The building design documents for the permit referenced above have been reviewed for
conformance with the locally adopted codes along with the Washington State amendments. This
review letter contains only those comments related to the Building Department's review and does not

reflect any additional needs of any other division or County department. Please review the project
data above, and the plan review comments below. It is important that you then follow the instructions
for re-submittal following the plan review comments.
PLAN REVIEW COMMENTS:
1. Sheets C4.0, C4.1, C4.3, L1.00 & L1.02. There are several concerns in regard to the
proposed location for a new Fire-Department Connection (FDC). The existing FDC at the front of the
building is proposed to be demolished and replaced by a new FDC at the rear of the building
(accessible via a paved access path).
a. IBC & IFC Sections 912.2.1 require that FDCs be located on the street side of the building and
that they be fully visible and recognizable from the street or nearest point of fire-department
access. The initial fire department access is at the main entry at the front of the building at the
north side (which is also consistent with where the addressable fire alarm system panel is
proposed to be located.) The FDC should be located at or near the main entry.
b. IBC and IFC Sections 912.3 require that "Immediate access to the fire-department connection
shall be maintained at all times without obstruction by fixed or moveable objects. Though not
shown on the civil drawings, removable bollards are indicated on the Landscaping sheets at
the access way from the south to the proposed FDC at the rear of the building. Bollards
cannot be installed in any path that provides access to a FDC. (Issue will be moot if FDC is
located at the front.)
2. Sheet A2.06 (& A2.01, A0.02). Mechanical/Electrical Room 406 contains 3 boilers, 1 for
domestic hot water and 2 to supply the hydronic system. Though the hydronic system boilers are not
identified in any schedule, (their size is unknown...See Comment 25 below) the domestic boiler is
indicated to be an 850,000 Btu/hr rated boiler. In accordance with IBC 1015.3, Room 406 requires a
minimum of 2 exits when containing a boiler in excess of 400,000 Btu/hr rating. Only one exit is
provided. (In addition, it may be advisable to check with WA-L&I to see if proposed electrical
equipment room will also require the space to be provided with two exits.) Regardless of electrical
and hydronic equipment, the) domestic boiler alone exceeds the threshold for a singlet exit allowance.
Please clarify and/or correct.
3. Sheet A2.06. Sheet A0.02 identifies a 1-hour fire-barrier between Room 406 and the rest of
the lower level, as well as around Rooms 401 and 401A. Sheet A2.06 indicates the walls between
404 and 406, and between 401, 401A, and 405 as being wall Type 1. In accordance with Sheet
A5.04, Wall Type 1 is not identified as a fire-resistive rated assembly. It is important for all fire-
resistive wall assemblies to be noted as such for the purposes of penetration protection, labeling in
accordance with IBC 703.7, etc. Please clarify and/or correct.
4. Sheet A2.02, A2.03, A7.00, &A7.01. Boy's restrooms H4B on Sheet A2.02 and 016 on Sheet
A2.03 are depicted without partitions, as is detail 5 on Sheet A7.00, and detail 6B on Sheet A7.01. In
accordance with IBC 1210.3.2, partitions with dimensions as described in the code section, are
required between the urinals. Please clarify and/or correct.
5. Sheets A2.06 & A7.00. At Toilet Rooms 400D and 402D, the toilet compartment doors are
shown to swing into the accessible stalls. In accordance with ICC/ANSI Al 17.1 Section 604.9.3, toilet
compartment doors shall not swing into the required minimum area of the compartment. Please
clarify and/or correct. In addition, please provide dimensions indicating satisfaction of A117.1,
Section 604.9.2 minimum areas.
6. Sheets A8.10, A8.11, A8.12. Many of the construction details depict wood framing members.
This building is Type II-B non-combustible construction. Though limited allowances of combustible
materials are permitted as described in IBC 603, (such as limited non-bearing partitions) most of the
circumstances require the wood to be fire-retardant-treated wood. The plans do not appear to
describe the use of fire-retardant-treated wood in these circumstances, nor do the specifications.
Please clarify and/or correct.

