No scientific measurements, tests or calculations were performed. The findings and report are limited to the normal standard of care of the industry. If construction is planned and/or implemented using these documents as a reference, no warranty is made by Agua Tierra concerning conformity of the construction to the conclusions and recommendations of this report unless the plans are prepared and/or reviewed, and the construction work inspected by a representative of Agua Tierra. Agua Tierra's work included: • Review of existing ecological and biological conditions at the project site; • Review of the client's reported/proposed project plans; • Review of potential habitat impacts from the proposed project; and • Recommendations of Best Management Practice's (BMP's)to reduce/minimize any noted potential habitat impacts. Recommendations were made based on background information provided and/or reported by the client, observed on site by Agua Tierra, and provided by natural resource agency staff and/or databases. Conditions not known to exist are not reflected in the report. The observations, interpretations, and conclusions herein are based on generally accepted assessment and/or design practices commensurate with the scope, budget, and schedule of this work. In addition, conditions may change at the site due to human influences, floods, groundwater regime changes, or other factors. This warranty is in lieu of all others, either expressed or implied. This report has been prepared for the exclusive use by Agua Tierra's clients, the client's authorized representative/s, and regulatory agencies. It may be used by others only with the expressed written permission of Agua Tierra. The report has not been prepared for use by other individuals, entities, or other sites. HCC WAREHOUSE PROJECT HABITAT MANAGEMENT PLAN 1.0 INTRODUCTION Agua Tierra Land and Water Services, Inc. prepared this Habitat Management Plan (HMP) at the request of Hood Canal Communications. The HMP is required by Mason County in compliance with Mason County Resource Ordinance 17.01.110 Fish and Wildlife Conservation Areas (Sections J1 and J2). This HMP addresses the proposed construction of a commercial warehouse located at 300 E. Dalby Rd.,Union, Mason County, Washington. The subject property is mapped in a portion of T22N, R3W, Section 32 (W.M.) and is recorded by the Mason County Assessor's Office as Tax Parcel #32232-50-94011. Unless otherwise stated, all observations provided in this report relate to this property. 2.0 PROJECT DESCRIPTION The proposed development involves the construction of a 6000 square foot storage and delivery warehouse (100 feet long by 60 feet wide). The proposed project does not involve the installation of water or a septic system. The proposed site plan is included on the Sketch Map in Appendix A. 3.0 PROPERTY SITE ASSESSMENT Celina Abercrombie, Restoration Specialist for Agua Tierra, conducted a site investigation on October 29, 2004. The property is located within a mixed commercial and residential community in Union and is approximately 2 acres in size. Per the Mason County Assessor's office, no exact parcel dimensions are available. The parcel dimensions are approximately 320 feet on the north and south property boundaries and approximately 255 feet on the east and west property boundaries. Existing features include a gravel access road, a large gravel parking area where the new construction is proposed, and a stormwater retention area(Sketch Map,Appendix A). Representative photographs are included Appendix B. Undeveloped areas onsite include a forested area dominated by red alder(Alnus rubra), big-leaf maple (Acer macrophyllum), Western redcedar (Thuja plicata), vine maple (Acer circinatum), Douglas fir (Pseudotsuga menziesii), snowberry (Symphoricarpos albus), tall Oregon-grape (Mahonia aquifolium), bracken fern(Pteridium aquilinum), sword fern (Polystichum munitum), salal (Gaultheria shallon), trailing blackberry (Rubus ursinus), Himalayan blackberry (Rubus discolor), and Pacific bleeding heart(Dicentra formosa), and lawn/non-native grass. Dalby Creek, a Type-III stream, is located on-site to the north of the proposed project area. The stream flows east to join Hood Canal. No fish were observed during the site inspection. Original native soils for the property are mapped as the Everett series, gravelly sandy loam with 5 to 15 percent slopes(USDA, 1960). Surrounding areas are rural residential and commercial. 