The proposed action is the installation of a bulkhead,pier and float,and shoreline access stairs.The structures
will e constructed per engineereddrawings wings using s s t - s n
yellow cedar,galvanized or stainless steel hardware,and concrete. See attached JARPA and BE for additional
details.
7. Describe why the action requiring this permit cannot be avoided.
Approximately forty-five(45)feet of shoreline at the site,from the adjacent concrete bulkhead along the north
property line moving southward,suffered a slide that deposited trees and other native vegetation into Lake Cushman.
The bluff toe at the site exhibits erosion damage that is common to the Lake Cushman shoreline.The primary cause
of this erosion and concomitant shoreline instability is the seasonal raising and lowering of Lake Cushman. See BE,
sec 1.1 and 1.2 for details.