7. Sheets A6.01 &A6.06. Though not necessarily required, is it the intent to exclude emergency
lighting in the locker rooms 400 and 402? These rooms have no external light source. All other multi-
person restrooms within the project have been provided with emergency lighting. As noted, the
building code does not require emergency lighting for these rooms as they only require one exit
access each and they are not corridors, etc. It just appears inconsistent with what appears to be
desired for the rest of the plan. As this is not a code issue, no formal response is required.
8. Sheet A7.00. Detail 10, Part 14, no dimensions are provided to indicate satisfaction of
ICC/ANSI A117.1 Section 606.3 and 306 requirements. Please clarify.
9. Sheet A7.00. Detail 10, Part 9 depicts a counter mounted accessible lavatory, however, no
details, dimensions, etc. are provided to indicate how the forward approach knee and toe spaces will
be provided in accordance with ICC/ANSI A117.1 Sections 606.2 and 306, nor is it detailed if the
cabinet doors will swing out to provide access to such clear spaces, etc. Please clarify.
10. Multiple Sheets (& Specification 10 1400). In addition to the exit signs required under IBC
Sections 1011.1, 1011.5, and 1011.6, additional signage for accessibility, maximum occupant loads,
etc. are required in accordance with IBC Sections 1004.3, (1007.9, 1007.10), 1011.4, 1110 and
ICC/ANSI A117.1 Section 703. Specification 10 1400 provides a sign schedule of basic room
identification signs, but not maximum occupant load signs, tactile exit signs, etc. Please clarify and
provide a full description of all required signage.
Structural:
11. In order to complete the structural portion of the review, please provide a copy of the geo-
technical report for the project.
12. Sheet S3.03. Detail 2. WSEC Section C402.2.2.6 and Table C402.2 requires that slab
insulation "shall extend downward from the top of the slab for a minimum distance as shown in the
table [24"] or to the top of the footing, whichever is less, or downward to at least the bottom of the slab
and then horizontally to the-interior or exterior for the total distance shown-in the table." While the-
architectural sheets depict a code compliant arrangement, the structural detail at 2/S3.03 is
inconsistent with the architectural plans and the WSEC requirement. Please clarify and/or correct.
13. Sheet S3.00. At the playshed columns, the plans show main-frame column centerlines at grid
lines. At Detail 9/S3.00, is the portal frame column and centerlines depicted correctly? Please clarify.
14. It is understood that the metal building portion of the playshed structure will be bidder
designed, and is proposed to be a deferred submittal. The metal building engineering may be
deferred, however, it will be critically important to provide the deferred submittal with adequate time
for review and approval prior to the proposed start of building erection. No formal response is
required at this time.
Mechanical:
15. Sheets A4.19, M3.03, M3.04, and M5.02) The arrangement and details of the Class 1 hood
and exhaust system are not provided to fully describe satisfaction of IMC 506 requirements, including
materials, joining, grease drainage/cleaning, access panels in horizontal runs, duct and penetration
protection, etc. Please clarify the Type 1 hood and exhaust system requirements in accordance with
IMC 506 and 507 requirements, and ensure all minimum clearances to combustible materials,
(including over-roof foam insulation) etc.
16. Sheet P5.01. Sheet P5.01 includes a detail for a "science shut-off valve", however, the plans
do not appear to include gas piping to the science rooms. Is gas proposed to be piped to the science
rooms? Please clarify. If so, please be sure to show all convenience outlets, valves and any quick-
connect outlets and fittings, etc.