4.0 APPLICABLE SETBACKS This site is within the jurisdiction of Mason County. Ordinance#77-93 section 17.01.110 Fish and Wildlife Habitat Conservation Areas was revised by Mason County on 5/25/04. This Ordinance identifies buffers and setbacks for streams, lakes, and marine shorelines. Applicable setbacks for this project are as follows: ype 7 ,F,_Standard Buffer Building Setback from Buffer Type III Stream 1 150 feet 15 feet 4.1 REASONABLE USE AND AVOIDANCE A variance is being requested to construct a storage and delivery warehouse within the Fish and Wildlife Habitat Conservation Area buffer. The proposed development is located approximately 55 feet at the closest extent from the Ordinary High Water Mark (OHWM) of Dalby Creek. As an avoidance measure, approximately 1,875 square feet of native vegetation within the Fish and Wildlife Conservation Area will remain undisturbed. Original site plans recommended the removal of this vegetation to install a gravel access road for the proposed project. In addition, it is recommended that the gravel access road remain on the southern side of the proposed development to reduce future disturbance of the Fish and Wildlife Conservation Area buffer. The proposed project footprint is located as far away from Dalby Creek as possible. Property size,topography, and the existing stormwater retention area limit options for the proposed footprint. The footprint is currently non-native grasses. Potential project impacts are discussed in Section 6.0 of this report. 5.0 SPECIES INFORMATION 5.1 Description Of Species and Utilization Of The Area Bald Eagle (Haliaeetus leucocephalus) -Listed The Washington State Department of Fish and Wildlife (WDFW) lists wintering and nesting bald eagles as occurring within 2 miles of the project area. Wintering bald eagles can be expected to be present between October 31 gt and March 31 St and nesting activities generally occur between January I"and August 15th. Stands of second growth deciduous and deciduous/coniferous mix forests were observed within the vicinity of the project site. No snags, old growth trees with dead or broken tops, or trees with exposed lateral limbs were observed within or surrounding the project area. No nests or roosts were observed within the vicinity of the project area. This species was not observed during field investigation. Marbled Murrelet(Brachyramphus marmoratus) —Listed The Washington State Department of Fish and Wildlife (WDFW) does not list marbled murrelets as occurring within the project area. Foraging ocean waters are located within the vicinity of the project area. No old growth coniferous forest was observed surrounding the project area. Marbled murrelets were not observed on the day of field investigation. Northern Spotted Owl (Strix occidentalis caurina) —Listed The Washington State Department of Fish and Wildlife (WDFW) does not list Northern spotted owls as occurring within the project area. No old growth forest was observed within the vicinity of the project area. This species was not observed during field investigation. Bull trout (Salvelinus confluentus) - Listed The Washington State Department of Fish and Wildlife (WDFW) does not list bull trout as occurring within the project area. Bull trout are generally associated with large, deep freshwater pools. They require very cold water for spawning, incubation and rearing. Suitable habitat for bull trout is not likely to be present within the drainage of the project area. This species was not observed during field investigation. Puget Sound Chinook (Oncorhynchus tshawvtscha)—Threatened Puget Sound Chinook habitat occurs within Dalby Creek as a migratory corridor to coastal waters. Forage species occur within the vicinity of the project area. The proposed project is not expected to impact migrating Puget Sound Chinook, forage species, or their spawning habitat. Native plantings will have a net beneficial impact on the conservation area buffer associated with Dalby Creek. Hood Canal Summer Run Chum (Oncorhynchus keta)—Threatened Hood Canal Summer Run Chum habitat occurs within Dalby Creek as a migratory corridor to coastal waters. Forage species occur within the vicinity of the project area. The proposed project is not expected to impact migrating Hood Canal Chum, forage species, or their spawning habitat. Native plantings will have a net beneficial impact on the conservation area buffer associated with Dalby Creek. Forage Species within Project Area WDFW PHS Database lists Surf smelt (Hypomesus pretiosus) as occuring within a '/2— mile of the project site. Spawning generally occurs between November I" and February 15''. The WDWF database also documents Pacific oyster(Crassostrea gigas), Dungeness crab (Cancer magister), and subtidal geoduck (Panopea abrupta) is present within 1 mile of the project area. The proposed project is not expected to have any adverse impacts on forage species. 