Insured: Keith Mooney EFI Global File No.: 027.01497 ASSIGNMENT The assignment was received by EFI Global, Inc. (EFI) on March 13, 2020, from Johnathan Knight with Allstate Insurance Company. The scope of this assignment was to determine the extent of damage to the subject structure caused by a tree fall impact which occurred on or about the listed date of loss. In response to this request, Kirk Vance, P.E., (EFI) visited the site on March 18, 2020. The insured was present during the inspection and provided access. EFI Global, Inc. (EFI) has completed an engineering examination at the subject property located at the above loss location. EFI's findings, analysis, and conclusions are included herein. This report contains a discussion of the information gathered during the assessment and an analysis and conclusions with respect to the condition of the subject property at the time of EFI's assessment. The conclusions contained herein are based on information available to date. METHODOLOGY The collection and analysis of information for this project followed an application of engineering principles to the investigation analysis. The procedures followed included: 1. Upon receipt of the assignment, a site examination was conducted on March 18, 2020. 2. The following were interviewed during the site examination:the insured. 3. The following was researched: Public records for building information, building codes. BACKGROUND The subject structure was a single-story wood-framed residential structure. The front of the structure was considered west facing. Mason County, Washington public records indicate the subject structure was originally constructed in 1976 and included a total area of 1,736 square feet. The property was most recently sold in May of 2018. The following information was gathered during the site visit and through an interview of the insured: • A tree fell on the east side of the house and struck the east slope of the roof above the south end of the house and the roof above the storage area at the south end of the house. • The roof was tarped quickly, and very little water got into the living area. • The only damage he had noted to interior finishes was in the southeastern bedroom. • He believed the south section of the house and the storage area was an addition. STRUCTURE SYSTEM DESCRIPTION The subject dwelling was wood-framed. The roofing material was composition shingle. The roof at the south end of the dwelling was framed with rafters. 2 1 P a g e Insured: Keith Mooney EFI Global File No.:027.01497 SITE OBSERVATIONS Observations were limited to visual examinations and measurements of accessible portions of the subject property. Removal of finish materials, qualitative testing, excavation, or other work not specifically described herein was not conducted. Observations were photographed to document distress and relevant conditions at the subject property on the date of the site visit. Not all damage or distress that may be present was necessarily observed or photographed; however,the selected photographs provide an indication of their types,severity,and distribution. They may also document unusual or contributing conditions that may exist. Photographs captured to document findings and observations are attached to this report. During this investigation,the following observations were made: EXTERIOR SITE OBSERVATIONS: • The dwelling was considered west facing. • The tree struck the east slope of the roof near the south end of the house. • One fractured rafter(2x6)was visible at the overhang. • A fractured rafter(2x4)was observed above the storage area at the southwest corner of the dwelling. INTERIOR OBSERVATIONS • Minor drywall cracking was observed at the wall/ceiling interface in the southeast bedroom. • An area of the ceiling in the southeast bedroom had been patched with wood planks. • Minor drywall cracking was observed at drywall seams in the ceiling of the southeast bedroom. ATTIC OBSERVATIONS • The south section of the dwelling appeared to be an addition based on the transition of framing methodologies. • The original south gabled frame had a fractured top chord (2x4). • No other indications of damaged framing were observed in the attic. ROOF OBSERVATIONS • The south section of the roof had been tarped, as such the condition of the shingles could not be inspected. The tarped area was approximately 200 square feet. RESEARCH Building Codes The governing code for the subject structure is the International Existing Building Code(IEBC)as modified by the State of Washington. The IEBC defines "Substantial Structural Damage" as either: (1) In any story, the vertical elements of the lateral force-resisting system have suffered damage such that the lateral load-carrying capacity of the structure in any horizontal direction has been reduced by more than 33 percent from the its predamage condition, or (2) The capacity of any vertical gravity load-carrying component, or any group of such components, that supports more than 30 percent of the total area of the structure's floor(s)and roof(s) has been reduced by more than 20 percent 3 1 P a g e Insured: Keith Mooney EFI Global File No.:027.01497 from its predamage condition and the remaining capacity of such affected elements,with respect to all dead and live loads, is less than 75 percent of that required by this code for new buildings of similar structure, purpose and location. If the damage is determined to be less than substantial, the damaged elements are permitted to be restored to their predamage condition. If the damage is determined to be substantial structural damage, additional analysis and potential repairs are required as outlined in Section 606 of the IEBC. DISCUSSION AND ANALYSIS By inspection, the damage to the subject structure does not qualify as substantial structural damage as defined in the IEBC. As such,the building can be returned to its original configuration The dwelling can be repaired by sistering or replacing the damaged 2x6 and 2x4 rafters on the east slope of the rr -and the damaged 2x4 rafter above the storage room. Approximately 200 square feet of shingles and roof deck should be replaced. The damaged drywall can be repaired with patches,spackle,and paint. CONCLUSIONS The analysis of available evidence related to this assignment supports the following opinions: 1. The structure experienced damage due to the tree fall impact as outlined above, including the fracture of three roof framing members (rafters). 2. The structure can be repaired as outlined above. 3. These repairs should be executed by a licensed and experienced contractor who is familiar with these types of repairs. Note that the means and methods of these repairs,and obtaining a building permit,are the responsibility of the chosen contractor. Additional required code related upgrades including energy efficiency, mechanical, plumbing and electrical should be reviewed with the local Building Code Official. ADDITIONAL WORK AND INFORMATION REQUESTED No additional work by EFI is recommended at this time. If any further information becomes available, please forward that to EFI Global for additional analysis.
