Wall insulation: • Wood framed walls shall be provided not less than R-21 insulation. " Concrete CMU walls shall be provided with continuous R10 insulation, Slab insulation R-10 or better installed in around the entire perimeter from the top of the slab edge to the bottom of the footing. In addition area where heat is installed in the slab the heated slab shall be insulated under the entire slab. Fenestration including doors and windows, including store door(s) shall have a U-Factor as noted on sheetA0.04 or in accordance with Table C402.3. Vinyl framed windows U-0.30 or less, doors not more than U-0.60 and skylights U-0.50 or less. Solar heat gain coefficient(SHGC) 0.40 or better except skylights SHGC 0.35 or better. Refrigerated coolers and freezers shall comply with C402.6. Refrigerated coolers shall contain not less than R-25 insulation in walls, ceiling, and door. Freezers shall contain not less than R-32 insulation in walls, ceiling, and door LIGHTING: INTERIOR LIGHTING shall not exceed 114,943 watts using LED lighting and be provided with daylighting controls. OCCUPANCY SENSORS shall be installed in all classrooms, conference/meeting rooms, employee lunch and break rooms, private offices, restrooms,janitorial closets, and other spaces 300 sq. ft or less enclosed by floor to ceiling height partitions. Corridors shall be controlled with low voltage lighting control system. EXTERIOR LIGHTING shall not exceed 8480 watts and facade lighting shall not exceed 8089 watts. MECHANICAL SYSTEM: The mechanical system is approved as proposed shown on Sheet M6.01. X COM2014-00045 Page 3 of 13 3) 3000 PSI CONCRETE WILL REQUIRE SPECIAL INSPECTION IF THE QUANTITY EXCEEDS 50 CUBIC YARDS< LESSER AMOUNTS WILL REQUIRE AN APPROVED CONCRETE SUPPLIER TO PROVIDE YOU WITH A BATCH TICKET THAT WILL BE REQUIRED TO BE SUBMITTED TO THE SITE INSPECTOR FOR THE VERIFICATION OF MATERIAL USED. X 4) Owner/Agent is responsible to post the assigned address and/or purchase and post private road signs in accordance with Mason County Title 14.2 X 5) Th leted building shall be tested in accordance with the 2012 IECC/WSEC, Section 402.4.1.2.3, with an air leakage rate of the building envelope that does not exceed 0.40 cfm/sq. ft at a pressure differential on 0.3 inches w.g. in accordance with ASTM E 779. A report that includes the tested surface area, air by volume, stories above grade, and leakage rates shall be submitted to the Mason County building dept. prior to the final occupancy inspection. X 6) Chan s to approved building plans that affect compliance to the current Washington State Energy Code (WSEC), ventilation requirements), Buildi lumbing/Mechanical Codes and/or Mason County Regulations shall be approved prior to construction. X 7) All construction and demolition debris must be removed from the shore area after project completion. Proper diss&zal of construction debris must be on land in such a manner that debris cannot enter or cause water quality degradation of State waters. X 8) 1) The Applicant shall comply with the Construction Storm Water Plan prepared in coordination with the Masorrtounty Building Permit COM2014-00045 in April 2014. The applicant shall be subject to necessary on-site inspections as part of the implementation of that Building Permit. 2) The SWPPP shall be implemented as detailed in the provided document; operations shall comply with the April, 2014 site plan, the stormwater monitoring plan, the erosion & sediment control best management practices, and the oil and fuels spill plan procedures for prevention, response and reporting. 3) Inspection reports shall be submitted to verify all engineering requirements have been completed in accordance with the approved storm water PI Re orts shall be submitted to the Mason County Department of Community Development prior to each corresponding inspection and final permit val. Copies of all special inspection reports shall be made available at time of inspection. X 9) Cook ppliances installed within the structure shall be provided with exhaust hoods in accordance with the 2012 International Mechanical Code (IMC) Section 507 as amended by Washington State (WAC). Type I hood and required suppression systems shall be installed over appliances that produce grease or smoke. Type II hoods shall be installed above dishwashers and appliances that produce heat or moisture AND do not produce grease or smoke as a result of the cooking process. Domestic cooking appliances used within the structure shall be provided with Type I, Type II, or residential hoods as allowed in Table 507.2.2 (WAC). Residential hoods are allowed over domestic appliances located in the FACS Classroom (023). A s e fire protection permit and approval shall be required for type I hood and duct suppression systems. X COM2014-00045 Page 4 of 13 10) The following items are deferred submittals: 1. Automatic Fire alarm system per NFPA 72. Include pull station at FACP room, at reception office. Provide smoke/heat detectors within 15-ft above panel, extra hazardous rooms, including chemistry, art, cooking, etc. Smoke detectors in restrooms. 