INTRODUCTION
Ecological Land Services, Inc. (ELS) was contracted by the North Mason School District (NMSD)
to complete a wetland determination report on the North Mason High School campus (NMHS) at
71 E Campus Drive, Parcel Number 1220-23-60000 within a portion of Section 8, Township 22
North, Range 1 West of the Willamette Meridian, in Belfair, Washington (Figure 1). This report
summarizes findings of the wetland determination according to the Mason County Resource
Ordinance (MCRO), Chapter 17.01.070.
METHODOLOGY
The wetland delineation followed the Routine Determination Method according to the U.S. Army
Corps of Engineers, Wetland Delineation Manual (Environmental Laboratory 1987), and the
Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains,
Valleys and Coast Region (U.S. Army Engineer Research and Development Center, 2010).
The Routine Determination Method examines three parameters—vegetation, soils, and
hydrology—to determine if wetlands exist in a given area. Hydrology is critical in determining
what is wetland, but is often difficult to assess because hydrologic conditions can change
periodically (hourly, daily, or seasonally). Consequently, it is necessary to determine if
hydrophytic vegetation and hydric soils are present, which would indicate that water is present for
long enough duration to support a wetland plant community. By definition, wetlands are those
areas that are inundated or saturated by surface or ground water at a frequency and duration
sufficient to support, and that under normal circumstances do support, a prevalence of vegetation
typically adapted for life in saturated soil conditions. Wetlands are regulated as "Waters of the
United States" by the U.S. Army Corps of Engineers (USACE), as "Waters of the State" by the
Washington Department of Ecology(DOE), and locally by Mason County.
This wetland determination involves collection of data within the depressional area in the
southwest corner of the NMHS, which will be referred to as "study area" in this report. The study
area was identified as wetland during delineation of wetlands by the Washington State Department
of Transportation (WSDOT) for the proposed Belfair Bypass project (WSDOT, 2013). ELS
biologists determined that the depression is not a historic, jurisdictional wetland because the soil
data collected during the field visit indicates non-hydric conditions. This determination is
conducted to document current conditions within the study area to support its continued use for
onsite detention of stormwater. Documentation of current conditions involved collection of data
on vegetation, hydrology, and soils. Vegetation, hydrology, and soil data were also collected from
eight test plots to verify the presence or absence of wetlands (Appendix A).
SITE DESCRIPTION
The study area is composed of a remnant forest at the very southeast corner of the NMHS campus.
The NMHS football stadium lies to the north, the student parking lot and access (from SR 302) lies
to the east, E State Highway 302 lies to the south, and State Highway 3 lies to the west. The high
school is situated at the top of a hill and the football stadium lies on the terrace just below and east
of the school (Figure 2). The terrain then slopes steeply down from the football stadium into the

depression that occupies most of the study area (Photoplate#3). The slope south of the depression
is also steep while the slopes to the east and west are more gradual (Photoplate #1). The
depression lies in the lowest portion of the study area and appears to contain water during the
winter months because it has been used for stormwater detention since the school was constructed.
A 36-inch culvert exits the northern slope from under the stadium and conveys water from the high
school and stadium into the depression (Photoplate#3). A second large culvert enters the east end
of the depression from a catch basin which captures stormwater draining from the student parking
lot (Photoplate #7). The outlet from the depression was not observed during the field visit, but a
potential outlet was noted at the west end where a line on the highway pavement indicates a culvert
crossing.
A search of historic documents was undertaken by the NMSD to determine the original designation
of the study area. A 1982 site plan for construction of the current high school was found that
identifies the study area as a"retention pond"and shows the stormwater outlets that enter the north
and east sides of the depression. It appears that the depression is a natural topographic feature and
may have been altered slightly to increase stormwater capacity for the NMHS campus although the
1982 plan does not indicate that the area was graded. The historic alteration is presumed because
there are differing elevations within the depression and somewhat compacted hardpan sandy soil
across the mid section. The bottom of the depression is generally hillocky with hummocks as high
as 5 feet in many locations. The upper terraces of the depression are dominated by a high tree
canopy with a dense shrub layer and a sparsely vegetated herbaceous layer while the lower levels
are fairly devoid of shrub and herbaceous vegetation (Photoplate#6). The depression appears to be
flooded for a portion of the winter and a small duration of the spring growing season judging by
the lack of hydrologic evidence in most test plot areas. There were a significant number of algal
mats on woody debris at Test Plot 5 (Photoplate#5) with some present on lower limbs of live trees
to a height of five feet.
VEGETATION
The vegetation within the depression was variable based generally on the elevation of the test plot
areas. The forest canopy within the depression was generally composed of lodgepole pine (Pinus
contorta, FAC), quaking aspen (Populus tremuloides, FACU, and red alder (Alnus rubra, FAC)
with western red cedar (Thuja plicata, FAC) along the edges. The shrub layer, where present, was
dominated by hardback (Spiraea douglasii, FACW). The shrub layer in some test plot areas also
includes red elderberry (Sambucus racemosa, FACU), hazelnut (Corylus cornuta, FACU, and
holly (Ilex opaca, FACU). Other shrubs were noted within the depression not occurring in the test
plot areas including red osier dogwood (Cornus stolonifera, FACW), Nootka rose (Rosa nutkana,
FAC), and Pacific ninebark (Physocarpus capitatus, FACW). The herbaceous layer was very
sparsely vegetated throughout the depression with trailing blackberry (Rubus ursinus, FACU)
dominating many test plot areas. Low percentages of slough sedge (Carex obnupta, OBL) was
observed in several locations within the study area but was not a dominant species within the
depression.
The upland forest around the perimeter of the study area was dominated by a canopy of western red
cedar and Douglas fir (Pseudotsuga menziesii, FACU) with lower percentages of red alder and
western hemlock (Tsuga heterophylla, FACU). The shrub layer was composed of hazelnut

