He poured a concrete surface on a bulkhead that used to have a rock surface. He will provide old pictures. He wants to see if he can do something to keep the concrete surface. Perhaps an engineer can help design a mix of concrete and washed rock with a grid surface over the washed rock that will help restore the impervious surface.
