STORM WATER& EROSION CONTROL Escape of silty water or mud from this property shall be considered a violation of County and State storm water management regulations and could subject the applicant(s)to civil fines or penalties.All American Geotechnical has prescribed stormwatei control and erosion abetment measures, which shall be adhered to by the applicant. No more than 32,670 sq. ft of contiguous ground disturbance for development purposes, and no more than 5,000 sq. ft. of contiguous new impervious surfaces(not including roofs) is allowed without an engineered stormwater and erosion control plan. The applicant shall provide a Minimum Requirements 1-5 narrative prior to permit issuance. The erosion and stormwater facilities shown on this plan (if any) are the minimum requirements for anticipated site conditions. These facilities shall be upgraded as needed for unexpected storm events and to ensure that sediment and sediment-laden water do not leave the site. * 3. FLAGGING All harvest unit boundaries to be flagged at visible intervals. * 4. STREAM SETBACK The do-not disturb buffer for the Np stream is 75'. * 5. STEEP SLOPES This site contains steep slopes. Geotechnical reports have been prepared by All American Geotechnical. No logging shall occur in the landslide hazard areas mapped in the reports. * 6. HOURS OF OPERATION Noise associated with this application shall not exceed what is allowed under Mason County Code 9.36. Harvest operations shall start no earlier than 7:00 AM and shall end before 8:00 PM on a daily basis. * 8. SLASH ABATEMENT This Forest Practice Application indicates that forest debris resulting from the proposed logging operation may create an extreme fire hazard under RCW 76.04.600 and WAC 332-24-650. An extreme fire hazard could be created if one or more of the conditions found in WAC 332-24-650 is located within 100 feet of the running surface of a public road; or is within 500 of an existing structure and/or designated public use area, which is not owned by the owner of the fire hazard area. The land owner is fully liable in the event of fire, if he or she fails to appropriately abate the hazard. Extreme fire hazards shall be abated by removing the forest debris, or by other means approved by the Washington State Department of Natural Resources (DNR). Projects which disturb more than one acre(regardless of total lot size)will require an engineered stormwater plan consistent with the Mason County Stormwater Ordinance(Chapter 14.48.)and the 2012 WSDOE Stormwater Manual.Applicants will be charged for Public Works staff time to review these plans and applications. FINDINGS The proposed FPA is compliant with the following conditions: The proponent has paid the prescribed fees. The proponent has filed a complete, signed application. A map has been received that complies with the requirements of 11.05.120: (I) Harvest boundaries and tree retention areas. (II) The approximate location of any structures. (III) The location of all existing and proposed streets, right-of-ways, easements, skid roads, haul roads, and landings within the proposal. (IV) The location of future land development including stormwater management facilities and vegetation to be retained for site landscaping, open space, wildlife habitat, screening, and/or buffers. BWJ Forest Practices 2 Olympia,Washington 98516 AAG21-146 11/12/2021 Allyn,WA Applicant Name: NW Green Construction Site Address: XXX-E Homestead Drive Hello Dan, Regarding LRG2021-00003 and FPA 2021-00014, 1 went out the Homestead Road property last week, to inspect for both projects. I have a mixed bag of findings to report. There has been extensive grading on the road that will serve eventual lots 2 and 3.As I recall, in the pre- application meeting we discussed that you could do some cleanup work for the existing roads, but what I was talking about is more like what has been done on future Lot 4, not what was done on future Lots 2 and 3.The work that was done on Lots 2 and 3 in all likelihood requires a Land Modification permit and by the time it is surfaced,will require an engineered stormwater and control plan. Speaking of which, there is a lot of lose and unprotected soil that has been disturbed and I saw no temporary stormwater and erosion control features on the site.You need to get these up before the rain comes. In terms of the logging proposed for the homesites on future Lots 2 and 3, are you done, or do you want to more? If you want to cur more,the units need to be flagged.This is also true of Unit 1 which appears to be untouched. I see that the south line of the property east of the road has been flagged and that is probably sufficient for that unit. I know that you are working on getting a geotechnical report or geological assessment for Unit 4.This document needs to also cover