(Corylus cornuta, FACU), salal (Gaultheria shallon, FACU), and Oregon grape (Mahonia
nervosa, UPL). The herbaceous layer was sparsely vegetated because of the dense salal cover, but
low percentages of sword fern (Polystichum munitum, FACU) and trailing blackberry were
observed.
The dominant vegetation found onsite is recorded on the attached wetland determination data
forms (Appendix A). The indicator status, following the common and scientific names, indicates
how likely a species is to be found in wetlands. Listed from most likely to least likely to be found
in wetlands, the indicator status categories are:
• OBL (obligate wetland)—Almost always occur in wetlands.
■ FACW (facultative wetland) —Usually occur in wetlands, but may occur in non-wetlands.
■ FAC (facultative)—Occur in wetlands and non-wetlands.
■ FACU (facultative upland) —Usually occur in non-wetlands, but may occur in wetlands.
■ UPL (obligate upland)—Almost never occur in wetlands.
■ NI (no indicator)—Status not yet determined.
SOILS
As referenced on the U.S.D.A. Natural Resources Conservation Service (NRCS 2012) website,
Indianola loamy sand, 5 to 10 percent slopes (lb) is mapped in the study area. Indianola soils are
not mapped as hydric soils (NRCS 2012). Areas mapped as non-hydric soils do not necessarily
mean that an area is or is not a wetland—hydrology, hydrophytic vegetation, and hydric soils must
all be present to classify an area as a wetland.
The evaluated soil at each of the test plots was composed of loamy sand that exhibited red to
yellow (7.5 YR 3/4 to 10 YR 4/6) soil matrix colors with redoximorphic concentrations (10 YR
4/6) observed in soils that had a chroma of 10 YR 4/3. These non-hydric soil profiles were
observed throughout the study area and in some locations, the soil was compacted at a depth of 3
inches (Test Plots 2-5). None of the soil profiles observed within the study area test plots meet any
of the hydric soil indicators because they have high matrix chromas.
HYDROLOGY
The depression within the study area receives stormwater from the two culverts entering from the
north and east. The stormwater is generated on the existing high school, the football stadium,
student parking lot, and the baseball/softball fields. Stormwater also appears to drain into the study
area from the highways to the south and west (SR 302 and SR 3 respectively), but contribute
significantly less water than the school property. There do not appear to be any other sources of
water to the study area (perched water table, groundwater discharge, streams, etc.). There is a
seasonal outlet to the west under SR 3 that conveys water southwesterly. While it appears that
water is present throughout the depression, definitive evidence of water is present only in the areas
sampled at Test Plots 4 and 5 where algal mats were observed. The lack of hydric soil indicators in
all test plots indicates that water does not remain for a significant duration of the growing season to
create low matrix chroma soil profiles.

NATIONAL WETLAND INVENTORY
National Wetlands Inventory (NWI) maps no wetland on the school district property or in the
vicinity of the study area. NWI maps should be used with discretion because they are used to
gather general wetland information about a regional area and therefore are limited in accuracy for
smaller areas because of their large scale.
CONCLUSIONS
WETLAND DETERMINATION
The data collected at the five test plots conducted in the study area depression indicate non-hydric
soil profiles that are similar in composition to the upland forest test plot where undisturbed
conditions exist. Some areas of the depression exhibit indicators of both wetland hydrology and
hydrophytic vegetation criteria (Test Plots 4 and 5), but all areas of the depression are determined
to be non-wetland because of the lack of hydric soil conditions. The absence of hydric soil
conditions appears to be a result of water not remaining in the depression for a long period of time
during the growing season due to the sandy soil conditions and outlet to the west.
The depression appears to be a naturally formed area that was partially altered to increase water
storage capacity because the soil profiles exhibit compacted conditions within 3 to 6 inches of the
surface across the middle of the depression. Stormwater from the developed school property is the
only source of hydrology to the depression and there are no indicators of natural sources of
hydrology that would indicate this area is a historic wetland. Because data and observations
indicate that this area is not a historic wetland, it should not be considered jurisdictional.
Therefore, the North Mason School District will continue using the study area and depression as a
detention facility for current and future stormwater storage. Maintenance of the depression is
proposed to improve the storage capacity and will involve removal of some downed logs and
debris that has been deposited over the past 30 years.
The NMSD proposes to construct a new high school building in the location of the existing
practice football field, which is situated northeast and downslope of the existing high school. A
new football stadium is proposed in another location of the NMSD property and the current
stadium and track will be designated as the practice field. The new features of the property will be
constructed in areas that drain away from the depression so there will be no new impervious
surfaces draining into the study area. In addition, the football stadium, student parking lot, current
high school building, and baseball/softball fields will be maintained as they currently exist so there
will be no increases in the amount of stormwater that enters the study area. The storm detention
facility within the study area may be expanded in the future to increase storage capacity.
Expansion would most likely take place in existing forest east and west of the depression.

LIMITATIONS
The conclusions listed above are based on standard scientific methodology and best professional
judgment. In our opinion, local, state, and federal regulatory agencies should agree with our
conclusions; however, this should be considered a preliminary jurisdictional determination and
should be used at your own risk until it has been reviewed and approved in writing by the
appropriate regulatory agencies.

Remarks:Test Plot 5 is conducted in a low area of the depression about 150 feet northwest of Test Plot 4. No significant rainfall for the month of
December so the depression lacked water during the field visit and there is no water flowing into the depression from the two culverts draining the
east half of the school site. The area at Test Plot 5 contains algal mats on the lower limbs of pine and aspen trees in the area as high as 5 feet.
