Title 14,Chapter 14.48 of the Mason County Code(MCC)regulates compliance requirements for Stormwater Management in this jurisdiction.A complete copy of the ordinance can be found on the Mason County website: http//www.co.mason.wa-us/code/commissioners/index.htm Please follow the links to"Title 14,Chapter 14.48 Stormwater Management". Regulated activities shall be conducted only after Mason County Public Works approves a stormwater site plan (Mason County Code Title 14 Chapter 14.48 section 14.48.70).You will receive a copy of the Public Works document entitled "Managing Storm Drainage on Small Lots, The Small Parcel Stormwater Site Plan". This document will assist you in preparing the necessary information and plans for Public Works to review and approve. Per Department of Public Works this document will constitute an approved plan if all of the relevant details' are to be installed in their entirety AND no part of the stormwater system adversely affects any septic system(see Environmental Health information below). If an alternative system is to be used a plan will need to be submitted to Public Works for approval. Case No.s: SWG2019-00252, WA12019-00063 Small Parcel Erosion and Sediment Control(ESQ Plan & Permanent Stormwater Ouality Control(PSOQ Plan Stormwater Site Plan (SSP) Narrative The Lafleurs are in the process of developing their property located at the above E Victor Road in Belfair, Washington. Roughly half of the 6.72 acre property is un-developable because of stream setbacks(165' either side of an un-typed stream)and hazard area slopes (>40% slopes). The easterly half of the property has been cleared of trees and understory brush and except for a cleared area where the septic system and residential features are planned the property is being kept in a pasture condition. Roughly 1'/z acres of the easterly portion of the property is currently kept as a pasture. The Lafleurs plan to develop the property with a residence, and attached garage-shop (2,542 sqr ft), and a horse shelter(14'x42' =488 so. The residence, driveway and parking areas encompass approximately 0.5 acres (21,490 so. With more then 2000 square feet of impervious surfaces (driveways,parking and rooftops), Mason County has required the Lafleurs to have a stormwater plan developed by a professional engineer. With half the property encompassing roughly 3.3 acres,the 21,490 sqr ft of imperviousness amounts to approximately 15%of the site. A large portion of the impervious area will shed runoff onto the planned pasture so the runoff from the parking and driveway area near the residence will bee filtered and treated before it is delivered to the rock lined swale. The proposed residence, shop/garage and other residential features are planned at the top of an easterly ascending slope. The hillside slope east of the crown of the hill has descending relatively modest slopes(—26%or less) and the hazardous slopes (>40%) are located approximately 160 feet east of the proposed development area. An un-typed stream is located roughly 230 feet east of the proposed development area. Because of the stream setback, the hazard area's 50' vegetated buffer is well inside of the stream 165' buffer which has been used as the allowable building restriction for both the stream and the slope restrictions. To reduce the volume of stormwater runoff delivered easterly towards the E Victor Road, it is proposed that roof runoff from structures located at the crest of the hillside slope be delivered to"level File:C.(Projects"leur SFMSSP-Rpt 1 of 2 2/18/2021 TAHJA ENGINEERING, Inc. Stormwater runoff produced by the driveway and parking area(s)will be directed towards the existing stormwater ditch located along the southerly and westerly boundaries of the Lafleur property. The existing ditch is proposed to be lined with riprap rock (1 man rock& quarry spalls) including riprap rock check-dams installed on 30 to 50-foot intervals. Stormwater runoff from the property currently is discharged either east of the development area or is directed to the west and an existing ditch which relieves itself through an existing driveway culver located on the corner of the property and the E Victor Road. Discharging structure roof runoff to the east will diminish the runoff being discharged to the west and ultimately the E Victor Road and eventually Case Inlet, a quarter mile west of the Lafleur property. In order to prevent erosion and trap sediment within the project site,the following Best Management Practices (BMPs) will be used approximately as shown on the Erosion and Sediment Control (ESC) plan. • Clearing Limits will be marked by fencing or other means (ribbons) on the ground. • The driveway has already been constructed and is in use by the neighboring property. • Water will not be allowed to point discharge onto slopes,but will be tight line conveyed to level spreader trenches install in convenient locations near structure corners. • Silt fencing is already in placed along the lower edge of the pasture. The property has been logged and cleared under the"Moon"ownership in 2011. The Lafleur's planned improvements are primarily planned on the property in locations that are currently used for parking and driving areas and don't represent an appreciable change in the amount of imperviousness. Development of the property as the Lafleurs are planning will not impact neighboring properties or waters of the State.