17. Multiple Sheets. Gas piping sizes are not indicated. In accordance with the International Fuel
Gas Code (IFGC) Section 106.3.1, construction documents "shall be of sufficient clarity to indicate the
location, nature and extent of the work proposed and show in detail that the work conforms to the
provisions of this code." Please identify the proposed gas piping locations, penetration protections,
piping materials (in accordance with IFGC 403), pipe sizes (in accordance with IFGC 402), piping
support (in accordance with IFGC 407), etc. as well as the Btu ratings of all proposed gas-fired
equipment and appliances.
18. Multiple Sheets. Duct sizes for the induction primary air supply are not provided on the
mechanical plans. In accordance with the International Mechanical Code (IMC) Section 106.3.1,
"Construction documents shall be drawn to scale and shall be of sufficient clarity to indicate the
location, nature and extent of the work proposed and show in detail that the work conforms to the
provisions of this code." While duct materials are described in the specifications, the mechanical
plans do not describe the duct sizes, locations, support, etc. Please provide all information to indicate
satisfaction of IMC Chapter 6 requirements.
19. Sheet M3.01. Where do the duct coil condensation drains discharge? Please clarify.
20. Sheet M3.01. The exhaust duct up (at the NW corner) is depicted as a supply. Please clarify
the discrepancy.
21. Sheets M2.02 & M3.02. The Life-Skills Room, 100 includes a proposed laundry washer and
dryer. No dryer exhaust is shown on the reflected ceiling plan, nor is one shown on Sheet M3.02.
Each dryer installation shall be provided with an exhaust system in accordance with IMC Section 504.
Please provide complete details and descriptions of the dryer exhaust system indicating satisfaction
of IMC requirements.
22. Sheet M3.02. Is there a relief air anywhere to equalize pressure at the Plan Area 1? Sheet
M3.02 indicates each classroom will be supplied with air from the induction supply system.
Approximately 8400 cfm is supplied to this area. Transfer ducts and grills move excess air to the
hallways, however, the only exhausts are at the restrooms drawing only 700 cfm of air from the hall.
- - This portion of the-building is not shown to-be served•by a-HRU, nor is a relief air shown. V'fthefe--is----
the excess air proposed to go? How will the system be balanced? Please clarify and/or correct. In
addition, how is IMC 601.2 satisfied? Please describe. (A similar situation, but not nearly as
pronounced, could also occur at Hall H10 at Sheet M3.04... Please clarify.)
23. Sheet M3.03. No dimension is provided in Detail 2 to indicate the distance between RH2 and
RH1. Is sufficient distance provided between exhaust air and intake air to satisfy the requirements of
IMC 501.3? Please clarify.
24. Sheet FS-4. In the Kitchen Room 301, Sheet FS-4 requires for the refrigeration equipment,
that a total heat load of 14.8 BTUs per hour needs to be exhausted (in addition to the Type I cooking
hood). The HVAC sheets include exhaust for the Scullery, but (other than the cooking hood) none for
the Kitchen area. Please clarify and/or correct.
25. Sheet M7.05. Hydronic boilers B-1 and B-2 are not identified in the mechanical schedules.
Please provide all necessary unit descriptions, sizes, BTU ratings, efficiencies, etc., as well as all
combustion air and exhaust requirements.
26. Sheet M7.05. The hydronic boiler pressure relief piping is identified as gas pipe. Please
clarify and/or correct.
27. Sheets M2.03, M2.04, M3.03 (& others). No information is provided describing the proposed
use and installation of the (assumedly) domestic cooking ranges at the Commons (near Grid J-7) and
at the Science Room 205. It appears that the range at the Commons Room will be secured behind an
overhead door when not in use, but such is not fully described. The mechanical reflected ceiling
plans do not indicate any form of range exhaust systems for the cooking range proposed at the
commons near Grid J-7, or for the range proposed at the Science Room, 205. While M3.04 does
include an exhaust at Room 205, no exhaust is shown at Sheet M3.03 for the cooking range at the

commons. Please clarify the proposed use of both ranges and describe the exhaust systems,
clearances, and any other protective items proposed associated with the use and installation of
cooking ranges.
28. Multiple Sheets. It is assumed that the range installation proposal intends to utilize one of the
Washington State Code Amendment provisions applicable to IMC 507.2.2 to use a domestic range
hood in lieu of a Type I hood and suppression system over the domestic ranges, though this is not
described. There is an inherent hazard however, with any cooking equipment in a public setting,
especially when accessible to unsupervised students. Typically, commercial cooking equipment is
provided with interlock systems that shut down fuel supply and/or disconnect power upon activation of
a fire suppression or fire alarm system (See IBC 904.3.3 and 904.11.2.). While without the Type I
hood, shut-down equipment is not necessarily specified by the code, the hazard of items left
unattended upon activation of a fire alarm remains unabated. Is it the architect's intent to provide
some additional form of protection and/or automatic shut-off devices for the ranges? Please fully
describe the intended installations, clearly identifying compliance with IMC 507, IFC 609 and IBC/IFC
904 requirements.
29. Kitchens and Kitchenettes, even if only for teaching purposes, must also satisfy the
accessibility requirements of ICC/ANSI A117.1 Section 804. ICC/ANSI A117.1 804.3 requires that a
(Section 902 compliant, forward approach) Work Surface shall be provided. Typically (and required
with a bottom-hinged oven) the work surface shall be immediately adjacent to the range. Please
clarify and correct and show how both rooms with domestic ranges (300 & 205) will satisfy all
ICC/ANSI A117.1 requirements.
30. Specification 11 3100, in Section 1.01 identifies that the specification section includes range
hoods twice (#1 & #7) but does not include ranges. It is assumed to be a typo, and that domestic
ranges should also be included (as they are described in 2.01 C). The specification also does not
describe if the unit(s) will satisfy the accessibility requirements of ICC/ANSI A117.1 Section 804.5,
including the specific cooktop requirements of 804.5.4 and 804.5.5. (Similarly, refrigerators/freezers
shall satisfy 804.5.6.) Please clarify satisfaction of all appliance accessibility requirements.
31. Hydronic system pipe details are not included on the mechanical plans. Please clarify all pipe
materials, pipe sizes, connections, installation methods, system drainage provisions, pipe insulation,
testing procedures, etc. indicating compliance with IMC Chapter 12 requirements.
Plumbing:
32. Sheet P2.03. The kitchen waste is depicted as being separate from the remainder of the
sanitary drainage, and is assumed to be directed to a grease interceptor. The plan sheet also
includes a #3 Construction Note for"4-inch Grease Laden Waste"to see septic plans for continuation.
a. There is no callout to reference Note #3. (It is assumed however to be applicable to the
kitchen waste.)
b. Copies of septic plans are not provided, and the civil design sheets do not include an
extension of (or connection to) a grease laden waste disposal system. Is a grease interceptor
provided in accordance with UPC 1014 requirements? Please describe.
c. The dishwasher in the Scullery Room 301A is shown discharging to a floor sink connected to
the drainage system (assumed to flow to a grease interceptor). UPC 1014.1.3 generally
prohibits food waste disposal units and dishwashers from discharging to a grease interceptor.
Please clarify and/or correct.
33. Sheet C4.1. Sheet C4.1 does not include a new sanitary sewer drain or any information in
regard to a grease interceptor as required by UPC 1014. Please clarify.
34. Sheet C4.1. Sheet C4.1 does not include the sanitary sewer discharging from Area 1 of the
building. It is assumed that this is existing, and should be included on the plan. Please clarify.