the ravine on the west side of the road. I also note that in the clearing and grading of future Lot 2, soil, downed trees and other vegetation were pushed over the edge of the ravine.The geo-tech is going to have to address that activity and you may well end up having to pull that material back from the edge. I was able to confirm that no stream exist in the ravine west of Homestead Rd. While my review will continue with that understanding, if you want the map changed,you would need to apply for something called a Water Type Modification from the DNR. I found the test holes on all four future lots, but the Health Dept will want the location of these holes depicted on the map and the holes flagged in the field. I did find the stream shown on GIS located at the east end of the UGA parcel above SR 3 and it had water in it. I placed a blue and white striped ribbon at the point the stream is wet.This is a presumed Np stream with a 100 no cut buffer, which needs to be flagged in the field. Per my earlier massage about the large lot subdivision submittal, here is a list of the items needed to formally begin the review: *Signed and notarized Declaration of LLS *Tract Book Ownership Report *Survey Closures (as James Turnbow about these if you don't have them) *Pages 2 and 3 of the EH Land Use Evaluation form. Probably requires a Grading permit and will probably require engineered stormwater review when surfaced. There was also significant tree cutting, stumping and grading for future homesites on future lots 2 and 3. Not clear if additional clearing and cutting is desired at these locations.There is no unit flagging or visible evidence of any stormwater and erosion control best practices. Soil,tree trunks and root wads have been pushed to the top edge of a steep ravine on future Lot 2. All four LRG lots have test holes, but no flagging. Did find property line flagging on the south boundary of the parcel east of Homestead Rd and the south line of the UGA parcel. The stream shown on GIS west of Homestead Rd does not exist. The stream shown on GIS at the east end of the UGA parcel was found and had water in it. I placed a blue and white striped ribbon at the point the stream is wet. Presumed Np with a 100' no cut buffer. Steep slopes on both sides of Homestead Rd. The information presented in this letter is based on public records research and the on- site review conducted on 9/9/21.The field review consisted of walking the property and surrounding area to assess the nature of the existing site conditions. The following is a summary of findings and subsequent recommendations for your consideration: Site Review & Conditions - The site consists primarily of moderate slopes, generally descending from the west down towards Homestead Road. - An existing ditch with check dams exists along Homestead Rd. - The existing access off Homestead Rd. is located approximately 600' from SR3. - Existing (previously established) access roads were stripped of over growth vegetation, exposing the native material. - Several stripping piles were placed adjacent the access roads at intermittent locations. - The Web Soil Survey classifies the native soil as an Alderwood Gravelly Sandy Loam with moderate to high infiltration rates and a lower run-off potential. The on-site review confirmed the soil type classification properties. - The entire parcel is heavily vegetated with well established ground cover, including immediately adjacent the access roads. - No existing erosion or sediment displacement was observed. Recommendations (All BMP references per Western WA DOE Stormwater Manual) - No additional stripping or vegetation removal at this time. - Minor re-shaping of the existing access road surface to have a cross slope of 1%-2% from north to south on main access road (sloped left on upgrade) and west to east on spur access road (sloped right on upgrade). - Place and compact a crushed aggregate Ballast or 3" minus crushed material over the road and landing area surfaces. - Stabilize construction entrance with quarry spalls (BMP C105) - Mulch remaining exposed soil areas except stripping piles (BMP C121) - Cover stripping piles with secured plastic and direct potential stormwater towards naturally vegetated areas. (BMP C123) - Monitor site during and after prolonged heavy rain events to ensure proper function and performance. Make repairs and corrections as needed. In the event erosion and sediment displacement occurs along the road, installation of check dams (BMP C207) or similar may become necessary. These findings and recommendations are made based on the information available as described within this letter. Upon discovery of any differing site conditions or new information, M2 Consulting, PLLC, at it's sole discretion, may revise these findings and recommendations.
