MASON COUNTY DEPARTMENT OF COMMUNITY SERVICES DETERMINATION OF NONSIGNIFICANCE (WAC 197-11-340) SEP2021-00069 Description of This SEPA is associated with a Class IV G FPA to log Proposal: approx. 17 acres of a 45-acre site consisting of two parcels. The 40-acre parcel is zoned RR-10 and is bisected by E Homestead Drive.The adjacent 5- acre parcel is in the Allyn UGA, zoned R-1.Two mapped landslide hazard areas are on this site. All American Geotechnical has prepared geotechnical reports for the logging, and the report has been determined to be complete.The 40-acre parcel is concurrently being reviewed for a SEPA exempt 4- lot large lot subdivision.Staff found a seasonal non-fish stream near the southeast corner of the project. For the purposes of this review the stream is assumed to feed North Bay and be jurisdictional. This Ns stream requires a 75' no-cut buffer. ARCHAEOLOGICAL RESOURCES Archaeological or historical resources, such as ruins, sites, buildings, artifacts,fossils, or other objects of antiquity that may have significance from an historical or scientific standpoint, which may be encountered by the developer/contractor, shall not be further disturbed. If the developer/contractor encounters any such artifacts, he/she shall immediately stop work and notify Mason County and the Washington State Department of Archaeology and Historic Preservation. Failure to do so may result in civil penalties. 2. STORM WATER & EROSION CONTROL Escape of silty water or mud from this property shall be considered a violation of County and State storm water management regulations and could subject the applicant(s) to civil fines or penalties. All American Geotechnical has prescribed stormwater control and erosion abetment measures, which shall be adhered to by the applicant. No more than 32,670 sq. ft of contiguous ground disturbance for development purposes, and no more than 5,000 sq. ft. of contiguous new impervious surfaces (not including roofs) is allowed without an engineered stormwater and erosion control plan. The applicant shall provide a Minimum Requirements 1-5 narrative prior to permit issuance. The erosion and stormwater facilities shown on this plan (if any) are the minimum requirements for anticipated site conditions. These facilities shall be upgraded as needed for unexpected storm events and to ensure that sediment and sediment-laden water do not leave the site. 3. FLAGGING All harvest unit boundaries to be flagged at visible intervals. 4. STREAM SETBACK The do-not disturb buffer for the Np stream is 75 . 5. STEEP SLOPES This site contains steep slopes. Geotechnical reports have been prepared by All American Geotechnical. No logging shall occur in the landslide hazard areas mapped in the reports. 6. HOURS OF OPERATION Noise associated with this application shall not exceed what is allowed under Mason County Code 9.36. Harvest operations shall start no earlier than 7:00 AM and shall end before 8:00 PM on a daily basis. 7. SLASH ABATEMENT This Forest Practice Application indicates that forest debris resulting from the proposed logging operation may create an extreme fire hazard under RCW 76.04.600 and WAC 332-24-650. An extreme fire hazard could be created if one or more of the conditions found in WAC 332-24-650 is located within 100 feet of the running surface of a public road; or is within 500 of an existing structure and/or designated public use area, which is not owned by the owner of the fire hazard area. The land owner is fully liable in the event of fire, if he or she fails to appropriately abate the hazard.
