Box 39 E. 50 Seattle Street Union, WA 98592 Re: Proposed Emergency Access Road Dear Steve and Rich: Thanks again for meeting with us this past Monday to review the emergency access road along with John Oblanas and John Golden, the representatives of our neighbors. Our surveyor provided us yesterday with'an electronic copy of a tree survey of the property line to allow our architects to modify the proposed emergency access road. In our meeting, you requested a certain turning radius from the access road to the waterfront area. The attached drawing reflects the 25 foot radius on the inside corner and a 45 foot radius on the outside corner. In our meeting, you also requested that the 20 foot wide emergency access road be straight from the turn all the way along the western property line to the parking lot. Also reflected on the drawing is turn around area for emergency vehicles. As you can see by the attached drawing, were able to accommodate your requirements. This revised access road will require the removal of seven (7) trees that are also identified on the attached drawing. Woerman,AIA MEETING RECORD Page Item Action Due Date 1.1 Meeting Agenda To introduce Steve to the proposed changes at Alderbrook Inn, Review the proposed fire lane,and Review and agree on the firefighting plan for the future resort. 1.2 Steve described Mason County's trucks: Trucks have 200' of pre-connected hose Trucks are 30-35'—no outriggers Trucks should get to within 50' of 25%of structure 1.3 Fire fighting requests for Alderbrook: FDCs to be yellow, FDC must have hydrant adjacent, Hotel bundles to be ready to go, FDCs to be in stairwells—exact location to be determined, Perhaps common standpipe/sprinkler system in the New Wing with dry standpipe outside,to be determined, Storage of ladders and hose bundles to be in the courtyard area— perhaps under the restaurant in the Plaza building,and There will be sprinklers in the pool building. 1.4 Firelane 20' width—preferred straight, 25' inside radius, 45' outside radius, Perhaps could use geoblock for hammerhead—installation n.b., Need striping/signs to maintain fire lane. 1.5 Dock Currently no fire protection on dock. The dock will need to have: Standpipe system Pull station Extinguishers 1.6 Riser&Alarm Panel Has to be located where fire fighters can have easy access. The existing location,with easy access from loading dock, is the preferred location. Require 3' clearance around risers, Need access to alarm panels, Need to have schematics indicating zones. 1.7 Annunciator panel By code has to be near main entrance. Acceptable locations are all by main reception desk—in desktop or adjacent wall,CW will propose location. CW No requirement for voice evacuation alarm. wp:15910.21.01 A MEETING RECORD Page 1.8 Fire Department Connections Steve&Rich requested FDC at three locations; at end of fire lane with view to dock, at the main entrance road at the entrance to the cottages,and at the east end of the New Wing(see attached site plan). Each FDC to have hydrant. The existing FDC at the loading dock can be eliminated. 1.9 Standpipes Steve&Rich requested standpipes as follows; 3 or 4 in the cottage courtyard, 2 in the hotel courtyard,and one on the east side of the New Wing. 1.10 Exit signs Preference is for green lettering Some of the existing signs are too high. END wp:15910.21.01 I r REDEVELOPMENT PLANS AND FIRE PROTECTION PLANNING FOR ALDERBROOK RESORT ISSUES DISCUSSED: 1. Main inn building will be expanded to create a contiguous building connecting to a new motel wing, which will in turn be connected to the Eastwood Building. 2. The exiting pool building will remain freestanding. 3. The existing cottage sites will incur some cosmetic improvements. 4. The dock system will be totally rebuilt. 5. Current planning calls for closure of the facility in the fall of 2002. Reopening plans scheduled for summer of 2003. FIRE PROTECTION IMPLICATIONS Main Inn Building A. The expansion of the Main Inn building and the subsequent construction of a new motel wing connected to the existing Eastwood Building will result in the elimination of a vehicle access route to the interior courtyard. The fire protection implication is that fire apparatus will not be able to access the interior courtyard for rescue or fire fighting operations, including manual hose stream operations. The discussed solutions centered on the following issues: 1. All existing and additional buildings comprising the contiguous building envelope would be fully sprinklered and fire alarmed. 2. A manual dry standpipe system, with fire hose connections, would be installed in the interior courtyard. A fire department pumper would pressurize this standpipe system. Fire hose handlines would be overhauled to the interior hose connections. 