The Appellant stated on her petition that she had an appraisal completed for probate by an independent appraiser for$1,617,875. The Assessor provided four comparable sales ranging, as adjusted, from $1,785,838 to $ 2,754,520. The subject property falls within this range. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $160,850 and improvements at$2,409,400 for a total of$2,570,250 for the subject parcel. Therefore, the Board sustains the value for the land at $ 44,240 and improvements at $455,555 for a total of $499,795 for the subject parcel. The Appellant stated that the property was purchased on October 26, 2022 for$415,000 and he believes that is the true and fair market value. The Appellant provided three comparable sales that were outside of the neighborhood, Grandview Heights. The Assessor stated during testimony that the subject property was reduced to $435,760 and that the entire neighborhood, Grandview Heights, was adjusted as part of the equalization process. The Assessor provided three comparable sales within the subject neighborhood ranging, as equalized, from $429,963 to $464,907. The subject property falls within this range. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $ 31,365 and improvements at $404,395 for a total of $435,760 for the subject parcel.
