Project Description: The proposed project involves the construction of a new,joint-use pier, ramp and float structure in Hood Canal (see attached drawings). A third family will become part of the joint-use agreement. They are: Tom and Wendy Bauer. 106 Central St., Wellesley, MA 02481. Their propery is located at 10191 SR 106, Union WA, 98592. It is located immediately to the east of the Souza property. The proposed structure will consist of a 6' by 55' fixed pier, a 4' by 40' fully grated aluminum ramp leading to a 6' wide by 18' long ramp float. Two 8' wide by 20' long floats will be attached at right angles to the ramp float(see attached drawing). The 6'by 55'pier will have 51% functional grating installed. The ramp float will have 33% functional grating installed and the two 20'long floats will each have 45% functional grating installed. Float stops and stub pilings will suspend the floats 12" off the substrate at low tides. The pier,ramp and ramp float will be oriented within approximately 32° of true north. The corrected depth at the waterward end of the floats will be approximately-0.6'. Pilings will be 8" diamter galvanized steel. The pier will begin 40' from the centerline of SR 106 and T waterward of MHHW/OHWM. E. Conservation Measures: page 13 of the BE,revised as follows: Additional conservation measures will minimize adverse effects of the project. They include: 1. The pier section will have 5 1%functional grating installed. 2. The ramp will be fully grated. 3. The 6'by 18'ramp float will have 33% functional grating installed. 4. The two 8'by 20'floats will have 45% functional grating installed. 5. Stub piling and float stops will suspend the float at least 12" above the seabed during extreme low tides. 6. The pier,ramp and ramp float will be oriented within approximately 32° of true north. 7. Galvanized steel pilings (8" in diameter)will secure the structure.. 8. The PRF is a joint-use structure for three families. 9. Two moorage buoys will be installed to prevent boats from grounding out at low tides. 10.Mitigation: According to the Army Corps of Engineers RGP-6, 11 mitigation points will be required for this 898-ft2 PRF project(Category C for Joint-Use structures).The applicants have agreed to the following mitigation measure: There were two single moorage floats at the site: an 8'by 20'float and a 10'by 20'float (see the aerial photo in Attachment 2 of the BE).The 8'by 20'float has recently been removed.The Souza family has agreed to remove the 10'by 20'float as mitigation for the PRF impacts.This will produce the following number of mitigatin points: 10'x 20'=200-ft2 of overwater area to be removed from the site. 200-ft2/9=22. 22 x 2= 44 mitigation points(MMO#7).This is more than sufficient to meet the RGP-6 requirement of 11 points. A copy of the joint-use and deed restriction needs to be submitted to the Corps of Engineers. The following is a sample of language to be included in the BE that would be acceptable to the Corps: Deed Restriction: A copy of this permit,permit drawings,mitigation plantings,final authorization letter,and joint-use agreement shall be recorded and proof provided to the Corps,within 60 days after final Corps authorization,to ensure that subsequent property owners are aware of the construction,use and mitigation requirements.As this authorization is for a joint-use pier,all co-applicants must voluntarily agree to build no additional overwater structures on their property,except for the maintenance or modification of the joint-use overwater structure.This voluntary agreement and the documentation described above must be recorded on the deeds of all involved parties. 45% FUNCTIONAL GRATING 20' 1 OF 7 GRATED PIER SECTIONS 33%FUNCTIONAL 4' BY 6' O GRATING 35' I 51% FUNCTIONAL GRATING 55' 10' O FULLY GRATED RAMP 4' a' - �' IT 7'-7 L -- ..............
