Your property (Tract 1 of Pattison Brown Hood Canal Tracts - Star Route 2,
Box 709, Belfair) was inspected on May 20, 1976, to insure conformance with vari-
ances granted from the Mason County Plaster Program and the Mason County Building
Code.
A number of deviations of the shoreline variances and Buildinq Code were noted:
1 . The mobile home is not located as shown on the sketch presented to the
Shoreline Advisory Board.
2. The deck does not conform to the plans approved. It is 9 feet, 4 inches
wide, and extends beyond the mobile home to the edge of the bulkhead. This requires
a separate building permit.
3. Braces to the seawall and addition to the steps leading to the beach were
constructed without building permit, shoreline permit and Army Corps permit.
I would recommend that you take the following actions:
1 . Move the mobile home to conform to the plan you presented. I
2. Remove the portion of the deck not granted in the variance request.
3. Remove the braces from the seawall and the addition to the steps on the beach.
4. Obtain permits prior to starting any more construction on the property.
These recommendations may seem harsh but all your construction has been started
without permits. in addition, when the variance was requested you supposedly drew
as-built plans but they don't conform to my observation of your construction.

The regular monthly meeting of the Shoreline Advisory Board was called to order
at 7:30 P.M. Members attending were Bob Harvey, Karen James, Alice Snuffin, Dave
McMillin, Carmen Yates and Bob Kimbel . Brian Shetterly and Bob White attended from
the planning office.
Mr. and Mrs. Neil Torpey and Merle Snyder appeared to request a variance from
the 15 foot setback from water requirement to build a bathroom-laandry room addition
to his cabin on the North Shore of Hood Canal . The addition is proposed to be built
on the east side of the cabin, to the edge of an existing bulkhead, thus- placing it
within 15 feet of mean higher high tide. A holding tank, approved by the Thurston-
Mason Health District, has been installed behind the existing bulkhead, and sewage
will be pumped to a drainfield north of the North Shore Road. After discussing the
location of the addition and site characteristics of neighboring parcels, it was moved
by Dave McMillin that a variance from the 15 foot setback requirement be granted the

Mr. James Morrison appeared to request a variance from the 15 foot setback from
water requirement to place a mobile home on his bulkheaded property on the North Shore
of Hood Canal . An approved septic tank and drainfield were installed in May, 1975,
approximately 40 feet back from the bulkhead. In order to place the mobile home on
the property without encroaching onto the drainfield, Mr. Morrison indicated it would
be necessary to locate the mobile home within two feet of the bulkhead. It was moved
by Bob Harvey that a variance from the 15 foot setback requirement be granted-Mr.
Morrison for the following reasons: the bulkheaded property and on-site sewage disposal
system are existing; denial of the request would result in a hardship, in that Mr.
Morrison's mobile home could not be placed on the property; Mr. Morrison 's existing
bulkhead does not extend beyond neighboring bulkheads; it -appears that the views of
neighboring houses will not be significantly affected by granting the variance. The
motion was seconded by Carmen Yates. Voting: Harvey, yes; Yates, yes; Kimbel , yes;
James, yes; McMillin, yes; Snuffin, yes.
A letter and accompanying plans were received from Seattle architect Howard A.
Kinney for a house and garage to be built on the bulkheaded, waterfront property of
Arthur S. Drugge on the North Shore of Hood Canal . The letter contained a request
for a variance from the 15 foot setback requirement. Mr. Kinney's letter and drawings
indicated that, in order to place the house outside the expected 60 foot North Shore
Road right-of-way, it would be necessary to locate the front roofline of the house
within 7 feet, 6 Inches of the bulkhead. Brian Shetterly reported, however, that the
County Engineer's Office had indicated that the county could only claim a "use right-
of-way" on that part of the North Shore Road so that the home could be located within
30 feet of the road centerline without encroaching on the right-of-way. It was noted
lalso that even if the house were placed closer to the North Shore Road, thus complying
with the setback requirements for the front bulkhead, the proposed garage would still
be within 15. feet of the bulkhead (and mean higher high tide) on the east side of the
property, and a variance would still be required. In any case, if the house site were
moved back at least 15 feet from the front bulkhead, a new site design would be required,
possibly including a new driveway design. It was moved by Dave McMillin to deny the
requested variance at this time in view of the fact that, since a 30 foot setback from
the road centerline was not necessary, the proposed house could be pulled back at least
