Page 1 of 6 CASE NOTES FOR BLD2013-00159 CONDITIONS FOR BLD2013-00159 1) Contractor registration laws are governed under RCW 18.27 and enforced by the WA State Dept of Labor and Industries, Contractor Compliance Division. There are potential disks and monetary liabilities to the homeowner for using an unregistered contractor. Testing shall occur at any time after rough in and after installation of penetrations of the building envelope, including penetrations for utilities, plumbing, electrical, ventilation, and combustion appliances and sealing thereof. The blower door test results shall be recorded on the permanent certificate required located near the electrical distribution panel. Air leakage testing is not required for additions less than 750 square feet. Reference WSEC 105.4 Certificate and 502.4.5 Building Air Leakage Testing. Compliance certificates are available online at the WSU Energy program website titled, "WSEC 2009 Certificate" and are available in %or'/2 sheets. Design, sizing, placement, inspectio and maintenance of stormwater management systems shall be the responsibility of the owner/agent of the developed parcel. To Whom It May Concern, Envirotech Engineering (Envirotech) completed a site visit and conclusions for the planned foundation bearing strata for a typical single family residential structure located at the referenced address. The site visit was conducted on August 22,2013 in order to observe the soil conditions, and assess the suitability of the founding soils for use as bearing strata. Information pertaining to the project was provided by Mr. Topel, owner's representative of the referenced property. Information collected from site observations, and field testing was completed by Michael Staten with Envirotech. The foundation bearing soils appear to be a combination of native overburden and glacial till that were relatively undisturbed. The soils were primarily a Silty Sand with Gravel (SM). The fines content exhibited low plasticity. The bearing stratum was field measured to be dense to very dense. Relative density was assessed by measuring the resistance of hand tools within several locations of the planned building pad. It is concluded that the existing bearing soils and conditions are suitable for a structural pressure of no more than 1500 psf for foundation widths of at least 12 inches. Wider foundations may be required based on structural engineering or County prescriptive requirements. The foundation system may undergo a maximum of 1.0 inch total settlement, and a maximum differential settlement of 0.75 inch. If excessive moisture is permitted within the excavation, or the founding subgrade is significantly disturbed prior to constructing the concrete footings, an additional geotechnical inspection is required. This assessment specifically addresses fill placement and compaction in front of basement foundation walls in order to reduce the structurally designed footing width to minimum County prescriptive requirements. Basically, the passive soil pressures added to the front of the wall will offset the retaining wall backfill pressures in order to provide sliding and overturning stability without extended footing widths. For any concrete retaining basement wall for this project, we recommend that County prescriptive requirements may be used for foundations under the following conditions: 1. No more than 4 feet vertical height is allowed between the top of wall backfill and top of wall infill. 2. Retaining wall backslope shall not exceed 6% for a distance of at least 5 feet. The infill shall be level for the distances provided below,depending on the wall height as measured from the bottom of the footing to the top of the wall. 3. For wall heights exceeding 8.5 feet, but not more than 10.5 feet, the infill shall extend level for at least 10 feet. See calculations below. 4. First off, it sounds like things are working out as planned. Yeah!!! Hopefully you have resolved the inspection issue.....If not it sounds like an inspection may be helpful in order to verify foundation placement, since a geo-professional was involved it also sounds like the geo- professional may need to verify soil conditions for foundation placement. .........Will the foundation be placed on firm-native soil? If not a compaction report will be required by the building inspector. The first county inspection typically means that the building inspector verifies foundation placement before concrete pour in order to verify location and setback to property lines. Property lines need to be marked in accordance with the conditions placed on the permit. If the inspector observes soil conditions that require additional attention, such as the foundation not placed on firm native soil, the inspector would require a compaction report from a soils professional. It does not sound like the following applies but, if the location means a site plan change the modification needs to be approved by planning, building and the health department. If that were necessary please submit the revised site plan showing proposed changes to the permit center so that the process can begin. When there is a geo-report or assessment associated with the project and the new bldg location is outside of the geo approval the geo-professional will need to approve modifications as well. To Whom It May Concern, Envirotech Engineering conducted a site visit on October 22, 2013 to the referenced property, inspected the constructed foundation retaining walls, and is providing this certification. The original assessment, dated August 22, 2013, addressed fill placement and compaction in front of basement foundation walls in order to reduce the structurally designed footing width to minimum County prescriptive requirements. Based on final site observations and information from the proponent's representative, all our recommendations provided in the aforesaid assessment have been accomplished except for a segment of infili bench width within the northwest corner of the home. This bench width measured 3 to 5 feet. After a re-analysis of the backfill and infill, we conclude that the as-built condition is acceptable. We were not present on the site full time, and our services are limited to the scope of work that we performed. This certification does not relieve the contractor of his duties or responsibilities. The slopes are identified as having moderate slope stability according to the Coastal Atlas for Mason County. Due to these observations, a development proposed must meet certain sections of the Mason County Resource Ordinance Standards: _Y_ Slope or Landslide hazards: Slopes over 15 percent adjacent to or within 300 feet of a proposed project were observed. The applicant shall have a qualified geologist or engineering geologist visit the subject parcel and prepare a site analysis to determine whether a geologic special report is needed during development review. _Y_ Slope or Landslide hazards: If the geologist confirms the need for a special report when slopes are between 15 and 40 percent, a Geologic Assessment would be needed to address slope stability, site conditions, and the other requirements of the enclosed landslide hazard chapter 17.01.100 section E. 4. as required by the Mason County Resource Ordinance.
