Initially these two projects included a bulkhead, which you had a number of questions about. Currently the scope of the project has changed from involving a bulkhead to the construction of a 25 x 28 access on the shoreline side of Mr. Selfors property. A WWO'Wiger involved=ice p4oject. I've attached the email corresponded that included your questions. Since the scope of work has change you should find most of the questions are no longer applicable. Please review the documents and let me know if you still have any concerns. In addition, I've attached a permit for the parking area that Mr. Selfors received from the county for you to review. Lastly, going forward what is the standard or agreed upon way to address questions from your tribe and the County? Is a letter and or email to the tribe sufficient or should we route all documents and correspondence through the County to be forwarded to you? Maybe you can answer a few questions that will help. 1. What are the applicants trying to protect?There are no structures at risk. 2. It is apparent from photos that most of the shoreline vegetation has been removed. If this is the case, replanting should be required that will help hold the bank together. 3. Calling this a bulkhead rebuild seems to be a stretch. It appears there is some rock present but is/was it a functioning bulkhead? 4. The applications call this a "resetting" of a bulkhead. We are unfamiliar of the use of this term in relation to a bulkhead repair. Please define this. 5. The drawings and application state the total volume new rock and spalls is unknown.This is not acceptable and does not allow for review. I understand they will be trying to use the existing large angular rock but an engineer estimate can and should be provided. 6. The drawings and application state the total volume new rock and spalls is unknown but then goes on to state that up to 50%new rock and spalls will be added. 50%of new materiel is not a reasonable amount for what we believe a "resetting" entails.At that point it is essentially a replacement. 7. Are the drawings attached for both supposed to represent the existing and proposed conditions? If so we don't know how to interpret this and they are not reviewable. If you have adequate photos of existing conditions that may suffice. 8. A Mason County shoreline exemption permit, a Mason Environmental Permit(MEP), a HMP, a JARPA, a Mason County Building Permit, and an HPA from WDFW. 11. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. Fifty-five feet(55') of an existing 110' rock bulkhead will be reset/repaired using recycled large angular rock. One set of inset beach access steps will be installed at the south end of the project site and be shared with the adjacent property to the south (parcel # 12228-44-90023). Base and Lower half rock size will be four and five man sized. Upper half rock will be two man or larger. The bulkhead will be approx. five feet above grade in height. Base rock to be keyed into the beach a minimum of 18-24" below the existing beach grade. Bulkhead to be backed with 6"-8" quarry spalls and filter fabric as necessary. Quarry spalls are the appropriate drainage rock for a marine bulkhead as smaller rock or gravel will be sucked through the interstitial spaces of the bulkhead, causing it(bulkhead)to fail. Some overhanging vegetation will need to be trimmed to facilitate construction. Existing large woody debris on the beach will be left on the beach. All manmade debris on the beach will be removed from the site and disposed of at a licensed disposal facility following construction. All activities are within the 100-year flood plain. The nearest waterbody is North Bay/Case Inlet. Equipment and materials will be transported to the site by barge. 12. What is the location of the proposal? Give sufficient information for a person to understand the precise location of your proposed project including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The site is located at 6659 E SR 302. Section 28, Township 22N, Range 01W. The legal description is: TR 2-D OF GOVT LOT 4, E OF R/W PCL 4 BLA#97-04 AF#640530. B. ENVIRONMENTAL ELEMENTS: 1. EARTH: a. General description of the site (circle one): Flat, rolling, hilly, steep slopes, mountainous, other. b. What is the steepest slope on the site (approx. percent slope)? Yes, the stretch of SR 302 that the site is located on has a history of being unstable, and it was closed last summer for almost one month while WSDOT conducted repairs. e. Describe the purpose,type, and approximate quantities of any filling or grading proposed. Indicate source of fill. To protect the bank toe, an existing rock bulkhead will be reset and augmented with approx. 45 cu/yds of large/medium rock and quarry spalls that will be placed along the bluff toe. f. Could erosion occur as a result of clearing, construction, or use: If so, generally describe. The HPA provisions and the WDOE's BMPs shall be followed to prevent erosion during construction. g. About what percentage of the site will be covered with impervious surfaces after project constructions (for example, asphalt or buildings)? None. The rock bulkhead will be pervious to water. h.
