Shelton, WA 98584 RE.- Habitability and Posting of Apartment #204. Dear Mr. Pennock: On April 30, 1996Mason County Building Department received a complaint regarding apartment number 204 for safety violations. The first of two inspections was done on May 13, 1996 with the permission of the occupant per the 1994 U.B.C. Section 104.2.3. The first inspection revealed a number of fire, and life safety issues the were documented by pictures. A second inspection in conjunction with the Department of Labor and Industrial Electrical Inspection Division classified unit number 204 under U.B.C. Section 102 - UNSAFE BUILDING OR STRUCTURE. The reasons of inadequate maintenance, dilapidation, obsolescence, fire hazard is for the purpose of this section. This structure shall be abated for repair, demolition or removal in accordance with the procedures set forth in the "DANGEROUS BUILDING CODE" or such alternate procedures as may have been or as may be adopted by the jurisdiction. Other appendages or structural members which are supported by, attached to, or a part of a building and which are in deteriorated condition or otherwise unable to sustain the design loads which are specified in this code are hereby designated as unsafe building appendages. The following violation were found during inspection and documented by pictures: 1). Disconnected electrical heater in master bedroom with bare wires exposed. (Per L&I report wires were alive and not turned off at electrical panel). 2). Shorting out bathroom light fixtures, (Bathroom electrical wall heater not working). 3). Electrical wall heaters not working in rest of apartment. (Per 1994 U.B.C. Section 310.11; each dwelling unit, shall be provided with heating facilities capable of maintaining a room temperature of 70 degrees at a point 3'feet above the floor in all habitable rooms. " Pennock Page 2-3 4). All electrical repairs shall be done by permit and completed inspected and approved by Industrial Electrical Division. Per 1994 U.B.C. Section 108.5.4 and N.E.C. (See electrical inspection correction report for needed electrical repairs.) 5). Rear kitchen door, porch cover had collapsed. 6). Garage door header has failed(center post has been removed) roof is sagging and cannot sustain design load. 7). Roof is leaking in a number of spots and ceiling titles are wet and now sagging also. Due to inadequate maintenance, 1994 U.B.C. Section 102. (NOTE: For spot repairs no permit is required if fully re-roofed a roofing permit is required.) 8). Bedroom window will not open. Smoke detector was not working properly (9 volt type ONLY) in hallway ahead of bath and bedroom. Other items noted as maintenance ONLY not for FIRE, LIFE and SAFETY. 1).