3. Due to the lack of interior courtyard rescue access, an interior standpipe system would be installed in the Main Inn building. 4. The existing pool building would be fully sprinklered and alarmed. 5. A Fire Control Station would be developed that would include fire department connections for all sprinkler systems and dry standpipe systems and a master fire alarm panel. The facility would be located at a site directly accessible from SR 106 and would provide a protected area for a fire department pumper to stage. An additional fire hydrant would be required at this location. 6. A peripheral comment in this discussion was that the existing interior hydrant would most likely no longer be usable, since there would be no fire apparatus access to the hydrant. Cottage Site A. The elimination of the interior courtyard access will result in the only interior access to the site being at the east border of the site, via the existing cottage site access road. The discussed solutions centered on the following issues: 1. The cottage site access road would be improved to fire apparatus access road standards, which includes a 20-foot wide driving surface and a 45- foot outside turning radius. 2. It was determined that the required fire apparatus access road standards would apply to a point at the opening of the "horseshoe" created between cottages 1/2 and 21/22. 3. An approved turnaround would be installed at this point. B. Fire protection issues specific to the cottage site include the following: 1. Installation of a manual dry standpipe system, with fire hose connections, in the interior courtyard. A fire department pumper would pressurize this standpipe system. Fire hose handlines would be overhauled to the interior hose connections. The applicant was counseled that the FDC for this system be part of the Fire Control Station referenced in the Main Inn comments. 2. An upgraded fire alarm system, which would include, at a minimum, hard- wired single station smoke alarms in all cottages. The applicant was counseled to have the cottage fire alarms connected to the Fire Control Station referenced in the Main Inn comments. Dock/Marina A. The rebuilding of the dock/pier system would require compliance with Appendix II-C, of the 1997 Uniform Fire Code. This document references fire protection for marinas. Specific discussion issues included the following: 1. A standpipe system would be required for the rebuilt dock system. This would necessitate the installation of a fire department connection near the terminus of the fire apparatus access road at the cottage site. An additional fire hydrant would be required near the proposed FDC. 2. Fire hose stations and fire alarm manual pull stations would be required at specified locations on the dock. Design Issues for Fire Protection Systems 1. NFPA 13 is the applicable sprinkler standard. 2. NFPA 14 is the applicable standard for the standpipe systems. 3. It is recommended that the FDC for the existing Main Inn sprinkler system be relocated to the Fire Control Station FDC location. 4. Mason County Standards for Fire Alarm Systems will apply to fire alarm design and installation. It is recommended that the campus fire alarm system be an addressable system. 5. Fire Apparatus Access Road Standards are excerpted from Section 902 of the 1997 Uniform Fire Code. 6. The Mason County Fire Marshal will require an inspection of the existing fire protections systems, including fire alarm systems, any fixed fire protection systems in commercial kitchens and existing sprinkler systems, to confirm adequate coverage. There is no charge for this service. MISCELLANEOUS ISSUES A. Comments On the Fire Control Station Concept This site, and the proposed changes, presents significant fire protection challenges to Mason County FD 6. The lack of access to the interior of the site is the driver for the reliance on interior standpipes to transport water to hand line crews. The most efficient use of the resources of FD 6 is to locate all fire department connections at one location, adjacent to a fire hydrant. Positioning the campus fire alarm panel at this same location will allow management of the entire fire protection system by one person. This site would essentially become the Command Post for a major incident. B. A fire flow test is to be conducted on the hydrant system serving the site. The Mason County Fire Marshal has the resources to conduct a fire flow test. There is no charge for this service. C. The issue regarding rescue operations in the interior courtyard at the Main Inn was not fully resolved. A comment was made regarding the possibility of storing fire department ground ladders at the site. This issue will be discussed further.
