Within CASE INLET and/or its associated wetlands is exempt from the requirement of substantial development
because the development is categorized under WAC 173-27-040(2) as being category
B-normal maintenance

The Washington State Shoreline Management Act (RCW 90.58) requires that substantial
developments within designated shorelines of the state comply with its administrative procedures
(WAC 173-14) and the provisions of the Mason County Shoreline Management Master Program.
The purpose of this Act and local program is to protect the state's shoreline resources. The
program requires that substantial development (any development of which the total cost or fair
market value exceeds $5,718.00 or materially interferes with the normal public use of the water
or shorelines of the State be reviewed with the goals, polices, and performance standards
established in the Master Program.

WSDOT identified North Bav within the project limits. Also identified and delineated 1
Lurisdictional ditch /wetland within the vicinity of the project. Wetland A is a Category III
approximately 0.01 acres or 480 sq ft in size. The jurisdictional ditch drains into North Bav
offsite.

DEVELOPMENT DESCRIPTON:

This project is located in Mason County on SR 302. This project will replace, in kind, two
existing culvert pipes on SR 302 at mileposts 4.57 and 4.59 that have separated and
collapsed under the roadway. Additionally, a dynamic revetment will be constructed at the
toe of the roadway embankment slope to slow progression of erosion contributing to
culvert failure. Work is anticipated to be accomplished from the roadway with a long reach
excavator and possibly from a barge. Equipment will be used on the beach to place
material for the dynamic revetment. Construction will occur during July, August and/or
September.
Revetments are designed to be statically stable; that is, no motion of the armored stones
and trees are anticipated. Stones and trees in the armor laver are sized and placed such
that their weight and interlocking will preclude movement during wave attack and
dissipate wave energy. The dynamic revetment is designed to allow wave action to
rearrange the stones and large woody material into an equilibrium profile. This dynamic

revetment design will include placing of large woody, material for structural support and
provide mitigation by adding habitat.

Reason for requesting development:
On SR 302 at MP 4.55 and MP 4.59 two drainage culverts that cross under the road have
failed. These failed culverts are causing the roadway and embankment slope to slowly

51. Briefly describe the vegetation and habitat conditions on the property. n�ei i
Vegetation:
Vegetation in the area includes coniferous trees such as Douglas fir, western hemlock, and western red
cedar as well as deciduous trees such as red alder and big leaf maple. Shrubs observed in the project area
include beaked hazelnut, salmonberry,Indian plum, evergreen huckleberry, Himalayan blackberry and
bitter dock. Other plants observed in the vicinity include lady fern, salal, sword fern, American speedwell
and giant horsetail.
Wetland Veg.:
Wetland A is comprised of a palustrine emergent habitat type. The dominant plant species observed in a
vegetation data plot is water parsley. Other species observed within the wetland included American
speedwell, giant horsetail, Himalayan blackberry, lady fern, and bitter dock. The dominant species and
most other species observed are considered hydrophytes thus achieving the wetland vegetation parameter.
Shoreline:
The beach is known to be spawning ground for surf smelt. The beach surface is composed primarily of
very coarse gravel; with the median size (D50) being about 36 mm. Lenses of sand can be observed low in
the beach profile, though these appear to be fairly thin and transient features.
Wetlands
Wetland A provides Nutrient and Toxicant Removal, Production of Organic Matter and its Export, and
Habitat for Aquatic Invertebrates. The wetland boundary coincided with the limits influenced by the
ground and surface water thus creating low Chroma soils and a hydrophilic plant community within the
wetland.

The property within the project footprint is used primarily for transportation purposes. The roadway is
part of SR 302 which is a North and South corridor. The roadway services traffic traveling from Belfair to
Purdy through Mason County.

5n. Describe how the adjacent properties are currently used. hei
Adjacent properties include single-family homes, undeveloped open areas and county roads.
Mason County Public Utilities Department No. 3 utility company has an existing easement located
Northeast of SR 302. It parallels SR 302 and is approximately 15 feet in width.
5o. Describe the structures (above and below ground) on the property, including their purpose(s) and current

Above ground structures within the project area are those typical of roadway asphalt, top course and base
course gravels and supporting fill, stormwater drainage structures, riprap, barriers, and the existing
culverts that conveys stormwater runoff under SR 302.
Below ground structures within the project area include WSDOT drainage lines and catch basins.
5p. Provide driving directions from the closest highway to the project location, and attach a map. hei
On highway SR 3, drive North from Shelton approximately 23 miles and take E. North Bay Rd. and follow
to SR 302 for about 5 miles to the culvert project location. See vicinity map depicting project area between
the towns of Allyn and Purdy.
Part 6 — Project Description:

WSDOT proposes to replace two failing 18-inch diameter culverts on SR 302 at MP 4.57 and MP 4.59 and
place a dynamic revetment along the shoreline at the toe of the slope along 300 feet of shoreline to protect
the roadway from continued erosion and restore the roadway to the as-built condition.

