X 3) Provisions for surface/subsurface drainage o rol must be implemented with new construction or development on site and MUST NOT adversely impact adjacent parcels. Under the requirements of Mason County Stormwater Ordinance, either private ditches and drains will meet requirements of the stormwater ordinance or prior approval will be granted to use an existing utility and drainage easement dedicated for that specific purpose. For further information regarding this ordinance and the REQUIREMENT to obtain an ACCESS PERMIT for the installation/construction of a driveway or access connecting from a Mason County Road, Contact the Mason County Public Works Department prior to construction at Ext 450. For any construction which is proposed to be located within 25' of a Mason County road right of way, it is suggested to contact that office to review future planned work which affect your project. X 8) The proposed project must be consistent with al trc ble policies and other provisions of the Shoreline Management Act, its rules, and the Mason County Shoreline Master Program.X 9) 1997 UBC Chapter 17, Section 1701. In addition to the inspections required by UBC Section 108, the owner or the engineer or architect of record acting as the owner's agent shall employ one or more special inspectors wh6 shall provide inspections during construction of the structural steel welding, during the pile drivi d during any epoxied bolt/hold down installations, or any other item as listed under UBC Section 1701.5. The special inspectors' tie & responsibilities shall be as specified in 1701.2 and 1701.3. If an inspection is called for and plans are not available on site, then approval will not be gr ted addition, a re-inspection fee in the amount of$47.00 per hour(minimum 1 hour) will be charged and must be collected by the Building rtment prior to any further inspections being performed or approvals granted. X 11) In accordance with the Uniform Building Code, all sites shall have approved numbers or addresses located in such a position as to be plainly visible and legible from the street or road fronting the property. Mason County Building Department requires that this be completed prior to calling for any site inspections. A re-in fee based on rates as adopted by the jurisdiction and the Uniform Building Code will be assessed if the owner and/or contractor f�I ost the address on site prior to requesting inspections. X i 12) The plan review check list and corrections, along with the Energy Compliance Worksheet (when applicable) are part of the approved plans and must remain thereto. It is the responsibility of the applicant to make the corrections indicated on the plans. Once the plans are marked "APPROVED", they shall not be changed or altered without authorization from the Building Official. X 15) Any changes in proposed construction shall be reviewed by the engineer of record and submitted in writing to the Mason County Building Department prior to construction. X 16) All construction must meet or exceed all local ordinances and the 1997 Uniform Building Code requirements as adopted and amended by Mason County and the State "ashington. Occupancy is limited to the approved and permitted classification. Any non-approved change of use or occupancy would suit in permit revocation. X 17) All changes to "approved" building plans that effect compliance with the Uniform Codes as amended and adopted, or any other Mason County ordinance or r ul�, must be reviewed and approved by Mason County prior to construction. X BLD2001-00060 Please refer to the following pages for conditions of this permit. 3 of 4 18) The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance with the Uniform Codes as a—m nded and adopted by Mason County. Any corrections, changes or alterations required by a Mason County Building Inspector be made prior to requesting additional inspections. X 19) Fuel piping shall be inspected after the installation of gas piping is complete, and before the attachment of fixtures, appliances, or shut-off valves. At the time of inspection the test pressure shall be no less than 10 psi held for no less than 15 minutes. Appliances to be attached to the fuel piping system shall not be used until the final inspection has been performed and approved by a Mason County building inspector. X 20) All property lines shall be clearly identified at the time of foundation inspection. X 21) All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being non-complian ith M on County ordinances and building regulations. X 22) All permits expire 180 da r permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for action for a peri of exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control of the permit holde a prevented action from being taken. No more than one extension may be granted. X This permit becomes null and void if work or construction authorized is not commenced within 180 days, or if construction or work is suspended for a period of 180 days at any time after work is corn nced. This letter reflects only those items that are necessary to continue the Building Department review, and does not contain the findings of the review, or note all of the corrections that may be necessary once the review is completed, nor does it address any needs of any other county department. Please review the following comments, and then follow the re- submittal directions that follow. PLAN REVIEW REQUIREMENT COMMENTS: 1, The shear wall lines in the engineer's calculations are not identified. The calculations indicate shear wall lines A,B,C,D & E, however, there is no diagram identifying which wall line is which. Please clarify the information. 2, The shear value indicated for SW-2 exceeds the allowable loads as established by UBC Table 23-II-I-1. 15/32 APA rated sheathing nailed with 8d nails at 4" o.c. to HF studs would allow a maximum shear load of 623 pounds per lineal foot, as opposed to 706 as specified within the shear wall schedule. In addition, with shear loads in excess of 350 pounds, a minimum single 3 inch member shall be used for the sill plate, unless anchor bolt values are halved, and for all studs receiving edge nailing. Where shear loads exceed 600 pounds per lineal foot, a minimum 3 inch sill plate is required regardless. Please clarify and/or correct the submitted information. J3, Shear wall 3 requires the use of 3 inch sill plate material, in addition to the 3 inch douglas fir studs specified. Please clarify and/or correct the submitted information. 4, It appears that several of the shear walls specified in the engineer's calculations exceed the allowable shear values of the specified shear wall type. The calculations indicate loads of Swa 1s 720 and 1920 pounds per lineal foot to be applied to shear wall types 2 and 3 respectively. This Qg"'Sop exceeds the shear loads allowable. Please see UBC Table 23-H-I-1, including the footnotes. to g" Please clarify and/or correct the submitted information 5, Several references have been made to epoxy installations. Any required anchor or hold down to be installed with epoxy shall be done with special inspection as required by the epoxy manufactures product evaluation report and UBC section 1701. If epoxy is to be used it will be necessary to complete a special inspection authorization form (enclosed), indicating who will perform the required special inspections. 6, The geo-technical engineer's report indicates that a "periferal footing" is to be installed, placed on pin piles, due to the soil liquefaction potential of the building site. The plans indicate that the new footing does not encompass the entire perimeter of the building. Please clarify with the geo-technical engineer if an entire perimeter foundation is required, or if the partial foundation as indicated on the plan sheets will satisfy the geo-technical engineer's requirements. If the geo-engineer's intentions are for a pile supported continuous foundation around the entire building, please revise the plans accordingly. If the geo-engineer is satisfied with the submitted design, please provide a statement from the geo-technical engineer specifically approving the proposed design. Please make the required corrections and/or clarifications and submit two sets of the plans showing the revisions, marked on the sheets and noted with a cloud surrounding them or some other method of distinguishing the revisions. If only affected pages are re-submitted, arrangements should be made to remove the voided sheets and re-insert the new sheets into both building department copies of the submitted plans. Please detail all corrections and/or revisions in a transmittal letter, numbered in the same order as in the plan review letter to aid in a timely re-submittal review. Please be sure to reference the BLD number noted above to identify the file to which all re-submitted documents belong. Re-submitted plans are normally reviewed within 5 working days of the receipt of proper and complete revisions in our office. If re-submittal documents are incomplete or changes are made requiring additional review, an additional plan review fee may be charged at the rate of$47.00 per hour. According to the 1997 Uniform Building Code table 23-11-I-1, footnote 1, second paragraph, reads: Allowable shear values for nails in framing members of other species set forth in Division III, Part III,shall be calculated for all other grades by multiplying the shear capacities for nails in Structural I by the following factors: 0.82 for species with specific gravity greater than or equal to 0.42 but less than 0.49,and 0.65 for species with a specific gravity less than 0.42. s�,, Per the 1997 National Design Specification for Wood Construction the Hem-Fir species has a 5 r F, o AS specific gravity of 0.43.
