with Mason County Drainage and Erosion Control Standards. 4. No, the site is not part of a known migration route. d.Proposed measures to preserve or enhance wildlife,if any: The site plan was developed to maintain as many of the existing large fir trees and natural vegetation on site and to enhance landscaping around the site. 6. ENERGY AND NATURAL RESOURCES a.What kinds of energy(electric,natural gas,oil,wood stove,solar)will be used to meet the completed project's energy needs? Describe whether it will be used for heating,manufacturing,etc Natural Gas will be used for heating the buildings and domestic water. b.Would your project affect the potential use of solar energy by adjacent properties? If so,generally describe. No, the project would not affect potential use of solar energy by adjacent properties. c.What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: The North Mason School District will comply with the State of Washington Sustainable School Design Protocol (sustainable, green design) and with State Energy Code regulations. 7.ENVIRONMENTAL HEALTH a.Are there any environmental health hazards,including exposure to toxic chemicals,risk of fire and explosion,spill,or hazardous waste,that could occur as a result of this proposal? If so,describe. Existing noise in the vicinity is minimal. State Route 3 is located to the east of the site and East State Route 302 is located south of the site which creates minor traffic noise. 2.What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis(for example: traffic, construction,operation,other)? Indicate what hours noise would come from the site. *Short-term: Construction *Long-term: Car traffic 7:00 AM to 4:30 PM & scheduled events. 3.Proposed measures to reduce or control noise impacts,if any: No impacts were identified. 8.LAND AND SHORELINE USE a What is the current use of the site and adjacent properties? Current use of the site includes a high school, middle school, football stadium, baseball fields, central kitchen, administrative offices and supporting infrastructure. Adjacent properties to the north are rural residential and undeveloped properties, to the west there is a church and undeveloped properties, to the south residential and undeveloped properties and the east is undeveloped. b.Has the site been used for agriculture? If so,describe. No, the site has not been used for agriculture. c. Describe any structures on the site. No other environmentally sensitive areas are known. i.Approximately how many people would reside or work in the completed project? Currently there are 740 students attending the high school and 640 students attending the middle school plus the existing staff. Five (5) year student projections anticipate a decrease in population by approximately 35 students. j. Approximately how many people would the completed project displace? No people will be displaced from the completed project. k.Proposed measures to avoid or reduce displacement impacts,if any: No adverse impacts have been identified. No measures are proposed. 1. Proposed measures to ensure the proposal is compatible with existing and projected land uses and plans,if any: The site will comply with development code requirements and any conditions from the special use permit. 9.HOUSING a.Approximately how many units would be provided,if any? Indicate whether high,middle,or low- income housing.