The purpose of this major drainage project is to remove and replace two existing culverts on SR 302, at
MP 4.57 and MP 4.59 vicinity that have separated and deformed under the roadway. At isolated
locations along this section of roadway, the toe of the slope has been undermined by wave action
leading to erosion of the existing roadway shoulder. A dynamic revetment will be constructed at the toe
of the slope to slow erosion of the roadway embankment.
This project is within a larger slide area. The roadway is comprised of fill material. The project lies
within the boundaries of the identified unstable slopes #177 and #178. The roadway embankment slopes
are near vertical on the west side (water side) of the roadway. Ditch in-slopes on the east side of the
roadway are 2:1.

The entire project is located within 100-year floodplain boundaries. There will be no measurable impact to
tlhe 100-year floodplain because of the size of the existing water body (North Bay/Case Inlet).
The project will be constructed over the course of approximately 6 weeks. The final sequence of
construction will be determined by the contractor, but will generally be as follows:
• Install safety items such as signs and temporary traffic control.
• Perform surveying and staking,place high-visibility fence to protect sensitive areas, and install
physical best management practices (BMPs) to avoid and minimize impacts to nearby waterbodies.
See 8a for a list of BMPs.
Clearing
Approximately 0.03 acre of herbaceous, shrub, and non-mature forest vegetation will be cleared as a result
of this project. Beach and wetland impacts and buffer impacts that will occur as a result of the project that
are identified under questions 7h and 8e. Construction activities include the following:
• Excavate the roadway prism and remove the existing culverts
• Install shoring to facilitate installation of the new culverts
• Install culverts and culvert subgrade material
• Install dynamic revetment

Staging
Construction staging and equipment storage locations will be determined by the contractor, but will not
take place within critical areas or their functional buffers. The contractor will be required to prepare and
submit a project-specific spill prevention, control, and countermeasures plan (SPCC Plan) that identifies
the location(s) where equipment and materials will be staged, used and stored the appropriate distance(s)
from nearby waterways and sensitive areas. The SPCC Plan will also identify proper handling and disposal
procedures if pre-existing contamination is discovered. No on-site construction activities may commence
until WSDOT has accepted the SPCC Plan.

Best Management Practices (BMP)
BMP measures include erosion and sediment control, structural erosion control, sediment retention and
water quality treatment to control turbidity during project construction and operation. Temporary BMPs
include but are not limited to the use of geotextile-encased check dams, geotextile silt fences, erosion control

Dynamic Revetment Veg. / Habitat:
WSDOT is proposing the installation of a dynamic revetment along the shoreline of North Bay/Case Inlet
at the toe of the slope along 300 feet of shoreline to protect the roadway from continued erosion and restore
the roadway to the as-built condition. Approximately 2,700 sq ft or 400 cu yd of large cobble for the
revetment and 100 sq ft or 4 cu yds of quarry spalls for the splash pads, will be placed above the mean
higher high water (MHHW) elevation and 7,500 sq ft or 300 cu yds of large cobble will be placed below the
MHHW elevation for the dynamic revetment. Large woody material (LWM) will also be installed on top of
the revetment, at the toe of the slope. Excavators and front-end loaders will be used to place material as
identified in the contract or grading plans.
Jurisdictional Ditch:
The disturbed ditch line located on the east side of SR 302 will be re-graded to match existing ditches
matching back into the existing ditch system. The existing water quality treatment functions will be
provided by the newly graded ditches.

This proiect is located in Mason County on SR 302. This proiect will replace, in kind, two
existing culvert pipes on SR 302 at mileposts 4.57 and 4.59 that have separated and
collapsed under the roadway. Additionally, a dynamic revetment will be constructed at the
toe of the roadway embankment slope to slow progression of erosion contributing to
culvert failure. Work is anticipated to be accomplished from the roadway with a long reach
excavator and possibly from a barge. Equipment will be used on the beach to place
material for the dynamic revetment. Construction will occur during July, August and/or
September.
Revetments are designed to be statically stable; that is, no motion of the armored stones
and trees are anticipated. Stones and trees in the armor laver are sized and placed such
that their weight and interlocking will preclude movement during wave attack and
dissipate wave energy. The dynamic revetment is designed to allow wave action to
rearrange the stones and large woodv material into an equilibrium profile. This dynamic

Fill material includes woody debris, small and large rocks comprising the
dynamic revetment, will be placed along the shoreline on SR 302
(gradation unknown), between MP 4.57 and MP 4.59. At isolated
locations along this section of roadway, the toe of the slope has been
undermined by wave action leading to erosion of the existing roadway
shoulder. A dynamic revetment will be constructed at the toe of the slope
to slow or stop erosion of the roadway embankment. Fill material will
come from a WSDOT approved source.

The Temporary Erosion & Sediment Control Manual M3109.01 will be used
to address control of surface and ground water at the sites. Some of the
typical BMPs that may be used include: dispersion and infiltration,silt fence,

and redirecting runoff to an upland dispersion area.

Revetments are designed to be statically stable; that is, no motion of the armored
stones and trees are anticipated. Stones and trees in the armor layer are sized
and placed such that their weight and interlocking will preclude movement
during wave attack and dissipate wave energy. The dynamic revetment is
designed to allow wave action to rearrange the stones and large wo y material
into an equilibrium profile. This dynamic revetment design will in lude�
placing large woody material for structural support and provide mitigation by
adding habitat.
