After review of your submitted Joint Aquatic Permit Application (DARPA)form, Mason County concludes that the
proposed geoduck operation on marine tidelands on North Bay does not constitute development under the
Mason County Shoreline Master Program and does not cause substantial Interference with the normal public use
of the water(AGO 2007 No. 1).Therefore,a Substantial Development Permit is not required nor a letter of
Shoreline Exemption.
Mason County has determined the proposed commercial cultivation of geoduck clams, oysters and manila clams
on the farm is consistent with the Mason County Shoreline Master Program Policies and Use Regulations for

Proposal
Plant and cultivate approximately 1.27 acres of geoduck clam, Manila clam, and Pacific oyster intertidal
culture. Hatchery seed will be used from South Puget Sound region to ensure genetic integrity is
maintained.
Manila clam seed is broadcast by hand in to the intertidal area that may or may not have been netted.
Harvest takes place by hand digging in to sacks for pick up by boat and trucked to processing plant.
Hatchery seed is used. Approximately 0.2 acres are planted in clams.
Oysters are grown in both bags and on bottom on approximately 1.27 acres. Harvest takes place by
manually forking oysters in to tubs for pick up and transfer. Bags are pulled and emptied onto barge for
transfer. Hatchery seed is used.
Geoduck culture would occur using PVC and/or mesh nursery tubes placed in the substrate on
approximately one-foot centers.The tubes extend from the substrate approximately 2-4 inches.Three
to four geoducks are planted by hand in each tube.When PVC nursery tubes are used, canopy netting is
used to cover the tubes and protect them from dislodging.The netting also mitigates potential visual
impacts.After the juvenile geoducks have matured for approximately two years,and can evade
predation,the tubes are removed and grow-out continues for approximately 4-7 years. During this
period, there will be nothing extending up from the substrate. Harvest occurs when the geoducks reach
marketable size (between 1-2 pounds). Harvest is done using a hydraulic wand inserted in to the
substrate directly adjacent to individual geoduck.The geoducks are gently removed from the substrate
by hand and placed in baskets for transport to the processing plant. Approximately 1.07 acres are
planted in geoduck. Hatchery seed is used.
Site Characteristics
This site currently has no commercial aquaculture on it, but has had historical oyster culture.Adjacent
areas are currently used for shellfish culture including clams, oysters, and geoduck.The tidelands are
also used for passive recreation.The site is sandy/muddy/gravelly substrate and the beach
characteristics meet the necessary biophysical requirements for successful geoduck farming. Little to no
bed preparation will be needed to plant this site.
Water quality is good at this location.The uplands are low to moderate bank and well vegetated.There
is no public access from the uplands.Adjacent properties are privately owned and developed for single
family residences.
Mitigation Measures
The farm will be maintained in a neat and tidy manner. No equipment will be stored on-site and all non-
essential gear will be removed at the end of the work period. Farm gear, including tubes and nets will be
labeled with "taylorshellfish.com."Taylor will maintain a public link for information on farm activity.
Lights and noise will be kept to a minimum and used only as necessary for safe and efficient operations.
Taylor Shellfish employs a full-time Environmental Compliance Manager to ensure full compliance with
all permit conditions and mitigation measures.

on site. The uplands are vegetated with limited residential development.

intertidal substrate at a density of approximately one tube per square foot. Three to four geoduck seed
will be placed in the tubes. The tubes are covered with canopy netting and secured with rebar. After
approximately 12-15 months, the tubes are removed and the area is re-netted. The net is removed once
it can be determined the geoduck can evade predation and the beach is left undisturbed until harvest.

Shellfish aquaculture has been considered a beneficial use of the shoreline area by providing three-
dimensional structure, water quality enhancement, eutrophication moderation and facilitation of
benthic-pelagic coupling of nutrients. Shellfish culture requires a healthy marine ecosystem to be
successful.
Taylor Shellfish employs Environmental Codes of Practice (see attached) to ensure all activities meet
environmental standards.
All conservation measures identified in the attached Biological Evaluation and Essential Fish Habitat
Analysis will be implemented, Confluence Environmental Company, May, 2016.