5.2 Recovery or Management Plans Compliance No specific species recovery or management plans apply to the management of the listed fish species identified above. Management recommendations for bald eagle are included in WDFW's Management Recommendations for Priority Species(Rodrick, 1991). Overall, the project is in compliance with the recommendations in this document. 6.0 POTENTIAL DEVELOPMENT IMPACTS The proposed project footprint is approximately 55 feet at the closest extent from the OHWM impacting approximately 6,000 square feet of Fish and Wildlife Conservation Area minimum buffer setback and standard building setback. It is recommended that the gravel access road remain on the southern side of the proposed delivery and storage warehouse to reduce future disturbance of the Fish and Wildlife Conservation Area buffer associated with Dalby Creek. Vegetation Disturbance Gravel is located within the project footprint.No native vegetation will be impacted during the construction of the proposed warehouse. As an avoidance measure, a strip of native vegetation approximately 1,875 square feet in size within the Fish and Wildlife Conservation Area containing Pacific rhododendron(Rhododendron macrophyllum), Western redcedar(Thuja plicata),Douglas fir(Pseudotsuga menziesii),big-leaf maple (Acer macrophyllum),Pacific crabapple (Malus fusca), Sitka spruce (Picea sitchensis), vine maple (Acer circinatum),beaked hazelnut(Corylus cornuta), salmonberry(Rubus spectabilis), bracken fern(Pterdium aquilinum), sword fern(Polystichum munitum),tall Oregon-grape (Mahonia aquifolium),thimbleberry(Rubus parviflorus), and trailing blackberry(Rubus ursinus)will remain undisturbed. Original site plans recommended the removal of the vegetation to install a gravel access road for the proposed project. 6,000 square feet in native plantings are recommended as mitigation measures in the lawn area for the project(see Section 7.2 of this report for details). Soil Disturbance Soils on-site were previously cleared and leveled within the project area. The total amount of impervious surface associated with the proposed warehouse is 6,000 square feet. Salmonid Habitat None of the proposed project actions will destroy or adversely modify salmonid habitat. Any and all proposed actions are not likely to jeopardize the continued existence of the listed species.Native plantings will have a net beneficial impact on the buffer and habitat. Noise Pollution An increase in noise from equipment is anticipated during daylight construction hours. This will not likely adversely impact the listed fish species that may occur in the vicinity of the project. This will not likely adversely impact bald eagle habitat. No roosts were observed or documented within the radii of concern(1,300 feet for screened sites or 2,600 feet for vi§ible roost sites). Stormwater Runoff An increase in stormwater runoff is anticipated from the construction of the warehouse. This will not likely adversely impact the listed fish species that may occur in the vicinity of the project. A stormwater retention pond is proposed on-site to the east of the proposed warehouse footprint within the Fish and Wildlife Conservation Area buffer. The stormwater retention area will reduce any potential erosion associated with runoff to Dalby Creek. 7.0 MITIGATION MEASURES 7.1 Recommended Best Management Practices (BMP's) Recommended BMP's for this project are as follows: • Equipment/machinery will be checked daily for leaks and necessary repairs. • Refueling and lubrication of equipment will occur off-site. No fuel, lubricating oils, chemicals, or hazardous substances shall be stored overnight within the project area. • Chemicals will not be applied when there is a possibility of rain. • Native plantings will be installed in the vicinity of the new construction footprint. • Native vegetation on-site or surrounding the project area will be protected to the maximum extent possible. • Proponent shall comply with all permits and other requirements of the government authorities or agencies. • Construction will take place during dry weather within a 30 day time frame during daylight hours. 7.2 Native Perimeter Plantings It is recommended that a minimum of 6,000 square feet of native plantings be installed surrounding the new construction footprint. Native plantings will have a net beneficial effect on habitat. The recommended planting area is identified on the Sketch Map in Appendix A. Planting densities are to be as follows: Trees— 10 feet on center Shrubs—5 feet on center Groundcover—3 feet on center Ferns—3 feet on center The overall transplant densities have been selected to eventually provide a moderately dense, structurally diverse plant community in the buffer area. Natural volunteer vegetation of the species listed for planting shall be counted towards the desired densities of restoration plants. Volunteer