Box 47775 • Olympia, Washington 98504-7775 • (360) 407-6300 August 23, 1996 Mr. Gary Yando Mason County PO Box 578 Shelton, WA 98584 Dear Mr. Yando: Thank you for the opportunity to comment on the determination of nonsignificance to replace two concrete piling underneath a deck on Hood Canal (Case No. SEP96-0185) located at East 9511 State Route 106 in Union, as proposed by James Phillips. We reviewed the environmental checklist and have the following comments: Any work in or adjacent to waterways that will adversely affect water quality must receive specific prior authorization from the Department of Ecology pursuant to WAC 173-201A-110. A short-term water quality standards modification may be issued if the proponent agrees to a number of specific construction practices and techniques designed to minimize water quality impacts. The construction schedule will be tied to the schedule on the Hydraulic Project Approval (HPA). Proper disposal of construction debris must be on land in such a manner that debris cannot enter Lower Hood Canal or cause water quality degradation of state waters. An Environmental Impact Statement (EIS) is not required under RCW 43 .21C. 030 (2) (c) . This decision was made after review of a completed Environmental Checklist and other information on file with the Lead Agency. This information is available to the public upon request.