2. Automatic Fire sprinkler system per NFPA 13. No work of any kind is to be done on any of these items until a fire protection permit for each item, plans, specifications and engineering is submitted.,and approved and the fire protection permits are issued.. X 11) An ges in construction shall be reviewed by engineer of record and submitted in writing to the Mason County Building Department prior to construction. All engineering documents are a part of the approved set of plans and must remain attached thereto. If engineering documents are removed, approval will not be granted. In addition, a reinspection fee, based on the current fee schedule, minimum one-hour will be charged and collec the Mason County Building Department prior to any further inspections being performed or approvals granted. X 12) Prior inal approval, all upland areas disturbed or newly r d by construction activities shall be seeded, vegetated or given an equivalent type of erosion protection (silt fencing or straw matting). X 13) The means of egress shall be illuminated and marked with signage in accordance with IBC chapter 10. Exits and exit access doors shall be marked by an approved exit sign readily visible from any direction of egress travel. The path of egress travel to exits and within exits shall be marked by readily visible exit signs to clearly indicate the direction of egress travel in cases where the exit or the path of egress travel is not immediately visible to the occupants. Field corrections may be necessary during construction in order to clearly identify a discernable exit path. The rooms designated at CTE shop, room 120, includes an exit through an adjoining work area and Ceramics room 119 exits through an adjoining work room. The exit path through storage areas and work rooms shall be permanently identified with paint in order to keep the area free from obstr is. X 14) CONSTRUCTION PROCESS TO BE FIELD CORRECTED AS REQUIRED PER MASON COUNTY BUILDING DEPARTMENTAND THE ADOPTED BUILDING CODE. The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance with the international codes as amended and adopted by Mason County. Any corrections, changes or alterations required by a Ma so my Building Inspector shall be made prior to requesting additional inspections. X 15) All bui ing permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being non-c iant with Mason County ordinances and building regulations. X COM2014-00045 Page 5 of 13 16) An NFPA 13 fire sprinkler system is required, a separate permit application is required to be submitted and approved prior to the installation of the syste X An L12A2 automatic fire alarm system is required to be installed, a separate permit application is required to be submitted and approved prior to the in tion of the system. See condition #10 for additional information. X Fire extinguishers are required to be installed per chapter 9 of the 2012 International Fire code and NFPA 10. A minimum of but not limited to 2A10BC fire extinguisher installed with a maximum travel distance of 75 feet in any direction mounted no more than 60 inches above the floor to the to the unit, with at least one on every level. X az 2012 section 410.3.6 Scenery. Combustible materials used in set and secenery shall meet the fire propagation performance criteria of NFPA 701, in accordance with section 806 and the International Fire code. Foam plastics and materials containing foam plastic shall comply with section 2603 and the International Fire code. At t e of final inspection documentation is to be provided by the applicant showing all scenery materials comply with this criteria. X MC Fire Marshals Office reserves the right to modify life safety conditions upon final inspection due to the complexity of the project and details that may have not been observed upon plan review. X Any or or glass opening in rated walls shall met the required fire resistive and impact rating for such openings as noted in the 2012 International Building Code. X Any new structures on this campus may require additional Tank and fire flow. Before being placed into service pumps shall be tested to current codes and standards. Annual compliance testing shall be completed on current pumps. X See IFC 503.3 for fire lane access and marking issues. X COM2014-00045 Page 6 of 13 Class K extinguisher(s) are required in all cooking areas including the cooking classrooms. X Separate submittal of plans are required for underground, fire sprinkler system, fire alarm, hood and suppression systems. X Local fire district will address port sizes and adapter