other information on file with the Lead Agency. This information is

Dear Mr. Flores:
Thank you for the opportunity to comment on the determination of nonsignificance to remove and
replace eight feet of decking located over Hood Canal (Case No. SEP97-0036), located at East 9421
State Route 106 in Union as proposed by Doug Christensen. We reviewed the environmental checklist
and have the following comments:
Any work in or adjacent to waterways that will adversely affect water quality must receive specific
prior authorization from the Department of Ecology pursuant to WAC 173-201A-110. A short-term
water quality standards modification may be issued if the proponent agrees to a number of specific
construction practices and techniques designed to minimize water quality impacts. The construction
schedule will be tied to the schedule on the Hydraulic Project Approval (HPA).
Proper disposal of construction debris must be on land in such a manner that debris cannot enter Hood
Canal or cause water quality degradation of state waters.

SUBJECT: Determination of Non-Significance, Doug Christensen Proponent - Replace 800
Square Foot Overwater Deck - Hood Canal, Tributary to Admiralty Inlet,
Mason County, WRIA 14.MARI
Dear Mr. Flores:
The Washington Department of Fish and Wildlife (WDFW) has reviewed the above-referenced
Determination of Non-Significance received on February 19, 1997. We offer the following
comments at this time. Other comments may be offered as the project progresses.
A Hydraulic Project Approval (HPA; RCW 75.20.100, WAC 220-110) to be issued by WDFW, will
be required for the project. Please submit a completed Joint Aquatic Resource Permits Application
(JARPA) for an HPA, including complete plans and specifications for the proper protection of fish
life, to WDFW for review. The drawings should accurately depict existing conditions and should
include plan and cross-sectional views of the proposed project. A JARPA form has be enclosed for
your convenience. You should allow 45 days from the receipt of a complete application and
completion of the SEPA process for processing of the HPA.
We appreciate your cooperation in our efforts to protect, perpetuate, and manage the fish resources