35. Sheet P2.01. The 4-inch floor clean-out between toilets at 402 and 400 is depicted in the
space between the walls which will not be accessible. It is assumed that this is intended to be at the
opposite side of the adjacent wall, or into the wall as a wall clean-out. Please clarify and/or correct.
36. Plumbing system pipe details and sizes are not fully indicated on the plumbing plans. Please
clarify all pipe materials, pipe sizes, connections, installation methods, pipe insulation, testing
procedures, etc. indicating compliance with UPC requirements.
Drafting / Reference Issues:
There are numerous drafting and/or erroneous references, incomplete references, and erroneous or
incomplete details throughout the plan sheets. While the following items are not necessarily code
related issues, the final approved plan set needs to be accurate so that all persons involved with the
construction, including building inspectors with limited time on-site, can easily find necessary
information. In accordance with IBC 107.2.1, "Construction documents shall be of sufficient clarity to
indicate the location, nature and extent of the work proposed and show in detail that it will conform to
the provisions of this code and relevant laws, ordinances, rules and regulations, as determined by the
building official."
37. Sheet L2.03. Point of Connection note references POC detail Sheet L2.06. POC details
appear to be at C/1-2.08. Please clarify.
38. Sheets A2.00 & A2.03. The elevator detail callout is shown as 3/A2.26. I would assume that
this should reference either detail 1 or 4 of Sheet A2.26. Similarly, Sheet A2.01 references 3/A4.10 at
the same location. 3/A4.10 does not exist. Please clarify the elevator area references.
39. Sheet A2.01. At Mechanical/Electrical room 406, Section 9/A4.00 is called out, but Section
9/A4.00 does not exist. Please clarify.
40. Sheet A2.03. Interior elevation notations for Office 019A, Health 019, and Electrical Room
009 do not appear to be consistent with the plan. Please clarify and/or correct.
41. Sheet A2.04. Interior elevation callouts appear to be inconsistent at many of the rooms,
including, but not limited to, 202, 204, 204D, 204E, and 207. Please clarify and/or correct.
42. Sheet A2.05 & A7.12. Elevation D at 2/A7.12 includes the door at the SW corner of the gym,
which, according to the plans, is proposed to be removed. Please clarify the discrepancy.
43. Sheet A3.00 & A3.03. Elevation 2/A3.00 appears to include the exterior stairway that the
demolition plans propose to remove. (related to the comment immediately above) Please clarify
and/or correct.
44. Sheets A2.06 & A7.14. Laundry Room elevations at 3/A7.14 appear inconsistent with the floor
plan. Please clarify.
45. Sheets A2.06 & A7.14. Custodial Room 403 elevations at 2/A7.14 appear inconsistent with

Please make the required corrections and/or clarifications and submit a revised electronic copy of the
plans (.PDF or .DWF); or, if on paper, two complete sets of the plans clearly identifying all revisions.
If the plan sets are re-submitted electronically, then once approved, the electronic set will contain the
approval indications and will be returned to the County on two CDs, one copy for the County record,

and one copy to be returned to the applicant/architect in order to print off an official "Approved Site

address below.
To aid in the timely review of the revised plans, please detail all corrections and/or revisions in a cover

noted with a cloud surrounding them or some other method to distinguish the changes. Please also
be sure to identify if any other changes are made that are not associated with the plan review
comments.