fittings for fire hydrants and FDC. X A) FD ocation to be determined by local fire district. X 41, If t uilding is fully alarmed in all occupied areas in addition to NFPA 72 requirements, fire flow may be reduced by 250gpm. See MC Fire Flow Work Sheet, calculations have also been approved by WA State Fire Marshals Office and the local Fire District. This may allow current water onsite to be used without the installation of an additional water tank. Be advised that any further modifications/additions to the building will result in an increased water flow requirement which may include the instalation of an additional water tank. X 17) PER LE 14 MASON COUNTY BUILDING CODE - CHAPTER 14.17, STANDARDS FOR FIRE APPARATUS ACCESS ROADS - 14.17.110: Afire apparatus access road in excess of 14% grade and more than 150' to new residential or commercial structures will require an automatic fire sprinkler system installed. Contact the Mason County Fire Marshal at (360)427-9670, extension 352, for further information. x 18) THE F TION SYSTEM SHALL BE PLACED ON UNDISTURBED, FIRM-NATIVE SOIL. X 19) To const e 16'x25' greenhouse shown on sheet A1.04 a separate building permit and approval shall be required prior to construction. X /A 20) Exha ystems designed to capture and control hazardous emissions generated from product handling or processes shall covey those emissions to the out doors in systems designed in accordance with Chapter 5 of the 2012 Interational Mechanical Code (IMC). The requirement shall apply to lab ones where the use of chemicals is related to testing, teaching and wood working facilities. X COM2014-00045 Page 7 of 13 21) SYSTEMS COMMISSIONING Prior to obtaining final occupancy approval the registered design professional shall provide evidence of systems commissioning and completion in accordance with the 2012 International Energy Conservation/Washington State Energy Code (IECC/WSEC) Section C408. Copies of all documentation shall be given to Mason County Department of Community Development prior requesting the final occupancy inspection and shall include commissioning of the building mechanical system (C403), service water heating systems (C404), electrical power and lightin systems (C405), and energy metering (C409). X 22) LOS ' stallation approval mus be completed prior to temporay/final occupancy. X 23) Mechani appliances shall be installed in accordance with manufacturer speciafications and inaccrodance with the 2012 International Mechanical Code (IMC), 2012 International Fire Code (IFC), and as regulated otherwise by Washington State amendment and code approved references. Provide manuafacturer specifications on-site for inspections. X �Q 24) Prev , control and mitigation of dangerous conditions related to storage, dispensing, use and handling of hazardous materials shall be in accordance with the 2012 International Fire Code, chapter 50. All Material Safety Data Sheets (MSDS)for all hazardous materials used within the facility shall be placed in a notebook and permanently located in a conspicuous location inside the building near the main entrance, unless approved otherwise by the local fire district. In addition Labortatories, art rooms, and similar spaces where hazardous materials are stored shall have information available in the rooms where the hazardous materials will be used and or stored. X 25) Openin ocated in fire-resistive walls, floors, and ceilings shall be rated in accordance with the 2012 International Building Code, Section 716. Doors located in 1-hour fire barriers shall be rated and properly with not less than 1-hour tested assembly and 2-hour fire walls shall be provided with 1.5 hour tested assemblies. Provide manufacturer specifications and installation specifications for openings located in the the fire resistive assemblies. Provide detailed information on manufacturer's listing and operation for Won Doors specified and located in the 2-hour fire wall assembly. Operation of the Won doors will be checked during the fire alarm final inspection. X 26) Park II be sufficient for 2 standard parking stalls (9 feet by 20 feet) for each 10 students, one stall per employee, and 1 handicap parking stalls (12.5 feet by 20 feet) per 50 stalls provided with sufficient maneuvering aisles. Handicap stalls shall be of a smooth surface at level or ramped to entry, located closest to the bui *ng entry, and shall be signed with the International Symbol of Access. Screening from adjacent residential properties is required. X 27) All permits expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for action for a period not exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control of the p "n it holder have prevented action from being taken. No more than one extension may be granted. X COM2014-00045 Page 8 of 13 28) All approved plans are required to be on-site