The geotechnical assessment submitted by Norman L. Olson, P.E., for the proposed development
of the Rob Biehl has been received and reviewed by Public Works, prompting the following
remarks;
1) The report as submitted, conforms with the requirements pertaining to a geological
assessment, which normally could be employed to dispel the need for a geotechnical
report, but Tidemark files indicate that the Director has already made a determination that a
geological report is required. When reviewed as a geotechnical report developed within
DCD policy guidelines, the assessment is lacking several important details including, (a) a

site plan, (b) locations of exploratory holes & probes, ( c) a cross section, (d) restrictions
on placement of drainage features, (e) a clearing & grading plan, (f) A temporary
Erosion & Sediment (E&S) Plan, (g) An analysis of both on-site & off-site impacts, &
(h) Specifications of development conditions such as vegetation management, drainage.
2) The engineer indicates that the steepest slope on the property is less than 10%, that the
failed road section is about 600' west of the subject property, and that the site materials are
stable in their natural condition. The need for additional geotechnical investigation does
not appear warranted.
3) A review of the TideMark file indicates that a Stormwater Site Plan (SSP) has been
required to be prepared for the property. In Mr. Biehl's letter to Olson & Associates, he
indicates his intention to log and clear building sites, well sites, drainfield areas, and
driveways in preparation of sale. Given the subject property's proximity to the roadslide
alluded to in the Olson report, the stormwater plan and erosion control plan for the
proposed logging and clearing should be developed and implemented during the course of
the logging/clearing. An Erosion and Sediment control plan should be developed and
implemented as soon as access to the property is developed in the logging phase of the
development. The onsite soils have been identified as overlying glacial till, and retention of

stormwater runoff is not practical. Because runoff from the developed sites appears to
naturally drain toward the active slide area, developed flows from the property should be
restricted to pre-development discharge rates. Because of the site's potential to impact
downgradient properties, a Large Parcel Permanent Water Quality Stormwater Control
Plan should be required to be developed for the property which addresses anticipated
runoff from the fully developed sites.
A geotechnical report conforming to DCD's policies could be requested, but most if not all of the
information needed to complete the Olson assessment as a report could be requested as part of
the Stormwater Site Plan being requested for this development.
Please point out to Mr. Olson that his client has made it pretty clear that it is his intention not
only to harvest the timber from the property, but also to clear building sites, drainfield sites,
driveways, and probably an access road through the property, and that since so much of the
preliminary development of the property will occur before the sale of any of the lots, that it is
imperative that stability issues and drainage issues be resolved before a building application is
submitted for any of the lots within the development.

1) **CUSTOM CONDITION** -- MITIGATION #1: The applicant is required to submit a Geo-tech report due to
steep slopes within 100' of site. The geo-tech report must be done by a licensed engineer in the
State of Washington. The geo-tech report must address timber harvesting and road access placement.
The geo-tech report must be submitted to Mason County Department of Community Development(DCD) and
Mason County Public Works. The waiver will not be approved until Mason County Public Works has
reviewed and comments sent to DCD.
2) Stormwater Site Plan -- MITIGATED CONDITION #2: A Stormwater Site Plan (SSP) will be created and
implemented prior to development, clearing, grading, or construction of any portion of the site.

3) Fire Apparatus Access Roads -- MITIGATED CONDITION #3: Emergency vehicle apparatus access roads
shall conform with the requirements of the Uniform Fire Code and Mason County Title 16. If the
access road cannot conform, special conditions will be placed on any building permit issued on
property that is served by a non-conforming access road. Contact the Mason County Fire Marshal for
details.
4) Water Quality Degradation -- INFORMATIONAL ONLY: Water quality is not to be degraded to the
detriment of the aquatic environment as a result of this project.

5) Erosion Control -- INFORMATIONAL ONLY: Residential developers and individuals shall be required to
control erosion during construction. Removal of vegetation should be minimized and any areas
disturbed should be restored to prevent erosion and other environmental impacts.

