Woodinville, Wa. 98072 Re: Grading permit GRD92-0025; Highway 101 across from Ayock Beach access; road to subdivision. Mr. Nelson: Mason County Staff were contacted recently regarding the status of the above referenced grading permit . It was discovered that the road permit had never been finaled by us and that there are some deficiencies in the work to date. Following are our concerns. 1. The recommendations in the geotechnical report were not followed. The cut materials were graded over the edge of the slope. The cut area was never protected with rock. The cross culverts were eliminated, except for one. 2 . There is limited erosion control capability. The silt fencing at the base has been nearly topped by sediment. There are no check dams along the west drainage line. There is no vegetation growing on the slopes. There has been no apparent effort to maintain the limited erosion control measures which have been installed. 3 . The small road leading off your road to the Ayock water system was to have been opened such that access to it would be achievable. A culvert in this location would appear necessary. 4 . The secondary runoff collector at the base of the road needs cleaning and new silt fencing or hay bales. The following work, at a minimum, needs to be undertaken to bring this road into compliance. 1. A licensed engineer shall be hired to evaluate the current status of the road, including slope stability, and make recommendations regarding erosion control methods to be employed. 2 . At a minimum, the following erosion control measures shall be undertaken: Recycled ** A retention pond shall be constructed at the base of the culvert area, adjacent to Highway 101, which meets the requirements of the Public Works Department. If there is insufficient room within the easement right-of-way to build such a facility, an alternative design must be implemented. ** The sediment built-up behind the silt fencing shall be removed. New fencing shall be installed where necessary, including at the secondary lower collector. ** All exposed sites shall be grass seeded. ** Check dams shall be installed every fifty feet along the west drainage ditch. 3 . The access road to the Ayock water system shall be opened such that it is possible to drive off your road and onto it. A culvert shall be installed. The Department of Community Development, Planning Division, has approved the permit subject to conditions to be attached regarding the road approach. Final approval by this department is contingent on receiving written notice from the Washington State Department of Transportation regarding their concerns . At this time the permit is in the Mason County Building Department for their review. Upon completion of that review and with the possible inclusion of conditions as noted above, the permit will be issued. Box 358 Woodinville, Wa. 98072 Re: Nelson Grading Permit Application Dear Mr. Rux: Enclosed please find a copy of a letter received from the state Department of Fisheries. This letter addresses stormwater concerns relevant to development of your access road. Any information you have assembled regarding your drainage plan should be forwarded to WDF for their evaluation. Mason County will evaluate the community drainfield system in conjunction with the environmental review which will be undertaken for the Jorstad Creek Mobile Home Park application. WDF concerns regarding the septic system for the park will be considered at that time. We have responded to concerns raised by the Ayock Beach Homeowner' s Association (copy of letters enclosed) . Please note issue number two. .Mason County requests that you submit a letter to us stating that construction of the access road will not eliminate access to the existing Ayock Beach Water System reservoir. It would appear that access could easily be maintained by tying in the water system road with the new road. Any expense resulting from maintaining this existing road connection to the new road will be borne by yourself. The state Department of Transportation has requested that we hold issuance of our grading permit until they have reviewed - and accepted all drainage plans and calculations. We sent copies of the submitted file information to the state Department of Transportation for their review on November 4, 1992 . This is a routine process for projects involving accesses to state highways. They have indicated they will respond to us within the next two weeks. The Planning Department review has been completed and the file is currently in the Building Department for their review.
