INTRODUCTION
Background
In April, 1991 the Washington State Department of Ecology issued a National Pollutant
Discharge Elimination System (NPDES) Waste Discharge Permit to the Alderbrook Inn. This
permit authorized Alderbrook Inn to operate their wastewater treatment facility and discharge
treated wastewater into Hood Canal. This permit, number WA-003775-3, also identified certain
Special and General Conditions which must be met by Alderbrook Inn.
In this permit, Condition S 10 - Schedule of Compliance states the following:
The Permittee shall achieve compliance with the effluent limitations specified for
discharge in accordance with the following schedule:
3. By October 10, 1991 (6 months from the effective date of this permit) the
permittee shall submit an Engineering Report for pump-out facilities at the
Marina.
In order to comply with this condition, in August 1991 Alderbrook Inn retained Parametrix, Inc.
to prepare the required Engineering Report.
Description of Facilities
Alderbrook Inn Resort is located on the southern area of Hood Canal near the Community of
Union. The resort provides overnight accommodations for guests in a hotel, motel and
individual cottages. Also, the resort operates a restaurant and conference center which provides
numerous meeting rooms.
The resort is located directly adjacent to Hood Canal and provides water access to and from the
resort using a marina consisting of a 1,000-foot-long floating walkway and vessel moorage dock.
The water depth at the end of this walkway is sufficient for large deep draft vessels. No
wastewater pump-out facilities for the vessel sewage holding tanks are, however, currently
provided.
One alternative for guests to access the resort is from their boats via Hood Canal. Also, guests
can launch their boats near the resort so they can use the boats during their stay. In either case,
these boaters are encouraged to tie their boats along the floating walkway and use the hotel,
motel or cottages for their evening accommodations. Some guests may, however, reside on their
boats when they are tied to the dock. This moorage is, however, only temporary.
The location of the Alderbrook Inn marina, including the floating walkway and vessel moorage
dock, is shown in Figure 1.

Description
To provide for wastewater collection from the sewage holding tanks aboard any vessels using
the Alderbrook Inn marina, a wastewater pump-out station is necessary. This station would be
installed in a location readily accessible to all boaters.
This pump-out facility would consist of a dock mounted package type marine pump-out station.
It would contain a suction hose and pump to transfer the wastewater from the boat holding tank
to the wastewater collection system serving the Alderbrook Inn. It would then receive treatment
at the existing Alderbrook Inn treatment plant and discharge into Hood Canal via an existing
outfall.
Individual boaters would move their boats to the pump-out station as necessary for service.
They would pump-out their holding tanks and then return to their temporary moorage space.
Boaters in the general area could also use this facility to pump-out their holding tanks as
necessary.
Design
The conceptual design for an Alderbrook Inn Marina Wastewater Pump-Out Station is shown
in Figure 2. This facility would use a marine pump-out station as manufactured by Pump-A-
Head San Diego, California or equal. A copy of this manufacturer's information on their pump-
out station is also in the Appendix.
This proposed station would pump wastewater from the end of the Alderbrook Inn dock to an
existing wastewater pump station manhole located on shore next to the Inn's main building. The
holding tank wastewater would then be combined with Inn wastewater and be pumped directly
to the treatment plant.
The proposed station would provide adequate holding tank pump facilities for the Alderbrook
Inn marina and any other transient boats in the area.

IMPLEMENTATION ASPECTS
Cost Estimate
The estimated construction cost of the Alderbrook Inn Marina Wastewater Pump-Out Station as
shown in Figure 2 has been prepared and is presented in Table 1. The total projected costs are
estimated at $11,600.00.

Project Financing
The Washington State Parks and Recreation Commission (State Parks) administers a boat sewage
pump-out/dump station program. This program distributes funds for the construction of pump-
out and dump stations at both public and private marinas throughout the State. Funds from this
program may be available to help finance the construction of the Alderbrook Inn Marina
Wastewater Pump-Out Station.
The next application period for project funding requests is expected to open in November-
December 1991. The application period would likely close in January 1992 and the project
funding list issued in the spring 1992. The Alderbrook Inn Marina Wastewater Pump-Out
Station may have an opportunity for financial assistance from the program. For this reason, it
is recommended that an application for project funding from this program be submitted to the
State Parks as soon as the application period is opened.

Schedule
Given the possibility of financial assistance from State Parks for this project, construction of the
Alderbrook Inn Marina Wastewater Pump-Out Station should be postponed until the State Parks
1992 project funding list is issued. Construction could then proceed in the early summer of
1992.