vegetation not listed above may substitute for the specified plants with the approval of the reviewing-Mason County staff,provided the plants are not invasive, undesirable species such as reed canarygrass, non-native blackberries, or English ivy. Watershed Garden Works, Longview,WA (360)423-6456 Woodbrook Nursery, Gig Harbor, WA (253)265-6271 Plants should be monitored for a minimum of 80% survival and growth of all transplants and natural volunteer substitutes for a period of 3 years. Natural volunteer substitutes are subject to approval by Mason County Department of Community Development. Planting Procedure Planting pits for transplants shall be 1.5 times the depth and twice the diameter of the transplant root balls. Remove the plant from the container and scarify the sides of the root ball. Place plant in the planting pit. Backfill the planting hole to finish grade. Water during and after planting. Example drawings are provided in Appendix D. Overall,plant species can be placed randomly throughout the identified revegetation area at the densities previously discussed. It is recommended that the shrub species be planted in clusters(example: 10 salal all in same area, each plant spaced 5 foot on center). Timing It is recommended that the vegetation area replanting occur during winter dormancy. Site conditions permitting, the optimum time for planting most native woody plant material appears to be the later part of winter and early spring (February-March). Plants installed early in the dormant season tend to be subject to winter kill and die back. Conversely, plants installed during the late spring and early summer have been observed to be much less drought tolerant during the dry summer period. Soil Amendments In areas closer to the proposed warehouse where soils may be higher in gravel content, a topsoil or mulch amendment may be necessary to ensure the success of mitigation plantings. Maintenance and Exotic Plant Control Maintenance shall consist of irrigation,replacement of dead/dying or undesirable transplants with appropriate vegetation,and weeding of noxious and invasive weeds. No post-planting applications of fertilizer are anticipated. Occasional deep irrigation of the mitigation plantings during the summer months of the first two years is recommended. 8.0 CONCLUSION The proposed development involves the construction of a 6,000 square foot warehouse (100 feet long by 60 feet wide). The warehouse will be located 55 feet from the OHWM of Dalby Creek. Several listed species may occur within the project vicinity. Preservation Measures, Best Management Practices (BMP's), and Native Plantings have been identified to avoid, minimize, and mitigate for construction impacts on site. The Forest Practice Rules adopted August 22, 1997 by the Forest Practice Board and administered by the Washington Department of Natural Resources require forest practice applications to be screened against marbled murrelet detection areas and detection sections. Marbled murrelet detection locations are included in the standard priority habitats and species products, but the detection areas and detection sections are not included. If your project is affected by Forest Practice Regulations, you should specially request murrelet detection areas. WDFW updates this information as additional data become available. Because fish and wildlife species are mobile and because habitats and species information changes, project reviews for fish and wildlife should not rest solely on mapped information. WASHINGTON DEPARTMENT OF FISH AND WILDLIFE - SEAL AND SEA LION HAULOUT SITE REPORT FOR TOWNSHIP T22R03W, SECTION 32 Information About The Seal and Sea Lion Haulout Site Report ---------------- --------------------------------- The information in this report was taken from the Atlas of Seal and Sea Lion Haulout Sites in Washington published in February 2000 by Washington Department of Fish and Wildlife (WDFW) . *The purpose of the atlas is to provide information on haulout sites for harbor seals, Steller sea lions, California sea lions, and northern elephant seals located in Washington waters. Locations are provided in order to conduct assessment surveys as well as identify important sites used by these species relative to potential sources of disturbance, development, and other uses of Washington's marine environment. Locations of haulout sites were mapped for sites that have been identified during aerial, ground and boat surveys conducted by personnel from the Washington Department of Fish and Wildlife, National Marine Fisheries Service and Cascadia Research Collective as part of ongoing assessment efforts for these pinniped species in Northwest waters' (Atlas of Seal and Sea Lion Haulout Sites in Washington, February 2000) .
