ALSO BULKHEAD MODIFICATIONS. Dear Applicant: Pursuant to your application, a site pre-inspection (SPI) was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 12/24/2015 Page 1 of 4 SP12015-00101 t Site Inspection 12/24/2015 Case No.: SP12015-00101 Comments: Pre-inspection for John Watt on Dec. 4, 2015: The pre-inspection to evaluate the options to remodel or rebuild a single-family residence on a parcel [PN: 12221-24-00011] located along the shoreline of Case inlet North Bay adjacent to State Route 302. The 50-ft. wide parcel west of the road is sloped near the road, then fairly level and has a concrete bulkhead and inset ramp along the beach. The existing home is located at the bulkhead that is faced with rock aggregate surface and very close (+/- 5 ft.) to north side property line. The proposed replacement and/or additional areas would be located at the proper setbacks based upon this inspection. These findings state regulations in effect at inspection time, unless noted otherwise. Development Regulations standards: _Y_ The site is in Rural Residential 5 zone. Standard building setbacks are 25-foot front yard setback, and 20-foot side property line and rear yard setbacks. These setbacks are measured from structures above grade such as roof overhangs, stairs, balconies, decks, heat pumps, storage buildings, and fuel tanks. _Y_ An exception is made for lots less than 100 feet in width, where side yard setbacks are equal to 10 percent of the lot width, but no less than 5 feet; this property has 5 ft. side yard setback. _Y_ An administrative variance may be requested to reduce these setback distances from property lines, to as low as 5 feet (side yard), if the size, shape, or features of the property constrain development from the proper setbacks. This process requires application and review at the time of the building permit submittal. Resource Ordinance Standards: _N_ Wetland critical area: Planning staff confirmed that the parcel does not contain certain wetlands, which are regulated under Mason County's Wetlands chapter 17.01.070 of the Mason County Resource Ordinance. The applicant will not need a wetlands special report during development review. The property has subsurface seepage in the area at the lowest point of the existing driveway. Stream setbacks: If a stream were present, setbacks from the stream would be determined by the Mason County Resource Ordinance. No stream is observed within a distance close 12/24/2015 Page 2 of 4 SP12015-00101 Site Inspection 12/24/2015 Case No.: SP12015-00101 enough for standards to apply to proposed development. _N_ Slope or Landslide hazards: Slopes is generally around 10 percent adjacent to or within 300 feet of a proposed project were observed along the shoreline. No geologic special report (geologic assessment or geotechnical report) is needed during development review. _Y_ Shoreline setbacks: The shoreline designation for North Bay Case Inlet is Urban Environment per the Mason County Shoreline Master Program and development setbacks would be determined by the Mason County Resource Ordinance. The general provisions include that the shoreline setback is determined by determining the view common line, from the roofline of the adjacent residence on each side of the subject parcel to the ordinary high water mark (OHWM) of the Hood Canal shoreline. Any portion of the new structure, including decks, balconies, and rooflines, must be behind this common line. Shoreward of this line for 15 feet toward the shoreline is an area that may be used for lawns, patios or landscaping (development at grade level). From that point toward the shoreline is considered to be a required vegetated buffer that must remain and is regulated by the Mason County Resource Ordinance Fish and Wildlife Habitat Conservation Areas Chapter. Within this chapter are those activities listed that can be done both with and without a Mason Environmental Permit; proposed deck or gazebo structures are reviewed by the area permit planner prior to starting these type of activities. The applicant inquired about options to remodel or rebuild the existing small building located between the state highway and the bulkhead. The building is considered non-conforming to current development standards. It is small (575 sq. ft.) and the water side of the building is sitting on the bulkhead. The setback of this structure is non-conforming; typically there is a minimum of 5 feet from side property lines and 15-ft. setback from the bulkhead or OHWM; and the structure is closer to the saltwater than the common line that is a diagonal line roof eave-to-roof eave crossing the subject property (shown on the enclosed aerial images; and passing through the roof ridge at the existing chimney). The property is about 150 feet deep, and there is 100 to 120 feet of lot depth that is more upland of the common line location and available for proposed development. The existing 20-ft. west portion of the small residential building can be rebuilt as existing footprint, but cannot be proposed as a second floor area expansion (due to the non-conformity). The footprint east 12/24/2015 Page 3 of 4 SP12015-00101 Site Inspection 12/24/2015 Case No.: SP12015-00101 and landward of the common line, and also 35 feet from the bulkhead, can be rebuilt and expanded as long as it meets side and road setback standards. In proposing new development, note that the floodplain hazard area of this part of the North Bay Case Inlet overlays on the first 18 to 20 feet of the property (lilac color area on enclosed aerial). It is prudent to elevate the foundation of the structure to minimize damage from higher tides occurring in the area; and prepare a flood elevation certificate as part of the permit reviews. A proposed bulkhead, ramp, or steps repair will need a building permit showing the scope of the repairs, environmental checklist, and shoreline exemption. You would need to confirm with the Environmental Health Dept. and Public Works-Utilities Dept. what their sewer system standards are to make sure about the adequacy of supplying a septic effluent disposal for the proposed development. General process: Future development must include a site plan, showing all setbacks from property lines, shoreline, road, and existing and proposed improvements; this site plan will be needed for building permit application submittal and review. I understand our available foot print to be the old home (note the side setback for this is less than 2 ft.) and then 35 feet back from the furthest forward bulkhead with 5 foot setbacks on each side (also only one story for the waterside 10 feet of the old building). Additionally, I plan on the first floor being about 4 ft. higher than the bulkhead. It is not my intension to utilize this entire footprint. Please confirm that I am interpreting this correct.