6) Storm Drainage Facilities -- INFORMATIONAL ONLY: Storm drainage facilities are required by the
county for residential development projects. Facilities shall include, but not be restricted to
vegetated swales, retention ponds and use of artificial or natural wetlands PROVIDED no adverse
impacts to the receiving wetlands would occur and are subject to Mason County approval.

7) Storm Drainage Facilities-Septic -- INFORMATIONAL ONLY: Storm drainage facilities shall be separate
from sewage disposal transport facilities and include provisions to prevent uncontrolled and
untreated direct entry of surface water runoff into receiving waters. Storm drainage facilities
shall include, but not be restricted to vegetated swales, retention ponds and artificial and
natural wetlands PROVIDED no adverse impacts to the receiving wetlands would occur and shall be
subject to Mason County approval.

Here is the infornlation on my property in Sherwood Hills, Allyn
Washington.
Legal: Tr. 26 of Survey 2/108 Sec. 30 T«n 22 Rng. 1 Lots A,B,C,D of Short
Plat # 1545 Approximately 5.15 acres in total (see map)
The property is located at the very top of Sherwood Creek Rd., when the
black top turns to gravel, my property is right in front of you. The property
corners have been marked this past week. Soil logs have been dug on each
lot more or less in the corners, they are also flagged.
The easement road coming up the hill has had a slide in the past 5 years
which is why the county has asked for this report. I intend to log the lots of
all the mature Douglas Fir, clear the building sites, well sites, drainfield
sites, and driveways in preparation of sale. I intend to leave all the alder,
maple, smaller fir trees, and leave as much of the natural vegetation as
possible, especially around the perimeter of the property. I do not want a
"Clear Cut" site. I wish the finish project to feel more like a park and remain
as natural as possible

Dear Mr. Biehl:
Pursuant to your request, we examined the site conditions of Short Subdivision
#1545, in Mason County Washington. Said examination was required to satisfy a
request made by the Mason County Department of Community Development
Interim Resource Ordinance, Section 17-01.100E.3 (Landslide Hazard Areas).
Our Examination included a site visit, use of the Vaughn, Washington
Quadrangle mapping and the geology mapping of South Eastern Mason County
by the United States Geological Survey Water Resources Division. This office
has visited the area in the past when a portion of the roadway to the site was
affected by a slide.
Our examination shows the following:
1 The Easterly boundary of the short plat is about 600 feet West of
the existing slide face on the entrance roadway.
2. Topography of the short plat is such that tha 9-11ajority of the, slope Is
to the Southwest, away from the aforementioned slide area.
3. The maximum slope within the project is less than 10 percent and
that occurs at the Northwest comer. Vegetation shows no sign of
slide activity.
4. The project area is classified as Qvt which is a compact mixture of
cobbles, coarse gravels in a matrix of fine sand, silt and clay. This
is usually classified as glacial till. Residual material over the till
varies from 3 in the South portion of the site to 5 or 6 feet in the
North portion.

The material is very stable with the ground slopes indicated and not
conducive to movement.
5. The roadway into the site, along the creek, occupies areas over
advance glacial outwash material or Qva. This is generally a
mixture of gravel and sand with some silts and clay. It is not
generally compacted and does show a discontinuous strata. Qva
can be intermixed with Qvt, (discussed in paragraph 4, above).
6. Where steeper slopes occur with Qvt and Qva mixed strata,
percolation of surface water can cause slip planes at the interface
of material. Your project shows no sign of having that strata
mixture and the flatness of topography would preclude a danger of
slide activity.
This information should be adequate for Mason County to eliminate the project
from a slide problem. To prepare the documents listed in their request i.e.;
grading plan, erosion control plan, etc., we would need to complete a topographic
map.
You might point out that you are simply selling lots, not developing them with
building pads or actually building houses. A site plan for each lot will be
generated when submitted for a building site application to the Mason County
Health and Building Departments.
