SFF IMPORTANT G NWL PROVISIONS ON REVERSE SIDE OF APPROVAI NOTE: The Washington Department of Fish and Wildlife (WDFW) has reviewed your plans received on May 15 1995 and inspected the site of the proposed project on June 15 , 1996. WDFW discourages the use of pilings lumber, and other materials treated with creosote and other wood preservatives and recommends instead the use of steel, concrete, or recycled plastic. 1. This project is approved as illustrated in your application subject to the following provisions. 2 . Work below the ordinary hi h water line (OHWL) shall not occur from March 15 through June 14 o any year for the protection of migrating juvenile salmonids. 3 . In addition, work below OHWL shall not occur from September 15 through December 31 and from January 1 through March 1 of any year for the protection of surf smelt spawning beds. 4 . In addition, work below OHWL shall' not occur from January 15 through March 31 of any year for the protection of herring spawning beds. 5. The float and associated moorings shall not ground on surf smelt spawning beds located waterward of the existing bulkhead for 7 feet. The pier, ramp, float and associated moorings shall be located to avoid shading of eelgrass which begins 118 feet waterward of the existing bulkhead. 7. The pier, ramp, and float structure shall not exceed 100 feet in total length. 8. The solid decked portions of the structure shall not exceed the following widths: the 45-foot long pier 8 feet; the 40-foot long ramp 3 .5 feet; and the 20- by 30-foot (U" shaped float, 8 and 5 feet respectively. 9. No more than 20 percent of the float structure located within the beach area shall ground. The grounded portions of the structure shall run parallel to shore and shall either be attached to the float or be molded into the float. The remainder of the bottom of the float structure shall be maintained a minimum of 8 inches above the substrate. 10. Floatation for the structure shall be entirel enclosed and contained to prevent the breakup or loss of tKe floatation material into the water for the life of the structure. 11. As s ecified in the application the 11 piling shall be pressure trea ed with chemonite. The piing, all lumber, and other materials treated with preservatives shall be sufficiently cured to minimize leaching into the water or bed. 12 . All new treated piling to be used for this project shall receive a post treatment vacuum for a minimum of two hours at not less than 22 inches of mercury. Subsequent to release of the vacuum, the piling shall be steamed for a two hour period, followed by a second vacuum of four hours at 22 inches of mercury. 13 . All natural habitat features on the beach larger than 12 inches in diameter including trees stumps, and logs and large rocks shall be retained in their present location following construction. These habitat features may be moved during construction. 14 . The barge and/or construction materials shall not touch the beach in the vicinity of surf smelt spawning habitat. 15. A barge shall not be rounded, equipment shall not be utilized to access the project site, nor shall other project activities take place in the vicinity of the eelgrass beginning 118 feet waterward of the bulkhead at the project site. Shavings from piling, lumber, and/or other materials treated with preservatives, cut or sawn waterward of the ordinary high water mark, shall be contained such that they do not enter wafers of the state. 17. All trenches deppressions, or holes created in the intertidal area shall be bacffilled prior to inundation by tidal waters. 18 . Project activities shall be conducted to minimize siltation of beach areas and bed materials. 19 . If a fish kill occurs or fish are observed in distress, the project activity shall immediately cease and WDFW Habitat Program shall be notified immediately. 20. Debris or deleterious material resulting from construction shall be removed from the beach area and roject site and shall not be allowed to enter waters of the state. 21. Water qua1 .t is not to be degraded to the detriment of fish life as a result of his project.