for inspection purposes. If inspection is called for and plans are not on site, Approval WILL NOT be granted. In addition, a reinspection fee, based on the current fee schedule, minimum one-hour will harged and collected by the Mason County Building Department prior to any further inspections being performed or approvals granted. X 29) The occupant load shall be posted in rooms or spaces that is used for assembly purposes accordance with IBC Section 1004.3. The occupant load posted shall be consistant with occupant loads noted on sheet A0.02 and shall apply to, but not be limited to, the following rooms: STAGE, PERFORMING ARTS (rooms 401 &400), AND ATTACHED CLASSROOM (room 402), GYMNASIUM AND AUX. GYMNASIUM (room 700) COMMONS (Room 600) LIBRARY(Room 200) x 30) Pres treated wood manufactured after January 1, 2004 may contain high concentrations of copper which could quickly corrode metal fastene,�cr�onnectors, and flashing. Install metal connectors approved for contact with the new types of pressure treated material. X 31) All property lines shall be clearly identified at the time of foundation inspection. X 32) Contractor registration laws are governed under RCW 18.27 and enforced by the WA State Dept of Labor and Industries, Contractor Compliance Division. There are potential risks and monetary liabilities to the homeowner for using an unregistered contractor. Further information can be obtained at 1-800-64ZV2. The person signing this condition is either the homeowner, arc ent for the owner or a registered contractor according to WA state law. X 33) A Class ' " roof assembly shall be installed and verified by manufacturer specifications during the inspection of this project. X 34) Approv �I er dimensions and setbacks on submitted site plan. Setbacks are measured from the furthest projection of the structure. X 35) Approved per dimensions and setbacks on general site plan submitted on April 28, 2014 and enlarged format for Special Use Permit on Feb. 12, 2014. S acks are measured from the furthest projection of the structure. X 36) The approved site plan is required to be on-site for inspection purposes. If inspection is called for and the site plan is not on site, Approval WILL NOT be granted. In addition, a reinspection fee, based on the current fee schedule, minimum one-hour will be charged and collected by the Mason County^ilding Department prior to any further inspections being performed or approvals granted. X V 37) Air distribution systems shall be provided with smoke detectors installed in return air systems with a design capacity greater than 2000 cfm, in the return air duct or plenum up stream of any filters, exhaust air connections, outdoor air connections, or decontamination equipment and appliances, unless all portions of the building served by the air distribution system are protected by area smoke detectors connected to a fire alarm system installed in accordance with the 2012 International Fire Code and the smoke dection system is installed in accordance with the 2012 International Mechanical Code, Section 606.4. Smoke section systems where required shall be installed in accordance with the 2012 International Mechanical Code, §artion 606. X COM2014-00045 Page 9 of 13 38) In addition to the inspections required in IBC, Section 109, the owner, the engineer or architect of record acting as the owner's agent shall employ one or more special inspectors who shall provide inspections during construction on the types of work listed under Chapter 17 and as specified by the design professional. The special inspectors duties & responsibilities shall be as specified in Chapter 17. SPECIAL INSPECTIONS SHALL BE PERFORMED BY MATERIAL TESTING &CONSULTING IN ACCORDANCE WITH PLAN SHEET S1.03 FOR THE FOLLOWING WORK: 1) Soils 2) Strucutral and other steel 3) Concrete 4) Masonry 5) Wood Framing 6) Suspended Ceiling Grids 7)Anchored Veneer Special inspection reports shall be submitted to the Mason County Building Department, 426 West Cedar St, Shelton WA 98584 and available for inspection. Inspection reports shall be completed and submitted to the dept. for each inspection on a daily basis whenever work is performed. Relevant reports shall be submitted prior to the framing and final occupancy inspections. X a 1 39) In addition to the special inspections specified on sheet S1.03 the following inspections shall be required for structures assigned a risk category III in accordance with the 2012 International Building Code (IBC)Table 1604.5, and/or located in Seismic Design Category D. 1) Periodic special inspection during anchorage of electrical equipment for emergency or standby power systems. (ref. IBC 1705.11.6#1) 2) Periodic special inspection is required during anchorage of storage racks 8-feet or greater in height(ref IBC1705.11.7) 3) Fire resistant penetrations and joints