Bulkhead Repair
Dear Mr. Greenwood,
During the bulkhead plan review process, it has become
apparent that one portion of the three phase bulkhead repair
proposal is not consistent with Mason County standards . The
inconsistency is the refacing of the bulkhead using a deadman tie
back without engineering and the lack of a footing for the refacing
portion to bear on.
There is additional confusion regarding the scope of the
project as the face of the permit application states that this is
for the repair of an existing bulkhead and stairs . There are no
stair details given or shown on the plans . Page two of the
submittal plans indicate the purpose is to provide a private boat
house and access ramp and remove the existing boathouse however, no
plans for any of this or demolition permits were submitted. The
third page indicates you wish to replace or extend wall height with
a cap, cut in new ramp, recap another section of wall on another
parcel, replace steps (with what is not shown) and what is shown is
a 4' wide deadman each side of the steps but it' s construction
method is not indicated and finally, install a 10' x 10' corner cap
but doesn' t indicate the refacing as shown on page 2 .
As you can see, there is some miscommunication as to what is
really going to occur on site . In speaking with Allan Borden, he
indicated that the project would involve the top cap, the small
minor corner repair and that the ramp was NOT included in this
permit .
At the present time, we would be able to approve the capping
of the existing wall (designated as No. 1) on the enclosed pages
and we could also grant approval for the wing wall section
(designated at No. 2) of the proposed boat ramp, however, no boat
ramp would be approved with this permit . The creation of those
wing walls without further slab/ramp protection may lead to
undermining of the new construction by redirection of the water via
the bulkhead.

Until I hear from you on these proposals, this permit will be
placed on hold. If you would like the recapping of the bulkhead
for the one parcel, again designated as No. 1) , please contact me
so that I can continue with the final signoff and approval .

Please keep in mind that any revisions to the Mason County
permit would also need to be relected on the other shoreline
permits which may have been required.
