Thank you for the opportunity to comment on the determination of nonsignificance for the
Skewis Bulkhead Replacement project(SEP2011-00028) located at 3710 East State Route 302 in
Belfair as proposed by Eric Skewis. The Department of Ecology(Ecology)reviewed the
environmental checklist and has the following comment(s):
WASTE 2 RESOURCES: Mike Drumright(360)407-6397
Property owners, design professionals, and contractors are encouraged to consider how
building materials might be salvaged and reused. Buildings may also be completely
deconstructed to maximize material recovery and recycling. Doors,windows,cabinets and
other valuable fixtures and materials may be salvaged for reuse prior to demolition. Local
salvage and reuse organizations provide services to evaluate,purchase,remove,and re-sell
used building materials;a federal tax deduction may be available for donating building
materials. For assistance in finding local reuse and recycling options for building materials,
contact Ariona at(360)407-6351.
Demolition with Specifically Treated Wood:
The applicant proposes to remove a structure(s)that may contain treated wood. Please refer
to Ecology's publication"Focus on Treated Wood Exclusion,"available at:
httD://www.ecv.wa.goy/pubs/0304038.pdf, for suggested best management practices and
disposal requirements for treated wood. For additional information or clarification,please
contact Dee Williams with Ecology's Hazardous Waste and Toxics Reduction program,at

Property owners, developers, and contractors are encouraged to recycle all possible leftover
construction,demolition, and land clearing(CDL)materials and reduce waste generated.
Recycling construction debris is often less expensive than landfill disposal. Please visit
Ecology's 1 800 Recycle Hotline database at: http:Hl800regycle.wa.gov or call the 1-800-
RECYCLE hotline to find facilities that that will accept your CDL materials for reuse or
recycling.

These control measures must be effective to prevent soil from being carved into surface

water by stormwater runoff. Sand, silt,clay particles, and soil will damage aquatic habitat
and are considered pollutants when discharged to waters of the state.
Any discharge of sediment-laden runoff or other pollutants to waters of the state is in
violation of Chapter 90.48, Water Pollution Control,and WAC 173-201A, Water Quality
Standards for Surface Waters of the State of Washington, and is subject to enforcement
action.
During construction,all releases of oils,hydraulic fluids, fuels,other petroleum products,
paints, solvents,and other deleterious materials must be contained and removed in a manner
that will prevent their discharge to waters and soils of the state. The cleanup of spills should
take precedence over all other work on the site.
Proper disposal of construction debris must be on land in such a manner that debris cannot
enter water of the state or cause water quality degradation of state waters.
All trenches,depressions,or holes created in the intertidal area shall be backfilled prior to
inundation by tidal waters.
Fresh uncured concrete in direct contact with the water is toxic to aquatic life. All concrete
shall be poured in the dry and allowed to cure a minimum of seven(7)days before contact
with water.
Shoreline armoring(e.g.,hardening with rock)can result in adverse impacts to the natural
character of the shoreline,but can be avoided. Ecology recommends the applicant use
appropriate plantings of native vegetation to stabilize shorelines,rather than hardening them
with rock or concrete. Ecology can provide further information on request. Applicants
should consider that placement of a bulkhead may in some cases accelerate erosion of the
beach. Bulkheads are not truly permanent,and may require expensive maintenance,
especially after storm events.
Per Chapter 90.58 RCW(WA State Shoreline Management Act), local governments must
also consider the cumulative impacts of armoring large stretches of currently natural
shoreline.
Ecology's comments are based upon information provided by the lead agency. As such,they
may not constitute an exhaustive list of the various authorizations that must be obtained or legal
requirements that must be fulfilled in order to carry out the proposed action.

Environmental Checklist and other information on file with the Lead Agency. This information is
available to the public upon request.

197-11-340(2). The Lead Agency will not act on this proposal for 14 days from the date shown

Dear Mr.Lincoln,
Envirotech Engineering (Envirotech) has completed this engineering assessment of the bulkhead
replacement for the referenced property. This assessment is based on observations during a site visit
conducted by Envirotech on May 2, 2011.
Based on existing property and neighboring property conditions, it is our opinion that soft shore
protection is not viable for this project. An existing structure is located only 12 feet from the face of the
existing bulkhead, and is susceptible to shoreline erosion without adequate protection. Furthermore,
neighboring properties both have sea walls and boat ramps which may experience additional wave energy
if the current sea wall alignment on the subject property is altered.

ENVIRONMENTAL CHECKLIST
Purpose of checklist:
The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. An environmental impact statement(EIS) must be prepared for all

information to help you and the agency identify impacts from your proposal(and to reduce or avoid impacts from the proposal,if it
