Thank you for the opportunity to comment on the determination of nonsignificance for the Alderbrook
Creek Footbridge project(SEP2009-00081) located at 7101 East State Route 106 in Union as proposed by
Brian McGinnis, North Forty Lodging, LLC. The Department of Ecology(Ecology) reviewed the
environmental checklist and has the following comment(s):
WATER QUALITY: Roberta Woods(360)407-6269
Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of
Chapter 90.48 RCW,Water Pollution Control, and WAC 173-201A,Water Quality Standards for
Surface Waters of the State of Washington, and is subject to enforcement action.
Erosion control measures must be in place prior to any clearing,grading,or construction. These
control measures must be effective to prevent stormwater runoff from carrying soil and other
pollutants into surface water or storm drains that lead to waters of the state. Sand,silt,clay
particles, and soil will damage aquatic habitat and are considered to be pollutants.
Proper disposal of construction debris must be on land in such a manner that debris cannot enter
streams;e.g.,Alderbrook Creek and its buffers or cause water quality degradation of state waters.
During construction,all releases of oils, hydraulic fluids,fuels,other petroleum products, paints,
solvents,and other deleterious materials must be contained and removed in a manner that will
prevent their discharge to waters and soils of the state. The cleanup of spills should take
precedence over other work on the site.
Ecology's comments are based upon information provided by the lead agency. As such,they may not
constitute an exhaustive list of the various authorizations that must be obtained or legal requirements
that must be fulfilled in order to carry out the proposed action.

It has been determined that the above project will not have any negative
environnental impacts to the Skokomish Tribe or their resources. As such we agree with
your determination of nonsignificance. However,the Skokomish Tribes Tribal Historic
Preservation Officer will be providing comment as to the potential cultural impacts of
this SEPA and you should not move forward with the above project until you receive

11. Give a brief, complete description of your proposal, including the proposed
uses and the size of the project and site. There are several questions
later in this checklist that ask you to describe certain aspects of your
proposal. You do not need to repeat those answers on this page. (Lead

An engineered wood footbridge shall be installed over Alderbrook
Creek. The bridge shall be approx. 35 feet in length, and the footings
shall be located outside of the floodplain. The bridge shall be
constructed of untreated cedar with concrete footings.
12. What is the location of the proposal? Give sufficient information for a
person to understand the precise location of your proposed project
including a street address, if any, and section, township, and range, if
known. If a proposal would occur over a range of area, provide the range
or boundaries of the site(s). Provide a legal description, site plan, vicinity
map, and topographic map, if reasonably available. While you should
submit any plans required by the agency, you are not required to duplicate
maps or detailed plans submitted with any permit applications related to
this checklist The site is located off Hwy 106, south of Union on the
south shore of the Hood Canal. Section 33, Township 22N, Range
03W. The legal description is: SUNNY BEACHPCL 1 OF BLA #04-58.
B. ENVIRONMENTAL ELEMENTS:
1. EARTH:
a. General description of the site (circle one): Flat, rolling, hilly, steep
slopes, mountainous, other.

b. What is the steepest slope on the site (approx. percent slope)? The
streambank has eroded to an angle of 90 degrees or greater in
places (i.e. it is undercut).
C. What general types of soils are found on the site (for example, clay, sand,
gravel, peat, muck)? If you know classification of agricultural soils, specify
them and note any prime farmland. Sand and gravel.
Cl. Are there surface indications of history of unstable soils in the immediate
vicinity: If so, describe. No.
e. Describe the purpose, type, and approximate quantities of any filling or
grading proposed. Indicate source of fill. No filling or grading shall be
done.
f. Could erosion occur as a result of clearing, construction, or use: If so,
generally describe. The WSDE's Best Management Practices shall be
followed during construction to prevent water pollution or
sedimentation.
g. About what percentage of the site will be covered with impervious
surfaces after project constructions (for example, asphalt or buildings)?
The bridge will be pervious to water, so the project will not add any
new impervious surface to the site.
h. Proposed measures to reduce or control erosion, or other impacts to the
earth, if any: WDOE Best Management Practices shall be followed
during construction, and the WDFW's construction rules shall be
strictly adhered to.
2. AIR:
a. What types of emissions to the air would result from the proposal (i.e.
duct, automobile, odors, industrial wood smoke) during construction and
when the project is completed? If any, generally describe and give
approximate quantities, if known. Emissions from any small heavy
equipment use shall be minor.

the site (including year-round and seasonal streams, saltwater,

location on the site plan. Yes, the proposed project site is
located on a stream.

Hi Gloria,
The emergency LWD bank stabilization project has already gone thru SEPA. This area is located upstream from
where the restoration that we discussed will occur(next year), which includes widening the stream, sloping the
banks, restoring and enlarging the buffer, etc.
I will have to check to see if there are any barriers in the proposed restoration area. I assume you are talking
chum, so no barriers higher than 12 inches? I will do this tomorrow.
I have attached some pics of the eroding streambank that appears to need some emergency work. The channel
does not appear to be terribly incised in this area, as the east side bank is quite low. There is plenty of room for
the stream to migrate to the east. I will redraw the plan with a more subtle approach. Thanks. kim.

As for the project itself, we know that rebar anchoring doesn't work and filter fabric should not
be used in-channel. There is also the potential for scour along the toe logs and the stream
is likely to go behind the structure.
We need more detail on the drawing (dimensions, quantities). We need to know what it is
going to look like and the contractor needs to know what to build. You need to be much
more clear about what you're going to do.
Generally banks are a minor contributor to streambed material and the main mechanism at
work here is most likely incision. When we met on site, I thought we had agreed on widening
the stream, sloping the banks and roughening the channel as well as restoring the riparian
buffer zone which was removed for the parking lot. Are those options going to be
implemented next year?

Hi Gloria,
I am faxing over the site plan for the emergency woody debris placement on Alderbrook Creek,
approximately 75 feet upstream from the proposed footbridge. Equipment will be able to cross the
creek without making contact with the water. Woody debris shall be placed outside the active
channel. One large piece of existing woody debris that is located on the opposite (east) side of the
stream (landward of the active channel) shall be moved further to the south (into the floodplain) to
encourage the stream to avulse in that direction, rather than into the bank on the north side. Also,
additional native trees and shrubs are going to be planted on the hillside above the eroding bank.
Let me know if I need to make changes to the plan and I will do so. It appears as if this eroding
bank area(approx. 60' in length) is a considerable source of downstream sediments. And, I think the
DNS has already been issued. I know you are really busy, so if there is anything I can do to make
your workload lighter, let me know. Thanks. kim s.

Hi Gloria,
I am faxing over the site plan for the emergency woody debris placement on Alderbrook Creek,
approximately 75 feet upstream from the proposed footbridge. Equipment will be able to cross the
creek without making contact with the water. Woody debris shall be placed outside the active
channel. One large piece of existing woody debris that is located on the opposite (east) side of the
stream(landward of the active channel) shall be moved further to the south(into the floodplain)to
encourage the stream to avulse in that direction,rather than into the bank on the north side. Also,
additional native trees and shrubs are going to be planted on the hillside above the eroding bank.
Let me know if I need to make changes to the plan and I will do so. It appears as if this eroding bank
area(approx. 60' in length) is a considerable source of downstream sediments. And,I think the DNS
has already been issued. I know you are really busy, so if there is anything I can do to make your
workload lighter, let me know. Thanks. kim s.
