PRE-SUBMISSION CONFERENCE APPLICATION
Mason County uses the pre-submission conference to assist applicants in
preparing proposals which are consistent with all Mason County, City of Shelton
(when applicable) and PUD concerns and regulations. At the pre-submission
conference representatives of all relevant departments will be in attendance and
will be able to inform you of the regulations and standards with which your
proposal must comply. Pre-submission conferences are only held on Wednesdays
and are approximately 60 minutes in length. Seven copies of a detailed site plan
shall be submitted one week prior to the conference. The site plan must contain all
setbacks between proposed and existing structures and the property lines. If
applicable, please show all critical areas (shorelines, wetlands, landslide hazard
areas). All existing and proposed structures must be shown and labeled with their
use and the type of construction materials to be used (i.e. stick built, modular,

Effect on aquifer recharge areas
Wells: survey of neighboring wells; static water levels, depths; affect of project on wells
(individual and community water systems).
Impacts to watershed.
Include an enumeration of the anticipated volume for consumptive use of any waters of
the state.
Water rights are needed for groundwater withdrawal of 5,000 gallons per day or more.
Location in Aquifer Recharge Area may require wastewater discharge permit.
Impact of mining practices on water quality.
NPDES permit application required through Department of Ecology.
Ecology, Plants and Animals:
Impacts to unique ecological features
Impact of vegetation/land clearing on wetland habitat and buffer.
Impacts to wildlife, domestic animals in area.
Biologist should visit site in both the spring and fall to identify affected species.
Wildlife identified in comment letters include: coyote, fox, raccoons, squirrels,
chipmunks, frogs, salmon, bass, trout, deer, hawk, vulture, bald eagle - roost trees
observed, otter, muskrat, rabbit, bobcat, duck, goose, swan, blackbird, jay, pileated
woodpecker, ruffed grouse, herons, western pond turtle, Shelton pocket gopher,
olympic mudminnow.
Impacts to waterfowl migratory patterns and habitat use.
Potential for introduction of undesirable (exotic?) species.
Effects of impacts to species balance and array over time, e.g. impact of loss of
predators on other animal populations (also links with previous comment).
Existing Human and Built Environment
Impact to existing human and built environment, including impact to current activities in
the area which include the raising of livestock, horses, equestrian activities.
Provide an enlarged buffer.
Impacts to any agricultural uses in the area.
Impacts to recreational use of surrounding area.
Environmental Health
Leaching of contaminants issues.
The EIS should dentify any polluting activities and their proposed measures for
mitigation.
The SWPP plan for protection against spills and contamination needs review by Mason
County Environmental Health prior to approval. The plan should address containment
procedures and spill monitoring.
Noise: effect of noise on wildlife, human and built environment, livestock and domestic
animals.
Air Quality:
Impact and distribution of dust, taking into account weather patterns of the area
Impact of hours of operation on surrounding area, and likelihood of expanding
hours in the future.
Impact to existing human environment -- allergy/asthma sufferers, children and
elderly people.
Truck traffic impact on air quality
Approval by Olympic Air Pollution Control Authority required- add to the list of
required approvals, item 10.
Allergy related impacts of project.
Stress related:
impact of project on wildlife, people (including impact on sleep), domestic pets
and livestock
Artificial lighting - impact on human and natural environment, impact on animals and
livestock.
Land Use
Hours of operation, potential for extended hours, impact on surrounding natural and
built environment.
Transportation
Impact of increased traffic on human safety, roads
Details on traffic volume including type of traffic (size truck?), traffic patterns and
anticipated routes
Impact on air traffic navigation, including magnetic irregularities
Reclamation plan:
How will proponent ensure that reclamation and habitat restoration will occur at
completion of project's life?
Impact of reclamation plan on aquifer.
Other project comments
Concern over lack of detail of maps in SEPA package
EIS must identify and evaluate the total proposal, which includes reclamation plans and
any anticipated future development of use of site other than its current use.
Impacts to unique ecological features.
Any activities appurtenant to the proposal, whether on or off-site, such as road
widening, disposing of waste materials, etc., must be identified and eveluated in the
EIS.
Concerns regarding size limit of proposal, future expansion plans. Is this project the
scope of the proposal, or will there be future expansions.
