No one was home at the time of the inspection and there were no obvious signs of exterior damage done to the manufactured home. I spoke with Mr. Adams on February 5, 2008, regarding confirmation if any damage was done to manufactured home due to the storm. Mr. Adams stated that the water was 4" from the door. I explained that if any repairs or alterations were necessary due to the storm may required permits and inspections through the Washington Department of Labor & Industries. Inspectors noted that the bridge, which crosses the Union River, has had extensive damage and that the bridge is a total loss. The bridge has been blocked from access and is currently being used for foot traffic only. It will be necessary for you to replace the bridge as the structural integrity has been compromised. The pavement along the street side of the bridge has also been compromised due to the river and has scoured the surface. Pursuant to Mason County Code, Title 14 Building and Construction, a permit and final inspection for repair and/or replacement work for the bridge is required under the 2006 International Building. Additional permits may be required to be obtained due to this permit. Jim Schultz, Mason County Planning Department, should be contacted in regards to shoreline issues and other permits that may be required prior to repair. The original bridge was a Railroad bridge and due to its age was very likely design to a Cooper E-60 load, which is the axel loading of two Consolidated Steam Locomotives with 60,000 pounds load per main axel. I have enclosed the necessary permits that you will need in order to process and replace the private bridge at Mr. Derk Adams-property due to damage sustained during the December 2007 storm at his residence 2402 Old Belfair Highway. These include: a MC Building Permit Packet(not everything in this packet may apply), a Joint Aquatic Resources Permit Application(JARPA), a printout of the Mason County Shoreline Master Program Use Regulations as they apply to bridge replacement. These permits will be necessary to start the rebuilding or replacement process right away. I am also sending you a Mason County Shoreline Permit Packet. This packet may be necessary for either a substantial Development Permit or a Conditional Use Permit if they are needed. I have also included a copy of the WAC 173-27-040 Ordinances as they apply to these permits. I have included this information in this packet because without actually seeing a proposed site plan or a proposed bridge plan it is difficult to determine at this point which permits will be needed. These permits can be applied for after the fact if they are deemed necessary. I will also be sending a copy of this letter to Mr. Derk Adams. You should also contact Gloria Rogers (WDFW) at(360)249-4628 and notify her of your intended proposal. You should also send her a copy of the completed JARPA form.
