HomeMy WebLinkAboutRoad Access - BLD Letters / Memos - 5/3/1997 SHERWOOD HILLS UPDATE May 3 , 1997 Dear Landowner: This letter is to inform you of the current condition of the private road access to our properties . In December the ice and snow storms brought down many trees along all the roads; the worst being the paved road up the hill . Thanks to the many homeowners who volunteered their time and chainsaws we were able to clear the blocked roads in one day. Power was not restored for nearly 5 days, due to the trees down along the county road. There are still many branches and overhanging stumps needing removal along our common road. Our biggest problems came in March, with the heavy rains . We had three major mud slides along the blacktop hill road that could not be removed by hand. The road had to be cleared twice by dozers hired and paid for with funds in our road maintenance account . At present, the road is only open wide enough in some places for one vehicle to pass . The Fire District #3 fire truck has been needed twice and there was barely enough room to get it through. The blacktop road is sinking and breaking apart around the slide area. The hill above is unstable. There are trees with exposed roots perched precariously above the slide. On short notice April 27th, 1997 a gathering of landowners/homeowners met to discuss some options, resources, and assistance (if any) which may be available to us in order to make 1) emergency repairs and 2) long term repairs to the existing road. The number of landowners in attendance for the meeting was very good. We apologize to landowners who did not receive notification, as the notice agenda was inadvertently left out of the mailing. We discussed many options and concerns . Now we are busy researching those options and getting organized to assess the damage and get bids for upcoming work. The homeowners association road maintenance committee requests that each landowner pay any back dues owed. Our thanks if you are paid to date . Our next meeting to report our findings will be Sunday, May 18th at 5 p.m. in the Morgan family backyard at E 21 Sherwood Hills, Allyn (At the top of the hill) . All landowners are invited to attend. Let' s hope the weather is good and we have a large turnout . Sincerely, _ oanne M. Evans P. Road Maintenance Committee ' `,i N.L.01son&Associates, Inc. Engineering, Planning and Land Surveying. July 16, 1997 Mr. Michael L. Byrne, Director Mason County Department of General Services P.O. Box 186 Shelton, Wa 93584 RE: Sherwood Road, Allyn, Washington Sherwood Hills Home Owner's Association Dear Mr. Byrne: 1h Pursuant to the request of Mr. W. Bruce Cliber, President of the Sherwood Hills Home Owner's Association, I examined the private road serving the 25 single family residences and the surface slide at said roadway. Mr. Cliber had some probable repair concepts and requested my opinion as to the capability of the concepts to control future sliding. Mr. Cliber was also interested in my opinion on the possibility of the repairs causing any danger to roadway users. There are several methods to work on controlling a slide area, all have a high economic demand. The Sherwood Hills Home Owner's Association is tied to a very low budget which precludes some methods, ie; reinforced concrete walls, earthwork on the slide surface etc. The Sherwood Hills Homeowner's Association are aware the slide will probably continue in some degree and will be prepared to maintain the roadway. Steps for surface water control and slide repair as depicted, will completely tap their current resources. Items they are proposing should be adequately covered under maintenance of a private roadway and tequire no pen-nits through Mason County that I can see. Should you have questions relative to this information, please feel free to call me at the office number. Y s T y, L WAS/ man on, s02 P.E. ti cc: W.