shall require special inspection of penetration fire stop systems in accordance with IBC 714 and joints in accordance with IBC 715. Penetration firestops shall be inspected by an approved agency in accordance with ASTM E 2174. Fire-resistant joint systems shall be inspected by an approved agency in accordance with ASTM E 2393. X- A 40) The stage, identified as room 401, shall comply with all specifactions of the IBC, IFC, and UMC including IBC Section 410. Emergency ventilation shall be provided by roof vents constructed to open automatically as depicted in detail 1, sheet A8.0 and located on sheet A2.10. Vents shall be installed in accordance with Section 410.3.7.1 and labeled in a permanent manner. X A_/ - COM2014-00045 Page 10 of 13 41) A structural observation report, as defined in Chapter 17 of the International Code, shall be provided to the Mason County Building Department. Reports shall be prepared by the engineer or architect of record responsible for the structural design or another engineer or architect designated by the engineer or architect or record. STRUCTURAL OBSERVATION SHALL BE PERFORMED AS APECIFIED ON SHEET S1.03 BY THE ENGINEER OF RECORD, JACK PINKARD, OR HIS DESIGNATED REPRESENTATIVE IN ACCORDANCE WITH THE 2012 INTERNATIONAL BUILDING CODE, 1704.5 AND SHALL INCLUDE THE FOLLOWING: " Periodic visual observation of the structural systems for general conformance with construction documents at significant construction stages. * Review of testing and inspection reports Structural observation reports shall be submitted to the Mason County Building Department, 426 West Cedar Street, shelton, WA 98584, following each structural observation inspection or report and prior to the framing inspection(s). A final observation report shall be submitted prior to the final inspection of the structure. Written statements shall indicate the permit number, type of inspection, and identify any reported deficiencies. Structural observation is defined as the visual observation of the structural system by a registered design professional for general conformance to the approved conformance to the approved construction documents at significant construction stages and at the completion of the structural system.") X 42) Temp ary erosion control measures must be implemented to prevent water quality degradation of adjacent voWrs or wetlands. Silt fencing, straw, or surface matting must be installed and maintained until upland vegetation has become established. X ccJJ)) 43) This project is approved with 1-hour fire barrier and 2-hour fire walls specified throughout the structure and specified on sheet A0.02. The fire-resistive assemblies shall be constructed in accordance with Chapter 7 including fire walls constructed in accordance with Section 706, fire barriers in accordance with Section 707, opening protection in accordance with Section 716, and penetrations in accordance with Section 714. The fire r sistive assembly shall be have structural stability and be continuous as required in the referenced sections. X 44) The en facilty shall be designed and constructed to provide accessibility to persons with disabilities in accordance with the 2012 International Building Code (IBC) and ICC A117.1. Accessible means of egress shall be provided in accordance with IBC Section 1007. accessible entrances and parking shall be provided in the amount specified in Sections 1104, 1105, and 1106. Accessible wheelchair spaces shall be provided in assembly areas in accordance with Section1108. Plumbing fixtures including water closets, showers, sinks and lavatories, and drinking fountains shall be accessible. Other areas including the kitchen area, check out aisles and service counters, and sports facilities shall also be provided with elements that are accessible to persons with disabilities in accordance with IBC and ICC A117.1. /7A COM2014-00045 Page 11 of 13 45) A special inspection of the bleachers shall be required in order to verify that the system is installed in accordance with the engineered design . The special inspectionshall be performed by by the Washington State licensed design professional and inspection report(s) shall be submitted to the Mason County Building Department. X 46) In addition to the ordinary inspection and test requirement special inspections of the smoke control systems shall be tested and inspected to verify proper commissioning of the smoke control design and final installation are conducted in accordance to approved design and in accordance with the 2012 International Fire Code, Section 909. Special inspectors furnish inspection at all times that their presence is required by the code, the plans and specifications, and the enforcing jurisdiction. Good communication between the special inspector and the designer, contractor, and building department is essential.
